While it is not possible to have a totally risk free environment and being aware that many
decisions involve managing risks according to Spydercamm’s assessment of what
constitutes an acceptable level of risk and its judgments about the costs and benefits of
particular courses of action, our objective and commitments in adopting this WSH
Policy are as follows:
•ensure that the major risks faced by Spydercamm are identified, understood and
appropriately managed;
•ensure that Spydercamm’s planning and operational processes focus on areas where
risk management is needed;
• regularly review the risks as well as the exposure faced by the Company as a result
of the business activities in which we operate;
• regularly review the Company’s key risk controls to ensure that they remain relevant,
robust and effective;
• communicate to all stakeholders our Risk Management Policy;
• create an environment where Spydercamm’s staff take responsibility for identifying
and managing the risks associated to their job task as well as adhering to all SWPs
established.
Moreover, the company recognizes and accepts its obligations to ensure that other parties
are not adversely affected by its activities. The company will take all steps, so far as is
reasonably practicable, to meet its health and safety responsibilities, Spydercamm
furthermore vows to:
• Provide safe equipment and systems for work;
• Safe procedures for using, handling, storing and transporting equipment and
materials;
• A safe place of work, and safe access to it;
• A healthy working environment.
1.Purpose: To define a method and provide a comprehensive Safety Work Procedure (SWP) for
the Process of Manhole and Sewer CCTV inspection.
It sets to identify the hazards involved in performing each task and the inherent risks as
well as to establish guidelines for the associated control measures, including what
personal protective equipment is required, and the steps involved to complete each
activity without incident.
2. Scope: This procedure applies to all lines and Manholes where Closed Circuit Television
(CCTV) for inspection of Sewers, Drains and Manholes is utilized.
A CCTV inspection is designed to ascertain the condition of the water main to provide data assessing:
(1) The structural integrity of the pipeline system
(2) The service condition of the pipeline system
(3) The possible cause and effect of any extraneous water infiltration/ex-filtration to/ from the
pipeline system
(4) The location and extent of the expedient connections to the pipe line system.
4. Procedure: At all times the Operations Director or Supervisor is available to clarify any safety
related questions that should arise.
Site works are not to be commenced until all appropriate permits Lighting, Signing and Traffic Control
of Roadwork’s or Footway works have been set up. The Company will comply with all statutory
regulations and enactments and particular specific instructions from our clients.
4.2.2 Risk
Back injury
Bodily injury
The site supervisor must issue a Permit to Work at Heights before the activity is undertaken.
All workers must complete a “Working at Heights Course for Workers” and all Supervisors a “Working
at Heights Course for Supervisors”.
Safety Practices
Fall prevention configurations are the preferred form of fall protection (a guardrail should be installed whenever it
is possible).
Fall arrest configurations should only be used when fall prevention systems are not practical or as a back-up to
fall prevention.
At least 2 workers must be present when a restraint or arrest system is used
Keep your free fall distance to a minimum.
Attach the lanyard directly overhead, where practicable.
Ensure that a fall arrest system is attached to a suitable anchorage point.
Take into consideration obstructions that are below the work area.
Ensure that barricades, warning tape and signs identify restricted areas.
►Do not use defective equipment or components.
►Do not use a harness or lanyard that has arrested a fallen worker.
►Do not attach two lanyards together to make them longer
Reminders
Guardrail
Ensure the guardrails are secured so they cannot be moved in any direction.
If a portion of a guardrail has to be temporarily removed then the exposed workers must be protected by another
fall protection system.
Fall Arrest System
Worker must determine and assemble the necessary components.
Worker must calculate the total fall distance and ensure that an adequate clearance distance is available.
Worker must ensure that the harness is adjusted to fit properly and is rated for his/her weight.
A full body harness and appropriate lanyard must be secured to an anchorage point, lifeline or static line.
Only one worker is permitted to be attached to a lifeline at any one time.
A lifeline must be provided with softeners at all sharp edges or corners.
A shock absorber should be used to reduce and control the maximum arrest force that occurs in a fall.
A self-retracting device can only be used as a form of fall arrest. Worker must field test the device before using
Only in seldom situations is it necessary to actually enter the Manhole. When for some reason the
camera gets stuck in the process of lowering it down. In the event of this happening all safety procedures
related to working in Confined Space must be put in place (see detailed RA
Working in Confined Spaces can be hazardous so strict observance of all safety procedures is
paramount. Site Managers shall undertake a risk assessment and fully brief all team members to ensure
that they all know the tasks they are to perform.
When water is pressurized to 4,000 PSI, it becomes a potentially deadly force that can easily result in
serious injury when the water jet comes into contact with skin or eyes. Awareness of common jetting
hazards, knowing how to protect oneself from them, and learning and practicing the proper safety
procedures can greatly reduce the chances of disaster striking at unexpected moments.
For this reason, it is our safety requisite that all operators attain a “Certificate of Proficiency in Sewer
and Manhole cleaning” recognized by PUB.
A more detailed exposure of the jetting machine operating instructions can be accessed in the “Sewer and Manhole Cleaning
Training Course Manual” supplied by Singapore’s Society for Trenchless Technology and filed under the Risk Management
Manual in the External Documents Folder.
In the situation of a minor occurrence such as minor cuts and bruises, irritation or
ill health with temporary discomfort every working vehicle is equipped with a First
Aid Box.
If the incident can’t be handled follow the instructions of the Emergency Plan
(RMM-09 attached to this procedure) and calmly contact the relevant authorities
(numbers provided below) granting the required information to the operators:
name, general description of the event, exact location and contact number.

And remember….
1. The silencing of the bells is not a signal to re-enter the building. Stay put - stay safe!
2. Treat any alarm as a REAL emergency and not just a drill.
If you need to use a fire extinguisher, select one appropriate to the type if fire you are dealing
with. If you have not received training in fire extinguisher use, you should not try to use one.
At all times:
Follow our Safety Work Procedures;
Wear and use the right protective equipment provided by us
Work and act in a way that won’t hurt yourself or anyone else.
Report any hazards or injuries to your supervisor
