PREAMBLE
We, the Filipino working people, have this day voluntarily associated ourselves for the purpose
of forming a Rural Workers Association under the laws of the Philippines more particularly Presidential
Decree No. 1367 and Proclamation No. 1852.
1. To uplift the living condition and life of its members in accordance with the conditions of the
National Development Plans;
2. To enhance and defend the interest of its members for their mutual aid and protection;
3. To own and dispose property, real or personal for the use and benefit of the entire membership
and the Association;
4. To own and undertake all activities for the benefit and welfare of its members and the
Association, including housing, and other projects not contrary to laws; and
5. To coordinate and collaborate with proper government agencies and other Rural Workers
Association for certain lawful undertaking
SECTION 1. The area of the Association shall be at _DATUMANONG, TUBARAN, LANAO DEL SUR______.
ARTICLE IV-MEMBERSHIP
SECTION 1.Qualification of Members.Members shall be open only to any person who have
resided at least one (1) year successively at_DATUMANONG, TUBARAN, LDS_, of legal age, engaged in
farming, are self-employed and without clear cut employer-employee relationship. He may become
member of the Organization by filing an application for membership addressed to the President.
SECTION 2. The willing applicant must make his application for membership in writing on a form
provided by the Organization for the purpose. It shall be the duties and responsibilities of the President
to approve or disapprove the application. The applicant must be assisted in filling up the application if
he is illiterate.
SECTION 3.Resignation. A member of the Association may resign by tendering a letter of
resignation 10 days before the actual date of his resignation so that the President will have enough time
to assess the accountabilities of said member if he has any. His resignation may not be accepted if he
has an important obligation to finish or if he has not yet settled his accountabilities.
SECTION 4.Expulsion. Any member who fails to pay his monthly dues, fees or contribution for
three (3) successive times and violated major policy of the organization and membership agreement
may, after thorough investigation and after hearing before the President, may be fined, suspended or
terminated from membership in the Association. His rights and equity if any, shall be returned to him.
SECTION 5. Death. The death of a member shall automatically terminate his membership in the
Association. The legitimate heirs of the deceased member shall have the same rights on the equities of
the deceased and shall have preference in the admission to the Association upon complying with the
provisions herewith provided.
SECTION 1. Qualification of President. The entire affairs and business of the Association shall be
administered by a President who shall be elected by the General Assembly of members.
The following are the qualifications for President:
1. He must be respectable, of good moral character and reputation in the community;
2. He must not be holding any political position, or a government employee.
3. He must be a good leader with a high sense of command.
SECTION 2. Election and Term of Office. The election for President, Vice-President, Secretary,
Treasurer/Cashier and other officials and Committee shall be held every two (2) years of service by
secret ballot. Election shall be held within thirty (30) days of the ensuing calendar year.
SECTION 3. Vacancies. Whenever a vacancy occurs in the position of President, Vice-President
down to the lowest position the vacancy shall be filled-up through election by the General Assembly.
SECTION 4. Committees. There shall be four (4) committees to be created namely: Education
Committee, Membership/Credit Screening Committee, and Inventory Committee, Monitoring and
Evaluation Committee.
Each of these committees shall be composed of three (3) members including the Chairman. The
Chairman of each committee shall be elected by the General Assembly and the two (2) members of each
committee shall be appointed by the elected Chairman.
SECTION 1. President.
a. Perform administrative functions/supervision and control on the activities of the
Association;
b. Schedules and presides on regular monthly meeting, and annual meeting;
c. Coordinate with Local Government Unit, funding institutions and other concerned agencies.
SECTION 2. Vice-President.
a. Performs duties of the President in his/her absence;
b. Acts as the chairman of the Education Committee.
SECTION 3. Secretary.
a. Keeps a complete list of all members;
b. Keeps a complete records of all meetings;
c. Furnish the MOLE copy of the minutes of regular meeting.
SECTION 4. Treasurer.
a. Takes custody all money and important financial documents of the association;
b. Pay, upon the recommendation of the Project Manager, or as authorized by the President,
all money transaction and certify to the correctness of the cash position of the association in
all financial statement and report submitted to concerned local government unit;
c. Turn over all money, documents of the association upon election of his/her successor.
SECTION 5. Bookkeeper
a. Install adequate accounting/bookkeeping system;
b. Submit monthly reports to the President through the Project Manager on the financial
condition and operations of the association;
c. Records all business transactions of the association.
SECTION 11.Members.
a. Attend all meetings, conferences prescribed by the President;
b. Contribute personal services to the association when so required in accordance with the
decision of general membership;
c. To obey and comply with the policies, constitution and by-laws promulgated by the general
membership and/or competent authority.
SECTION 1. Annual Assembly. The General Assembly shall meet at least once a year and shall be
held at the office of the association every last month of the year (December).
SECTION 2.A Special General Assembly. A Special General Assembly may be called by the Board
of Directors anytime to discuss important matters.
SECTION 3. Regular Meetings of the Officers. The Officers shall meet every ____1ST DAY OF THE
MONTH___and shall be held at the principal address of the Association at____MULTIPURPOSE
DATUMANONG, TUBARAN, LDS______.
SECTION 4. A special meeting of the Officers shall be held whenever called by the President or
by the majority of the Officers. A written notice signed by the person/s making the same shall
specify the time, agenda and place of the meeting.
SECTION 5.Notice of General Assembly Meeting.Written notice of all meetings shall be served
by the Secretary to individual members or by organization and such notice be accompanied by
an agenda.
Notice of the special assembly meeting shall state the purpose or agenda, where to be
held and the same agenda to be undertaken or to be
SECTION 1.Election Committee. The election committee shall be formed fifteen (15) days before
the election day. There shall be a three (3) man election committee to be elected by the general
membership which shall perform its duties in accordance with established election practices,
canvass and certify in writing election results, then submit the same to the Presiding Officer.
SECTION 1.Membership Fees. Every member of the association must pay a membership fee of
Php_50_________ upon his admission to the association.
SECTION 2.Annual Dues. Annual due of Php__________ is required of every member to be paid
during the Annual General Assembly meeting.
SECTION 3.Monthly Dues. A monthly due of Php__20______ is required of every member to be
paid on the last Sunday of the month.
SECTION 4.Contribution. The organization may raise funds for its activities through contribution
or donation from its members or non-members either in cash or labor or in kind and through
benefit programs considered appropriate and legal.
SECTION 5.Savings and Fund Operation. The association shall establish a member-savings-
account scheme for the members of the association. The accumulated fund shall be deposited in
their chosen depository bank. A table of equity shall be maintained by the treasurer. A trust
receipt shall be issued for this purpose.
SECTION 1.Deposit of Funds. The President and the treasurer must establish a joint account in
the depository bank. There shall be two (2) accounts to be maintained; one for the savings fund
and another for the membership fees, monthly dues, annual dues, contribution and donation.
Other sources of funds like the loan proceeds shall be deposited in this account.
SECTION 1.Agenda. As far as practicable, the order of business at its annual meeting shall be:
a. Roll Call
b. Proof of due notice
c. Consideration of minutes of the last general meeting.
d. Consolidation of the reports of the Officers, and Committees including audited
financial statements of the organization.
e. Unfinished business
f. Election of Directors and Committee members
g. New business
h. Adjournment
ARTICLE XII-EFFECTIVITY
SECTION 1. This Constitution and By-Laws shall take effect upon its ratification. Unanimously

MINUTES OF THE ORGANIZATIONAL MEETING AND RATIFICATION/ADOPTION OF THE CONSTITUTION
AND BY-LAWS OF THE ORGANIZATION:
The talk and discussion was followed by a motion to name the organization:
UPAKAT O MGA BAE SA DATUMANONG ASSOCIATION
Which was unanimously approved by the body.
After nomination and division of the house, the following individuals were elected as the
organization:

Auditor : RAIHANA A. MISBAK
The newly elected President of the organization presented and discussed the sample
Constitution and By-Laws is adopted. There were no substantive objections to the provisions and so it
was moved that the same Constitution and By-Laws adopted. The result was unanimous.
The Secretary took the names of all present and have them signed as proof that they willingly
approved the sample Constitution and By-Laws.
All of the above were undertaken until__NOVEMBER 22, 2025_ at which the body adjourned.
