ABSTRACT
The governance of the jobs in the PSU’s portrays the intricate and complex relationship
between the Union government and State governments. Their inter relationship plays a
pivotal role in shaping public sector employment policies and practices. This research paper
offers an analysis of this dynamics governing union-state relations concerning government
job recruitment. We will investigate the formulation followed by the implementation of these
recruitment policies, and explore how these policies are influenced by resource allocation
and funding mechanisms. Fund allocation is one of the key areas of tussle between the two
sets of governments. The research will analyse this relation in comparison so as to study the
variations in recruitment procedures and eligibility criteria among different states. We will
also glance on caste-based reservations in these states and their government jobs.

Main focus will be on the historical and contemporary conflicts and challenges between the
union and state governments. With this analysis we shall have nuanced understanding of the
public sector employment with regards to federalism. We address the intricate relationship
between different levels of government in a federal system and its impact on access to
government jobs. It also allows for an examination of policy coordination, legal aspects, and
potential areas for reform to ensure fairness and equity in public sector employment across
the nation.
