1.0 PURPOSE AND SCOPE


This Corporate Health, Safety and Environment Procedure (HSEP) provides the minimum
procedures to be followed to assure the safe operation, storage, and security of nuclear density
gauges that are owned, leased, or used by the Company and its personnel.
This HSEP applies to all employees and subcontractors engaged in operations covered by the
Company HSE Program.
2.0 RESPONSIBILITIES
General responsibilities for HSE Program implementation are stated in HSEP 1.5. Additional
management, staff, employee, and subcontractor responsibilities that address duties specific to
this topic are stated in this procedure.
2.1. Project Manager and Office Manager
Project managers on projects where nuclear density gauges will be used, and office managers,
whose employees may use nuclear density gauges, shall
 Assure that gauges are properly permitted by the appropriate regulatory authority,
 Verify that employees who have access to and/or use nuclear density gauges receive the
proper training, and
 Assure that any incident involving a nuclear density gauge, which must be reported to
regulatory authorities, is immediately reported to such regulatory authorities and the
Company HSE Department.

Nuclear Density A device containing one or more sealed nuclear source(s) that is used to
Gauge (NDG) measure soil density or moisture content.
Agreement State A state in the United States that is authorized by the Nuclear Regulatory
Commission (NRC) to regulate radiation sources within the state.
Radiation Safety A person, who by a combination of training and experience, has particular
Officer knowledge in radiation safety issues, and is therefore designated by the
Company as a resource for concerns and advice on nuclear materials and
radiation safety; also referred to as a “Radiation Control Officer.”

4.0 PROCEDURE
4.1. Licensing of Nuclear Density Gauges
All nuclear density gauges shall be licensed in accordance with all applicable regulatory
requirements.
License conditions and provisions shall be complied with at all times. Should any change of
condition occur, for which a report or notification is required, such report/notification shall be
made by the person responsible for maintaining the license.
The project or office manager must report to the HSE department the transfer of nuclear density
gauges from one project or office to another. Such transfers should only be made to recipients
with the proper license to receive, use, and store the NDG. Such transfers may also
require notification to the applicable regulatory authority.
Nuclear density gauges shall not be abandoned and must be discarded in accordance with
applicable regulatory requirements. Theft of or other loss of a nuclear density gauge shall be
reported to the HSE Department immediately and to the appropriate regulatory authority.
Incidents that result in potential damage to a nuclear density gauge, such as fire or vehicle
accident, shall be reported to the HSE Department immediately. If required, the appropriate
regulatory agency shall also be notified.
4.1.1. Requirements in the United States
In states known in the United States as “Agreement States,” the applicable regulatory
authority will be the state agency given authority to regulate radiation sources in that
state.
In non-agreement states in the United States, the regulatory authority will be the Federal
Nuclear Regulatory Commission. (Refer to Figure 1 for a list of Agreement States as of
the issue date of the procedure.)
The HSE Department shall also be notified of the lease, purchase, or potential for use of
a nuclear density gauge.
Transfer of a nuclear density gauge from one state in the US to another will require
notification to the regulatory authorities in both states or to the Nuclear Regulatory
Commission if a non-agreement state is involved.
4.2. Transportation
Nuclear density gauges shall not be transported in the passenger compartment of a motor
vehicle.
Nuclear density gauges shall be transported only in locked and sealed waterproof containers.
Such containers shall be labeled “Radioactive Material.”
When transporting a nuclear density gauge, a bill of lading identifying the manufacturer of the
gauge, the gauge model/type, the radiation source(s), and serial number of the gauge must be
kept in the vehicle transporting the nuclear density gauge.

Emergency contact numbers and emergency procedure must be kept with the
NDG.
4.3. Storage and Security
Nuclear density gauges shall be set in the “storage setting” or other appropriate setting prior to
placement in the storage facility. If equipped to accept a lock, the gauge shall be locked in such
setting.
Nuclear density gauges shall be stored in a secure facility that is suitable for such devices. Such
storage facilities must be access-controlled such that a person not authorized to use such
devices cannot gain access to them.
Storage areas shall be located away from potential damage due to fire, heavy construction
equipment, and vehicular traffic.
Nuclear density gauges shall not be stored
 In vehicles at any time,
 Within 100 feet of a fuel or flammable material storage area, or
 In an office or other structure intended for human occupancy throughout the day or shift.
Storage areas designated for nuclear density gauge(s) shall be posted “Radioactive Material.”
A sign-out log shall be kept in the nuclear density gauge storage area, and personnel who use
the gauge shall complete the log each time it is removed from and returned to the storage area.
Emergency procedures, including the emergency contact numbers for the Company HSE
Department and the emergency contact numbers for the appropriate regulatory agency shall be
kept with the nuclear density gauge.
Should an emergency occur, which requires a response from emergency personnel, the
emergency response personnel shall be notified of the location of the nuclear density gauge.
4.4. Operations Procedures
Only persons who have been trained and authorized to use nuclear density gauges may use,
operate, or transport nuclear density gauges. Unauthorized personnel shall not have access to
nuclear density gauges.
The authorized person, who checks the nuclear density gauge out of the storage facility, shall
maintain constant surveillance of the nuclear density gauge and shall be in immediate control of
the gauge at all times until the gauge is returned to and secured in the designated storage facility.
Other personnel in the vicinity of the location where the nuclear density gauge is to be used shall
be notified of such use. Signs or barricades having the language “Radioactive Materials” may be
used to accomplish this notification.
Operators and users of nuclear density gauges shall be monitored for exposure to radiation.
Contact the HSE Department or the designated Radiation Safety Officer to facilitate such
monitoring. When a film badge is used to monitor radiation exposure, it shall be stored away
from the nuclear density gauge storage container in an area free from extreme heat, cold, or
humidity.
Authorized personnel shall follow all of the manufacturer’s instructions regarding the use and
operation of the gauge.
4.5. Maintenance and Testing
The manufacturer’s instructions for maintenance and testing of the nuclear density gauge shall be
followed at all times.
Leak tests and other test protocol shall be conducted at intervals specified by, and in accordance
with, the manufacturer’s instructions and appropriate regulatory requirements. At a minimum,

leak tests shall be conducted at intervals not exceeding every six months. Such leak tests shall
be conducted by a trained, authorized person.
Documentation of such leak tests shall be maintained at the site and copies shall be forwarded to
the HSE Department.
Should a nuclear density gauge fail a leak test, the gauge shall not be used and the HSE
Department shall be notified immediately.
4.6. Training
Each employee authorized to use, maintain, or have access to a nuclear density gauge shall
complete appropriate training. The manufacturer of the gauge, a regulatory agency, or a
Company representative may provide appropriate training.
