DEFINITION OF MOA
A Memorandum of Agreement (MOA) is a written document describing
a cooperative relationship between two parties wishing to work together
on a project or to meet an agreed upon objective. A MOA serves as a
legal document and describes the terms and details of the partnership
agreement. A MOA is more formal than a verbal agreement, but less
formal than a contract. Organizations can use a MOA to establish and
outline collaborative agreements, including service partnerships or
agreements to provide technical assistance and training. A MOA may
be used regardless of whether or not money is to be exchanged as part
of the agreement.

PURPOSE
Memorandum Of Agreement
MoA is used to indicate previously agreed cooperation.
The MoA contains elements that are broader than the core
objectives of the document and contain more significant
commitments or consist of detailed explanations regarding
the authority and obligations of each party. The MoA is
also legally binding and contains more significant
commitments

DEFINITION OF MOU
An MoU is an official document that contains an agreement
between two parties and is formally written. However, as
reported by the Financial and Development Supervisory Agency
(BPKP) the MoU or memorandum of understanding does not
have binding legal force. Although not legally binding, the MoU is
morally binding. The existence of an MoU is a starting point for
further negotiations and is more legally binding. MoUs are not
only often present in business agendas, several other formal
agendas also use MoUs as a sign of agreement.

MOU
Some situations that require the making of an MoU include:
*When business people want to explore business opportunities
with other parties
*Cooperation carried out by more than two parties
*Projects that are handled by various parties

From several uses of the MoU, we also see that this

memorandum of understanding can be used to bind more than
two parties as well. In the business world, the MoU is indeed one
of the documents that bind the parties involved in this agreement.

PURPOSE
Memorandum of understanding
An MoU is used as a first step in creating a cooperation
contract or more binding agreement between two parties.
The MoU discusses the same understanding, plans and
goals between several parties. An MoU can also be used
as a legal umbrella for one campus and another,
especially in entering into further cooperation agreements
or preparing MoAs

Memorandum of understanding (MOU)

MOUs are "areas of common understanding" within the authority of both
parties and no transfer of funds for services is expected. MOUs can be
used to reduce the operation of a program so that it can function in a
certain way.
Memorandum of agreement (MOA)
whereas an MOA is a "conditional agreement" between two or more
parties that anticipates the transfer of funds for services. The MOA is
prepared in advance in the support agreement or order form. MOAs do
not obligate any funding, but they do set out the requirements for future
services and cite one of the authorities authorized to do so.

STUDY CASE
Multimedia Nusantara University (UMN), together with Pradita University, signed
an Understanding (MoU) on the Tridharma of Higher Education and also a
Memorandum of Agreement (MoA) at the UMN campus Friday (15/07/22).
This signing is the development and inauguration of the collaboration following up
on the Talent Scouting Academy (TSA) program, which was held together with the
Ministry of Communication and Information Technology on Thursday (13/06/22).
The TSA program is one of the independent forms of the Independent Learning-
Independent Campus program at UMN. The training was attended by around 23
UMN students and 32 Pradita University students who learned about Data Science.

CONCLUSION
