Re: Offer Letter for Position of Co-op Student (Winter Jan-Apr 2023 Term) –
Application Programmer Analyst

Dear Luosi:
Congratulations. I am pleased to confirm my verbal offer of employment for the
position of Co-op Student (Term 1) – Application Programmer Analyst and to
welcome you to the Ontario Public Service (OPS).

As you may know, many OPS employees have been required to work hybrid setup
during the COVID-19 pandemic. Your position will also be performed as per the
understanding that return to work (RTW) direction will be given to return to the
workplace in a hybrid setting.

As discussed, your start date is January 3rd at 9:00 AM. You have been hired as a
fixed-term Co-op Student employee. The duration of your fixed-term contract will
be from January 3, 2023, to April 28, 2022. During this time, you will be provided
the support you need to be successful in your new job.
Your contract is full-time at 36.25 hours per week and your salary is equivalent to
the level of 17156 - Systems Officer 03.
This position is part of the Transfer Payment Ontario Branch – Enterprise Financial
Services Division in the Ministry of Government and Consumer Services and is
located at 222 Jarvis Street in Toronto.

Your position is represented by the Ontario Public Service Employees Union


(OPSEU), for this position). As an OPSEU member, you are required to pay union
dues, which will be automatically deducted from your pay cheque. Further

Time Off from Work


As a fixed-term OPSEU-represented co-op student employee in the OPS, except
for bereavement leave, any time you take off from work must be authorized and
without pay, including time off for illness and jury duty. Refer to your collective
agreement for details on bereavement leave.
Please note that your employment may be terminated without cause at any time
with notice or pay in lieu thereof required by the Employment Standards Act,
2000.

Responsibilities as a public servant:

As a public servant, you are appointed for a fixed term, in accordance with the
Public Service of Ontario Act, 2006 (PSOA). Among other provisions, the PSOA
establishes an ethical framework for public servants, which include
responsibilities and obligations concerning conflict of interest, disclosure of
wrongdoing and political activity rights and restrictions. Every public servant has
an ethics executive to provide guidance in these areas. Your ethics executive is
the Deputy Minister of this ministry.

In addition to adhering to conflict of interest guidelines, you will also be expected


to work in accordance with OPS directives and policies such as the Information
and Information Technology (I&IT) Directive, the Respectful Workplace Policy and
the Travel, Meal and Hospitality Expenses Directive.
Oaths and Affirmations of Office and Allegiance:

Oaths and affirmations are also important components of the ethical framework
for public servants. Public servants are required to swear or affirm two oaths--
the Oath or Affirmation of Office and the Oath or Affirmation of Allegiance. I will
administer the oaths or affirmations when you begin your employment.

By making the Oath or Affirmation of Office, you are promising to faithfully carry
out your duties, respect the laws of Canada and Ontario (including the recognition
and affirmation of the Aboriginal and treaty rights of Indigenous peoples) and not
to disclose confidential information or documents unless legally authorized.
There are no exemptions allowed in relation to the Oath or Affirmation of Office.

By making the Oath or Affirmation of Allegiance, you are promising to be loyal to


the Crown, symbolizing the Canadian State and system of government. There are
two exemptions allowed in relation to the Oath or Affirmation of Allegiance
related to foreign citizenship and Indigenous considerations.

In recognition of Ontario’s cultural and religious diversity, public servants are not
required to place their hand on a specific religious text when electing to swear the
oaths. If desired, you are welcome to bring your own religious text or sacred item
for this purpose. You can also choose to refer to the name of your specific
God/Deity (e.g., “So help me, Creator”) when reciting the oaths. If you have any
questions regarding the oaths, please do not hesitate to contact me.
