Analysis of Ritual Abuse Allegations and Frequency in the


David Lee Hamblin Case

Introduction

In August 2022, a private client hired me to analyze the allegations contained


within the released police reports and victims statements in the original David Lee
Hamblin criminal case from 2012 to 2014. Initial review analysis of the documents
identified 17 separate allegations of specific homicides,with an indeterminate
number of other alleged and unspecified homicides over a nearly twenty year period.
The number of sexual assaults described in the victims statements defied efforts at
quantification, as the Hamblin sisters alleged daily abuse at the hands of their
parents and others within their parents’ ritual abuse ring, which was allegedly
named the Church of Satan or the Group.

The allegations seemed implausible due to the sheer scale of alleged criminal
activity. At first glance, it was extremely unlikely that an organized group would be
able to commit 17 plus homicides over a twenty year period while evading detection.
The Hamblin Victims Statements contained a ready explanation in terms of
victimology: the group obtained victims from polygamist groups and Native
American tribes, with children drawn from those groups often lacking any official
record of their existence such as a birth certificate or a Social Security number. In
simple terms, the Church of Satan was procuring victims who did not officially exist.

This was corroborated by research into the phenomenon of the Lost Boys
with Utah and Arizona. The Lost Boys are teenage boys who have been expelled
from polygamist groups after they reach an age where they are in competition with
older males in the group for child brides.1 The documented realities of Lost Boys and
other polygamist sect members who escape the sects or suffer expulsion are chilling:

“Sect members who escape their compound are largely invisible to society,
and are often without birth certificates or Social Security numbers.

"They're akin to a refugee population, except they were born in the U.S.," said
Shannon Price, director of the Diversity Foundation, a nonprofit that
specializes in offering financial aid and scholarships to 400 polygamist
children. The group provides $740 monthly to the Hofhines to care for Zach
and Isaiah.”2

When mothers escape their polygamist sect, they face the hard reality that
their children have no official record of their existence. Polygamist leaders often
decree that children born within the sect are prohibited from obtaining birth
certificates because leaders do not want authorities to be aware of the group’s

presence or its membership.3 The lack of official documentation of a child’s existence
makes it difficult for parents to sign them up for services like Head Start. It also
makes polygamist children ideal for trafficking. This provides circumstantial
evidence making the Hamblin sisters’ allegations plausible.

The documented history of polygamist groups trafficking children makes the


allegations more likely. Samuel R. Bateman, the leader of a breakaway group of the
FLDS, was charged with conspiracy to transport a minor for sexual activity, interstate
travel with intent to engage in illicit sexual conduct with a minor, and production of
child pornography, and in total federal prosecutors indicted Bateman on 51 felony
counts.4 Bateman also allegedly traded sex with a 12 year old girl in exchange for a
luxury car from his co-defendant Torrance Bistline. Bateman’s case is by no means
isolated: in British Columbia, Brandon and Gail Blackmore were found guilty of
trafficking their 13 year old daughter across the Canadian border into the United
States for sexual purposes, and the case was the first criminal conviction involving a
known trafficking corridor between the British Columbia group and American sects
like the FLDS.5

The Hamblin sisters’ allegations go beyond mere sex trafficking: they allege
that children from polygamist groups and Indian reservations are trafficked by the
Church of Satan for ritualistic sacrifices. The aforementioned trafficking allegations
against polygamist groups do not reach to trafficking for ritual sacrifices. However, a
leaked report to the BBC from the Metropolitan Police details child trafficking from
Africa into the United Kingdom for sacrificial rituals.6 African churches within the
United Kingdom trafficked boys and girls from Africa to the United Kingdom for ritual
sacrifices.7

In the United States, the House Foreign Affairs Subcommittee on Global


Health heard testimony in September 2023 detailing allegations against the
president of Liberia as a participant in child sacrifices.8 The witness also named two
prior Liberian presidents as perpetrators of ritual child sacrifice. Other witnesses
before the committee testified to ritual child sacrifice in Ghana, Sierra Leone, and
Uganda. The witnesses testified in favor of amending the Trafficking Victims

Protection Reauthorization Act to include child sacrifice as a form of human
trafficking.

The sects who practice ritual child sacrifice are overwhelmingly self-identified
as Christian churches. While the Western media dismisses reports of ritual child
sacrifice as conspiracy theories, the reality is that child sacrifice among
fundamentalist groups does occur. Many of these groups self-identify as Christian,
syncretizing witchcraft and animism with Christianity into a belief system that
requires the blood of children for ritualistic purposes. Within the African churches
who trafficked children into the UK, the belief is that HIV positive men can be cured
through sex with a virgin or the sacrifice of a child.

The LDS Church of Satan: A Profile in Normalcy

The syncretization of Christian doctrine and applications with occult practices


is not limited to African fundamentalists within the United Kingdom. The Hamblin
sisters describe their family’s dual membership within the Church of Satan and the
Church of Jesus Christ of Latter Day Saints. David Lee Hamblin and Roselle
Stevenson allegedly held membership in both groups simultaneously, appearing as
outwardly normal Latter Day Saints while secretly conducting occult rituals involving
child sexual abuse and murder. Hamblin and his wife turned their abuse into several
businesses: their daughters allege that they produce and distributed child
pornography, operated a child prostitution business out of their residences in Spring
City and Provo, and conducted a business whereby David Lee Hamblin used his
expertise as a clinical psychologist to train children within the Church of Satan to
comply with ritual abuse.

In these contexts, the allegations by the Hamblin sisters are not implausible
at all. They are well-established realities of fundamentalist sects who appear to
operate within the mainstream, while covertly engaging criminal child sexual and
physical abuse, trafficking, and murder. These sects use the guarantees of religious
freedom as a Trojan Horse to evade culpability and detection, as governments are
loathe to surveil or monitor religious activity. These groups do not look the part of
traffickers, child rapists, and murderers. They appear to be Christians, albeit of a
deeply conservative and fundamentalist strain.

Within the Church of Satan, the men and women were high functioning, well-
educated individuals from established families. Many of the named members of the
Church of Satan held doctorate degrees. Both sets of grandparents for the Hamblin
children had doctorates, with Robert Lee Hamblin and Richard Lloyd Anderson
holding professorships at major universities such as BYU, the University of Arizona,
and Washington University in St. Louis. Richard Lloyd Anderson’s brother in law
Clyde Everett Sullivan was a clinical psychologist educated at the University of
California at Berkeley, with others in the group holding at least undergraduate
degrees.
Alleged Church of Satan members were respected businessman, such Dave
Sheets of Emergency Essentials, Dean van Wagenen of the Intermountain Food
Company and Van Wagenen Finance, or John Bunting of Precorp, Inc. They were
prominent LDS artists such as Joe and Lee Bennion, Brian Kershisnik, Tom Schulte,
and Randall Lake. They were attorneys like David Okerlund Leavitt and Chelom
Leavitt. They were legendary executives like Gordon Bowen, the co-founder of
advertising agency mcgarrybowen.

Their family lines dated back to the earliest days of the Church of Jesus Christ
of Latter Day Saints, and intertwined with notable bloodlines that produced apostles
and even prophets. These were not outcasts or social incompetents; instead, the
named members of the LDS Church of Satan were respected, accomplished, and
lauded members of their community. Their families produced mayors and
governors, and they were part of the establishment within the state of Utah and the
nation. They were hiding in plain sight, in neighborhoods that they had established
a dominant presence in over decades of operation.

The conventional wisdom around child sexual abuse aided their efforts to
maintain secrecy. Stranger danger was the dominant theme around child protection
in the Eighties, but the statistics conclusively show that 93% of child sexual assault
victims know their abuser.9 10 The reality directly contradicts the myth of stranger
danger: if a child victim is under six years of age, their abuser is a family member
50% of the time.11 84% of sexual abuse involving a victim under age 12 occurs within
a residence, with that number decreasing to 71% for children aged 12 to 17.12

The Hamblin Victims Statements correlate to the known statistical realities of


child sexual abuse. The perpetrators were overwhelmingly blood relatives or
individuals within the immediate social network of the family, such as friends of
parents who were members of the LDS Church of Satan. Far from straining credulity,
the allegations made by Rachel, Eliza, and Katherine Hamblin between 1999 and
2014 are corroborated by the statistical realities of child sexual abuse. The stories
told by the Hamblin sisters track with the data on child sexual abuse. The only
difference is that the frequency of the abuse is far greater due to the constant access
family members and family friends had to the girls as part of the ritual abuse ring.

An Analysis of the Hamblin Case History

In 2012, Katherine Hamblin walked into the Provo Police Department to file
complaint against her father David Lee Hamblin for sexually abusing her. In 2003,
the court in Hamblin’s custody trial found by clear and convincing evidence that he
had sexually abused Katherine’s older sisters Rachel and Eliza. Despite this, the

Utah County Attorney’s Office declined to prosecute David Lee Hamblin. Hamblin
also admitted to administering peyote to his minor children as part of his
combination of Native American religious practices with his theories on the LDS
priesthood and “parts” that Hamblin believed he could either create in his children
or cast out of them. Despite the fact that administering a controlled substance to a
child is not protected under any theory of religious liberty, and in spite of the reality
that possession of peyote was illegal in Utah at the time, David Lee Hamblin evaded
prosecution.

What followed Katherine Hamblin’s 2012 report was even more bizarre.
Hamblin’s older sisters Rachel and Eliza independently filled out victims statements
that corroborated their sister’s allegations. The Hamblin sisters outlined a horrifying
abuse pattern stretching over three decades, involving rape; child rape; child
sodomy; object rape of a child; child prostitution; the production, possession, and
distribution of child pornography; child trafficking for sexual purposes; and murder.

Their allegations were consistent with other ritual abuse allegations, in that
the Hamblin girls detailed being forced to eat and drink feces and urine, while being
subjected to home ordinances in which they were sealed to blood relatives and
forced to submit to incestuous sexual assaults. The Hamblin girls were impregnated
by their father, grandfather, and others within the group, and then forced to abort
their children in ritualistic manner.

The Provo Police Department managed to tape David Lee Hamblin


apologizing to his daughter for raping her before his arrest. While Hamblin was
indicted on multiple criminal counts, he evaded conviction and in 2014 the Utah
County Attorneys Office dismissed the charges without prejudice on the grounds
that they were having difficulty getting discovery to Hamblin’s defense team.

In the aftermath of the 2014 dismissal of the charges against him, the Provo
Police Department forwarded their case files to the Department of Homeland
Security, where Special Agent Adam Koeneman and Analyst Noel Engels of HSI began
investigating the allegations. By 2020, Koemenan and Engels were preparing to
subpoena Kirton McConkie’s abuse hotline to determine if victims in the Hamblin
case had reported their abuse to the hotline. They were also preparing to interview
other named victims within the Hamblin Victims Statements and police reports.
When COVID resulted in shutdowns and ended their ability to travel to interview
victims, the investigation was effectively paralyzed. By August 2020, Koeneman and
Engels were reassigned to other cases.

The Hamblin case was yet again in a state of limbo. Utah County Sheriff
Mike Smith began his investigation, focusing in part on an illegal adoption Koeneman
and Engels had uncovered involving Utah County Attorney David Okerlund Leavitt,
who was an alleged member of the LDS Church of Satan according to Rachel Hamblin
and her sisters, who accused Leavitt of raping them and providing at least one
polygamist boy for a ritual sacrifice in Spring City, Utah.
When a journalist provided David Leavitt with Katherine Hamblin’s Victims
Statement, he became aware of the allegations against him and held a now infamous
press conference. During this press conference, Leavitt denied that there was an
organized ring of ritual abuse, despite the fact that he had claimed firsthand
knowledge of the same ritual abuse group alleged by Katherine Hamblin during a
recorded interview a year prior.

Leavitt’s press conference ignited a firestorm, and his subsequent call for
Sheriff Smith to resign or be fired only served to create even more negative publicity
for his reelection campaign. The end result was that Leavitt lost his reelection, while
ensuring that the Utah County Attorneys Office would be conflicted out from
prosecuting any crimes connected to Sheriff Smith’s investigation. When David Lee
Hamblin was arrested in late 2022 on charges involving two new victims, the Utah
Attorney General’s Office appointed Juab County Attorney Ryan Peters as a special
prosecutor.

David Lee Hamblin is currently awaiting trial on charges related to his abuse
of two other children, one of whom is the daughter of alleged CS member Dave
Sheets, owner of Emergency Essentials, and the other of whom was a therapy
patient of David Lee Hamblin in Spring City before Hamblin was stripped of his
license by DOPL for having sex with his patients.

Analysis of the Allegations

The Hamblin Victims Statements contain voluminous allegations of child


sexual and physical abuse, allegations that defy any effort to quantify the totality of
the abuse. Thousands of instances of child sexual abuse are described over
hundreds of pages of Victims Statements.

For the purposes of this report, the first 30 pages of Rachel Lee Hamblin’s
first victim statement, Victim Statement #1, were sampled and analyzed. The first
instance of abuse occurs on pages 4 and 5 of Rachel’s statement. Rachel describes
how her mother Roselle would frequently delay bringing her daughters to school in
the morning in order to force her children to perform oral sex on her.13 Rachel
Hamblin alleged that the frequency ranged between five to ten times a month
during the school year, with a heightened frequency during the summers when she
and her sisters were out of school.

The sheer scale of the abuse is staggering: assuming a frequency of five times
a month over twelve months, Roselle Hamblin would have committed sodomy on a
child or forcible sodomy 60 times a year during her daughter’s school aged years.
That would place the total number of abuse episodes at 720 separate instances over
a 12 year period. At the upper end of the spectrum, Roselle Hamblin would have
forced her daughter to perform oral sex a total of at least 1200 times over the course

of her school aged years. Over two pages, Rachel Hamblin alleged between 720 and
1200 separate instances of sexual abuse in the mornings before school and during
the summer months.

Over the next 25 pages, Rachel Hamblin described abuse ranging from 1 to 6
times, or almost daily to several times a week during her childhood. The frequency
of the abuse is outlined in the attached chart at the end of this report entitled CS
Crime Frequency. The abuse described encompasses everything from Rape of a
Child to Sodomy, Battery, and Murder. The allegations are so graphic as to reach
gratuitous levels of detail, but they are necessary to communicate the full extent of
the alleged crimes committed by members of the LDS Church of Satan.

They are presented in the chart for the education of elected officials who
may express reservations as to the lack of data around ritual abuse. The circular
logic is obvious: while ritual abuse is a crime in other states such as Louisiana, Texas,
and Montana, it is not a crime in Utah and therefore it would not be subject to
documentation or reporting. Instead, when ritual abuse allegations are prosecuted,
they are prosecuted under existing statutory law and misclassified as rape of a child,
sodomy of a child, object rape of a child, and other crimes that do not have a ritual
component or classification. As such, there is no reason for ritual abuse to be
recorded, which is why there is a such a dearth of data on the frequency or scale of
ritual abuse.

That is why amending the criminal code to include ritual abuse is a critical
first step to understanding the full scale of the problem. With a criminal statute for
ritual abuse, law enforcement will begin prosecuting crimes against children with a
ritual abuse enhancement, which will lead to greater statistical reporting and
documentation of ritual abuse. The data that does exist within the Hamblin sisters
victims’ statements is a stunning indication of just how extensive ritual abuse crimes
against children are: within just the first 30 pages of Rachel Hamblin’s first victims
statement, thousands of instances of sexual abuse, physical abuse, and at least one
murder are described in excruciatingly painful detail.

Without ever reading the additional hundreds of pages written by the


Hamblin sisters detailing their abuse over eight separate victims statements, any
legislator or law enforcement professional would have an immediate grasp of the
scale of the alleged ritual abuse suffered by Rachel Hamblin and her sisters.

Corroborating Factors

At the end of August 2022, I informed the client who hired me that I believed
that the Hamblin allegations were plausible and even believable based on a month
of research. The client was satisfied with that conclusion and did not wish to fund
further research. I was not satisfied with the conclusion and desired to continue the
investigation, and in October 2022 I started a Substack covering the Hamblin case
with the goal of generating leads while also offsetting costs through subscription
revenues.
Over the course of a mere two months, I had uncovered corroborative
evidence that bolstered the Hamblin sisters’ allegations:

 Their uncle Timothy Nathan Tuttle was convicted of molesting his adopted
daughter. Tuttle was named as one of the members of the Church of Satan by
his nieces, as was his wife, David Hamblin’s sister Kristin “Krii” Tuttle.
 I would later uncover David Lee Hamblin’s connection to Sterling Van Wagenen,
the co-founder of the Sundance Film Festival with Robert Redford who was
convicted of sexually abusing a child. Van Wagenen was David Lee Hamblin’s
patient, and an in-law through Hamblin’s wife Roselle, whose uncle was Dean
Van Wagenen.
 Because 20 years of experience researching pedophile rings had led me to data
indicating familial and family specific social connections among perpetrators, I
began doing the genealogies of the named members of the LDS Church of Satan.
This focus was also necessitated by the Hamblin sisters’ claim that the Church of
Satan was a multi-generational group with an obsessive focus on bloodline
purity, whose members believed themselves to be of royal satanic bloodlines.
As such, the CS focuses on marriages within those bloodlines.
 I found that David Lee Hamblin was a distant relative of David Leavitt, the Utah
County Attorney and alleged CS member. Hamblin was also related to Lee
Bennion, the wife of alleged Spring City CS member Joe Bennion. Hamblin is Lee
Bennion’s fourth cousin.
 I found genealogical connections to various political families, such as the Udalls,
Lees, and Bangerters for David Lee Hamblin. This was consistent with the
Hamblin sisters’ claims that the CS, through marriage and membership,
maintains Gatekeeper within the political, legal, medical, and psychiatric
establishments of Utah and other states who can intercede to obstruct efforts to
investigate allegations of abuse by CS members. While this is merely
circumstantial evidence, it was yet another fact that did not undermine the
Hamblin allegations, but instead added plausibility to their claims.
 A geographical analysis of the properties owned by CS members corroborated
the Hamblin sisters claims that the Church of Satan’s members move into
neighborhoods where the group has an existing presence, so that they can be
safe or safer to practice their religion. Within certain neighborhoods and
condominiums in Provo, CS members saturated entire streets. Research into
their neighbors who initially appeared to have no connection to the CS turned
up allegations by children and grandchildren of those neighbors of sexual abuse.
 Through a public archive, I was able to obtain the divorce records of Gordon
Bowen, mcgarrybowen founder and advertising executive, who was accused of
being a CS member and child rapist by the Hamblin sisters. Those records
outline allegations of sexual abuse and impropriety against Bowen by his two
biological children, his stepsons, and his coworkers over twenty years at various
advertising agencies such as Bonneville, Ogilvy-Mather, Young & Rubicam,
etceteras.
 Bowen’s divorce records contain journal entries in which he wrote of his sins
being foreordained by God, so that he could learn the secret codes and
combinations, which is Latter Day Saint speak for satanic or occult knowledge.
 Bowen wrote a story about a young blonde girl standing amidst hundreds of
men feverishly performing penis-pulling exercises, with the girl said to be facing
execution for sexual impropriety.
 Bowen’s coworkers spoke of his belief that evil spirits were destroying his home
and physically assaulting him from the Eighties onward, with Bowen utilizing
that claim to convince male coworkers to spend the night with him in his
residence in order to protect him. During those sleepovers, Bowen allegedly
sexually fondled his coworkers multiple times.
 Bowen’s friend claimed that he told her that his entire family hopped into bed
naked with each other.
 Annie Pratt, the wife of Tom Pratt, spoke of witnessing “a young, sickly boy” in
Bowen’s Salt Lake mansion before a dinner at Bowen’s home. Pratt said the boy
told her and her mother that he was staying with Bowen.
 Bowen’s secretary Michelle Avantario stated that a young teenage boy was
waiting for him in the cafeteria at his advertising agency, and when she asked
him why, the boy replied that Bowen had promised to pay to fix his teeth if he
would stay with Bowen ins his New York residence. Avantario also stated that
she was aware that Bowen was bringing boys to New York from Utah. She
claimed that she was worried the police would find the bodies of boys
underneath Bowen’s home.
 Bowen alleged to his coworkers that his father Wes watched as a family member
sexually abused him in their pool.
 In the process of identifying the Schroeder kids mentioned in the Hamblin
Victims Statements, I came across obituaries for two members of the Schroeder
family. Anja Schroeder committed suicide in 2011. Schroeder attended sweat
lodges conducted by alleged CS member and artist Joe Bennion of Horseshoe
Mountain Pottery, where participants disrobed and consumed peyote during the
ceremonies. She was a teenager at the time. Her brother Gilbert preceded her
in death, and he also committed suicide.14
 Their youngest sibling Tobias is the victim in one of the two current Hamblin
criminal cases. Tobias was molested by the teenage son of a family his father
worked for on a project, and when Gerold Schroeder became aware of the
abuse, he asked for recommendations so that he could retain a psychologist to
help his son. Joe Bennion recommended David Lee Hamblin to Schroeder, and
Hamblin proceeded to abuse Tobias Schroeder in a manner consistent with his
abuse of multiple other patients, two of whom testified against Hamblin at his
custody trial.

Put simply, in a year and seven months of investigative research, I have found
dozens of corroborative pieces of evidence that establish the credibility of Hamblin
sisters and no evidence that debunks their allegations. Over hundreds of pages
worth of victims statements, the Hamblin sisters do not contradict each other even
though they were in separate rooms filling out their statements. It is virtually
impossible to believe that three sisters would concoct a deceitful narrative spanning
hundreds of pages detailing thousands of instances of criminal sexual abuse, physical

abuse, and murder with zero inconsistencies. When taken in context with the
corroborative facts listed in the preceding section, the Hamblin sisters’ story has
added credibility at every turn. Put simply, there are dozens of reasons to believe
the Hamblin sisters’ story and not a single reason to discredit that story, because
there are no inconsistencies in the victims statements, and there are no facts
uncovered in a year and seven months that have called their story into question.
Instead, virtually every new revelation bolsters the Hamblin sisters’ story.

Conclusion

If it were just three sisters telling the story of ritual abuse, one might dismiss
their story as fanciful and unlikely even with the facts presented in the preceding
section. In a year and seven months, I have spoken to 97 additional victims who
have yet to report their abuse to police. Those victims name the same perpetrators
identified by Rachel, Eliza, and Katherine Hamblin, and they name the same locations
in Spring City as the locations of their abuse. They relay the same methodologies of
abuse employed by the Church of Satan.

In addition, I have uncovered additional familial groups who practice ritual


abuse, including several that involve former coworkers and professional associates
of Gordon Bowen at Bonneville Communications and the Church Media Office in the
Eighties. Beyond the Hamblin CS, I have interviewed dozens of additional victims
who name other perpetrators of abuse in California, Arizona, North Carolina,
Missouri, and Idaho.

I have identified a therapist whose former patients tell a strikingly similar


story to that of David Lee Hamblin. This therapist attempted to hypnotize them,
convince them that they were victims of ritual abuse, and persuade them that they
were suffering from Dissociative Identity Disorder. His alleged accomplice in this
endeavor is a sibling of David Leavitt, the alleged CS member within David Lee
Hamblin’s group. This therapist operated his practice out of an office building
owned by the Leavitt Group.

I have spoken to witnesses who have alleged that Roselle Stevenson’s own
relatives have acknowledged the veracity of the allegations made by her daughters,
to the point of claiming that they witnessed the abuse firsthand. Those relatives
have disavowed their family’s activities and no longer associate with the family
members who participated in the CS and who allegedly continue to participate in
ritual abuse and occult activities.

The conclusion I have reached after a year and seven months is completely at
odds with my initial impression upon reading the Hamblin Victims Statements, which
I found to be so extreme as to be impossible and even absurd. I now believe that
the Hamblin sisters are telling the truth, and I find it impossible to believe that they
could have been hypnotized into false memories which they regurgitated seamlessly
over hundreds of pages of victims statements and hours of interviews with local and
federal law enforcement, without ever contradicting each other or providing a single
misstep that could be exposed by the available facts. The Hamblin girls are either
telling the truth or they are the most gifted liars I have ever encountered in 23 years
of investigative research.

The importance of your decision on the legislation sponsored by Rep. Ken


Ivory cannot be overstated. There are hundreds of victims and witnesses watching
the Legislature’s actions on this bill, and your decision will ultimately influence their
decision to go public with thousands of ritual abuse allegations, which will expose
the identities of perpetrators living and dead. Many of these victims and witnesses
have attempted to report what they know to law enforcement to no avail, and they
have lost confidence in our system of laws as a result. With your support of Rep.
Ivory’s reforms, you can give a substantial number of individuals faith that our
democracy actually works to effect necessary change. You can give victims and
witnesses the confidence to speak by simply believing them enough to add a ritual
abuse enhancement to existing child sexual abuse crimes as a first step in exposing
and rooting out ritual abuse.

You can also decide to give ritual abusers yet another victory by denying the
existence and prevalence of ritual abuse by rejecting Rep. Ivory’s proposed
legislation. Those perpetrators have enjoyed an uninterrupted string of success
over decades, with the media and legislator dismissing the allegations of ritual abuse
as part of a “Satanic Panic” and a public hysteria. If it is the case that ritual abuse is
nothing more than a figment of the public’s imagination, adding an enhancement to
the law with respect to ritual abuse will produce absolutely nothing in the way of
criminal convictions for ritual abuse, because there will not be sufficient proof.
There will be zero harm in adding the enhancement to anyone who is innocent, but
if ritual abuse is real, you will have effectively given thousands of victims the
confidence to report their abuse and start the process of holding their abusers
accountable.

I have attached the Hamblin Victims Statements and the Index to those
statements that I created when I began researching the allegations. In addition, I
have attached the spreadsheet I created covering the first 30 pages of Rachel
Hamblin’s Victim Statement #1. This is the data around the most publicly available
information on the topic of ritual abuse. It demonstrates the scale and severity of
the problem in plain English, with an excruciatingly graphic level of detail.

For far too long, we have looked away from this topic in order to comfort
ourselves with the notion that the allegations are too extreme and too graphic to be
plausible. We haven’t even considered the possibility that such allegations could be
real because of what it means for our communities, our society, and our church, as
well as our own failure to see the signs of abuse in our neighborhoods and wards. In
doing so, we have absolved ourselves of any responsibility for the oversight, or for
the willful refusal to even consider the allegations, so that we could cling to the
illusion that ritual abuse, even if it does exist, is only an isolated and rare
phenomenon. It is not rare or isolated, and the reason is because we have
collectively decided to deny or to minimize its existence.
The first step to solving any problem is acknowledging that it exists. Ritual
abuse is real and horrifying, and it merits especial treatment in the form of a criminal
enhancement of the kind proposed by Rep. Ken Ivory’s legislation. I am urging you
to support Rep. Ivory’s bill and pass it into law.

DLH out for his improprieties.

taken to Vantage Point due to her hostile and explosive temper. Dated 6282002 at 0030 hrs.

200207980 Report of Rose Hamblin of her daughter stealing a 1994 GMC Suburban and running away.
Hamblin did not wish to press charges, officer told her to contact police immediately if daughter
becomes ungovernable. dated 8242002 at 1730 hrs.

200303917 Report of Rose Hamblin about her daughter trying to use BMW without permission, Rose
stood behind car in driveway and blocked her but daughter kept backing out. Grandfather Richard
Anderson pulled his Taurus in behind the BMW to block granddaughter in, Rose and daughter got into
a grappling match over the keys.
2011001257 Report of Rose Stevenson (fka Rose Hamblin) about $270,000 in past due alimony and
child support. $1500 a month in child support and $3000 a month in alimony. DLH only paid around
$6k in support for two months after the divorce.

2012000485 DLH confesses to raping his daughter and apologizes for it in a recorded phone call on
page 22/24. He tries to say that someone in his body did it, but he didn’t, but he never once denies
any of the allegations on the call. The recorded call was forwarded to the Utah County Attorney’s
office, which begs the question: why dismiss the charges when you have a recorded confession to
at least one fo the victims’ allegations? This occurs in 2012000485.5 dated 12/17/2012. The call
lasted 41 minutes.

2003919 Roselle Hamblin and her daughter report DLH for sexual abuse to the Provo police, detailing
abuse that occurred in New York. As the Provo police have no jurisdiction over abuse in New York,
there is nothing they can do. RH indicates that there were prior reports with DCFS involvement.
dated 423200 at 1557 hrs.

2003958 42400 at 0000 hrs, Don Grothe of the Provo PD speaks to Rose Hamblin and her daughter
about abuse allegations against DLH. Earlier allegations were made in 1999 and were said to be
unfounded by a Detective Bud Walker. Hugh Allred is mentioned as the daughter’s current
psychologist, and he has helped her to remember more of the abuse. She claims to be having
flashbacks to various episodes of abuse, and she is concerned that her younger sisters are being
abused by DLH.

2006175 Rape of a child, forcible sodomy, forcible sexual abuse of a child. On 6/02/2000, RH makes a
report of abuse against DLH, and this report details Hamblin’s use of a satanic oath during the abuse.
It also references CJ/Angela Fenton as DLH’s patient. This is in V2’s statement. V2 also says that in
some of the sessions, CJ’s bishop and stake president were present, but nothing sexual happened in
sessions where the bishop and stake president were present. The bishop videotaped the sessions.
The bishop is likely Conrad “Con” Gottfredson.

References decision not to prosecute by Deputy Attorney John Allan, due to the inconsistency of the
victims’ statements.

9906053- dated 06101999, forcible sexual abuse of a child, child abuse, references slick sheet from
DCFS regarding abuse allegations. CPS worker Debby Young interviewed V2, and V1 and V2 refused
to offer details about sexual abuse. V2 said that “People who talk about bad things are bad,” and
therefore she would not talk about bad things that had happened to her in the context of abuse. RH
disclosed instances of domestic violence, alleged DLH was giving their daughters peyote.

9906344-Hallucinogen. RH reported DLH for possessing peyote, Two of the Hamblin daughters
entered his residence through a window while he was with the other two daughters at Sunday school.
The police were called, including a Wildlife Officer Dave Hintze, who retrieved eagle feathers as well.
The police state that DLH admitted the peyote was his, and that he used it in his capacity as a
medicine man. Possession of peyote was a third degree felony.

DLH said he had never used peyote and never planned to use peyote.

9911148 10121999 1741 hrs, domestic violence, domestic violence in presence of minors, criminal
trespass. RH reported DLH for showing up and seeking visitation even though it was suspended until
the next hearing with the judge in their case. DLH said he requested visitation that day consistent
with the custody order, was not threatening or violent. Officers did not file charges or arrest DLH. No
mention of abuse against the children.
