development plays a vital role in fostering
innovation and economic growth. This
support encompasses a wide range of
initiatives, policies, and resources aimed at
nurturing and sustaining startup ecosystems.

Central Government Institutions
Small Scale Industries Board (SSIB)
 SSIB was establish in 1954.
 It provide effective coordination and
inter-institutional linkages for the benefit
of small-scale sector.
 It consists of the union industry minister,
state industry minister, selected
members of parliament, secretaries of
department concerned , and eminent
experts in the field.
 The board conducts training programs
and workshops to enhance the skills and
knowledge of entrepreneurs in small-
scale industries
 The SSI Board encourages the spirit of
entrepreneurship by providing guidance
and support to individuals who want to
start their own small-scale businesses.
National Bank for Agriculture and Rural Development
( NABARD)
❖ NABARD was established in1982.
❖ It aims to promote and develop agriculture,
rural industries, and other allied activities in
rural areas to enhance the overall socio-
economic conditions.
❖ It provides financial support to various
institutions and individuals involved in
agriculture and rural development, such as
farmers, rural entrepreneurs, and
cooperatives.
❖ It encourages the adoption of sustainable
agricultural practices and technology,
promoting organic farming, and supporting
initiatives related to agricultural research
and development.
Small Industries Development
Organization (SIDO) It was established in 1954.

❖ It is an apex body and nodal agency for


formulating, coordinating, and monitoring
the policies and programs for promotion
and development of small-scale industries
in India.

Objectives of SIDO
❑ To formulate policy for promotion of SSIs
❑ To provide coordination of policies of state
government.
❑ To promote facilities for technology
upgradation.
❑ To offer consultancy services.
National Small Industries Corporation
Ltd. (NSIC)
❖ It was established in 1955 .
❖ At present, the NSIC operates through 6 Zonal Offices,
26 Branch Offices, 15 Sub-offices, 5 Technical Services
Centres, 3 Extension Centres and 2 Software
Technology Parks.

Functions of NSIC are


❑ Provide machinery on hire-purchase basis to SSIs
❑ Provide equipment leasing facility,
❑ Help in export marketing of the products of SSIs
❑ Participate in bulk purchase program of the
Government.
Small Industries Development Bank of
India(SIDBI) It was established in 2nd April 1990.

❖ To facilitate and strengthen credit flow


to MSMEs and address both financial
and developmental gaps in the MSME
eco-system.
❖ SIDBI is mandated to serve as the
Principal Financial Institution for
executing the triple agenda of
promotion, financing and development
of the MSME sector and coordination of
the functions of the various Institutions
engaged in similar activities.
❖ SIDBI provides financial assistance to
small-scale industries in India through
various loan and credit programs. It
aims to promote entrepreneurship and
support the growth of small businesses.
Khadi and Village Industries
Commission (KVIC) It was established in 1956.

❖ To build a strategic reserve of raw


materials and implements for supply
to producers.
❖ To create common service facilities
for processing of raw materials as
semi-finished goods and provisions of
facilities for marketing of KVI
products.
❖ To enhance the sale and marketing
of Khadi and other products of
village industries or handicrafts.
❖ To be responsible for encouraging
and promoting research in the
production techniques and
equipment employed in the Khadi
and Village Industries sector.
Mahatma Gandhi Institute for Rural
Industrialization(MGIRI)
❖ It was established in 28 February 2016.
❖ MGIRI offers various programs and initiatives to
support rural industries, including research and
development, technical services, training and
education, and consultancy services.
❖ The MGIRI aims to promote the establishment
and growth of rural industries and enterprises. It
works towards creating employment
opportunities and enhancing the income
generation potential in rural areas.
❖ The institute focuses on developing and
adapting appropriate technologies for rural
industries.
❖ The institute conducts research and
development activities to explore innovative
solutions for rural industrialization.
❖ It focuses on areas such as sustainable
manufacturing practices, renewable energy
technologies, and value addition to rural
products.
National Institute for Small Industry
Extension Training (NISIET)
❖ It was established in 1960.
❖ Providing training and skill development
programs
❖ Supporting start-ups and small businesses
❖ Conducting research and advocacy
❖ The Institute strives to achieve its
objectives through a gamut of operations
ranging from training,
consultancy,research and education to
extension and information service

State Financial Corporation(SFC)
❖ It was established in 1949.
❖ The SFCs help financial assistance to industrial
units whose paid-up capital and reserves do
not exceed Rs. 3 crore (or such higher limit up
to Rs. 30 crores as may be notified by the
central government).

Objectives of SFC are:


❑ To provide term loans for the acquisition of
land, building, plant, and machinery
❑ To promote of self-employment
❑ To encourage women entrepreneurs
❑ To bring about expansion of industry
❑ To provide seed capital assistance.
State Small Industries Development
Corporation (SSIDC)
❖ It was established in 1956.
❖ SSIDCs are provided greater
operational flexibility and wider
scope for undertaking a variety of
activities for the benefit of small
sector.
Functions of SSIDC are:
❑ procurement and distribution of raw
materials.
❑ supply of machine on hire-purchase
basis,
❑ construction of industrial estates.
❑ Aiding for marketing of products of
SSIs.
Technical Consultancy Organizations
(TCO)
❖ It was established in 1972.
Functions of TCO are:-
❑ To prepare project profiles and feasibility profiles.
❑ To undertake industrial potential surveys.
❑ To identify potential entrepreneurs and provide them
with technical and management assistance.
❑ To undertake market research and surveys for specific
products.
❑ To supervise the project and where necessary, render
technical and administrative assistance.
❑ To conduct entrepreneurship development programs.
Indian Council of Small Industries (ICSI)

❖ It was established in 1979.


❖ To help tiny, cottage and small
industries and artisans of rural areas.
Membership of ICSI constitutes about
1500 associations of the decentralized
sector.
Functions of ICSI are:
❑ Information Spread
❑ Consultancy and managerial support
❑ Entrepreneurship development
❑ Training and research.
Federation of Associations of Small
Industries of India (FASII)
❖ It was established in 1959.
❖ To promote, encourage, safeguard, advance and
protect the interest of Small Scale Industries in India.
❖ To encourage, aid, stimulate and promote the
development of Small Scale Industries in India.
❖ To promote, develop, encourage, support, maintain
and increase the exports of the production of Small
Industries in India.
❖ To conduct Seminars / Workshops / Awareness
Programs for the benefit of small-scale industries on
various subjects.
❖ To assist the Small Scale Industries in India, in the
matter of Industrial Development, finance, import,
export, policy, shipping, transport, clearing and
forwarding, banking communications and labor-
management relations.
Federation of Indian Chambers of
Commerce and Industry (FICCI)
❖ It was established in 1927
❖ The Federation maintains very close relations with
the Union Government and represents SSIS on over
65 advisory committees appointed by the
Government and other leading organizations.
❖ FICCI engages in policy advocacy by representing
the concerns and interests of the Indian business
community to the government and other
stakeholders.
❖ FICCI plays a significant role in promoting and
facilitating business development.
❖ FICCI plays a crucial role in promoting international
trade and fostering economic relations between
India and other countries.
❖ FICCI is actively involved in initiatives related to skill
development and education. It collaborates with
educational institutions, industry experts, and
government bodies to address the skills gap in
various sectors.
Rural Small Business Development
Centre (RSBDC)
❖ It was established in 1982 by the World Association for Small
and Medium Enterprises.
❖ Provide personalized guidance and support to rural
entrepreneurs for business planning and operational
challenges.
❖ Conduct educational programs to enhance the skills and
knowledge of small business owners in areas like finance,
marketing, and technology.
❖ Connect businesses with funding sources, assisting in securing
loans, grants, or investments crucial for growth.
❖ Its Offer insights into local economic conditions, customer
demographics, and competition to help businesses refine
strategies.
❖ Facilitate networking opportunities and collaboration among
local businesses, fostering a supportive and interconnected
rural business ecosystem.
World Association of Small and Medium
Enterprises (WASME)

❖ it was established in 1981.


❖ Its membership represents chamber of commerce, small
industries development corporations, financial institutions
and commercial banks, and other State Government
agencies of developing countries.
❖ It Facilitates:
1) technology transfer,
2) manpower training,
3) maintaining register of consultants for organizing seminars,
conferences, and providing consultancy services,
4) acts as a clearing house of information and marketing
services.
