The Dormont Library Computer Use Policy promotes access to information and

resources by providing patrons with and without library cards access to the internet. From a
perspective considering indigency and homelessness, the policy seems to favor patrons that can
use the library as a supplement source of internet access rather than their main source. Computer
use is limited to 1 hour. Patrons can request additional time, which may be granted at staff
discretion. The maximum amount of time is 2 hours. Examples in the policy of reasons to grant
extensions include writing a paper, resume, or filling out an online form. Alternatively, Wi-Fi is
available in the library building for 1 hour, but access is available 24/7 in the parking lot.
Today, it is not uncommon for people experiencing homelessness to have a smartphone that can
be used to take advantage of Wi-Fi without a cell plan. The policy limits internet access inside
the library but appears to provide unlimited Wi-Fi outside. This would relegate users outside in
Pittsburgh’s elements once their hour is up. This probably works well for individuals that have
vehicles but not everyone does. The policy does a decent job of balancing the interest to provide
internet access to their patrons and practicing covid protocols. The flexibility to extend computer
and internet use is good, but it leaves the discretion solely to the staffer. The only criteria offered
appears to center around “productive” activities. While that is commendable, a person that opts
to use their limited access for other activities risks being hamstrung.
