NO. 4 Contract No.: 23059088-SKA-EN-MET-00007 23059088 1.0 INTRODUCTION: Naturally Occurring Radioactive Materials (NORM) are present at various concentrations in the Earth’s crust and NORM can be concentrated and enhanced due to the processes involved with the recovery of oil and gas. The uncontrolled processes and activities associated with the elevated levels of NORM that can contaminate the environment as well as pose a health risk to the workforce. The purpose of this Managing Naturally Occurring Radioactive Materials (NORM) Procedure is to establish procedures for the protection of employees potentially exposed to NORM that may be present in oil & gas operations and which may create potential health effects to the workforce in field. Sludge, scale inside tubing and scraps, wellhead, X-mas tree, flow lines, pipes, tanks, vessels, valves, submersible pumps and other production/drilling/well surveillance related surface/down-hole equipment. Operations like drilling and work over operations, well surveillance activities, and production & export operations and others may also have chances for the workers to get exposed to NORM which may create potential health effects to the workforce. Implementation of, this procedure will prevent all employees from the occupational illnesses due to the potential exposure to NORM. 2.0 SCOPE OF WORK: In this section, the general scope of work will be discussed regarding the complete NORM baseline surveying, containerizing and transportation to the disposal/storage site 2.1 NORM Surveys: Any production, process equipment or waste that has been in contact with reservoir fuids/Soil must be assumed to be contaminated until measurements prove otherwise ‘The absence of gamma radiation externally of equipment does not mean that items are not contaminated internally. Checks shall be carried out prior to any work internally of equipment. This is the main purpose of NORM surveys done as part of the enabling works within the oil & gas sector. ‘The NORM survey will identify the potential risk NORM areas. Based on the survey of redundant pipelines, miscellaneous unused pipe and equipment, material will be handled and temporarily stored in accordance with KOC.HE.024. Any material with NORM contamination will be collected and temporarily stored in designated areas and later transported by the Contractor to Company’s NORM handling area as directed by the Company. NORM identification will be done through non-intrusive radiological surveys done using NORM Monitor Kits which have two probes: GM Probe and Scintillation Probe. Section 7 of this document — Method of Execution, shall cover all NORM testing methods and procedures of NORM identification, containerization, and safe transport of NORM. 23059088-SKA-EN-MET-00007 Rev. (Reference: Cl, 8.7 of Technical Specification Portion | ~ General). This method shall be discussed in detail in section 9, "Method of Execution", 2.2 NORM Containment: After discovering areas at which NORM is existent, the next step to be carried out is to seal the contaminated soil within drums, which are special containers with sufficient volumes for NORM. The containerizing process should be in compliance with the international regulations IAEA for safe transport of radioactive materials. 2.3 Contaminated Soil (with NORM) Transportation: After the containment process is finished, the following procedure is to transport the contaminated soil with NORM to the agreed disposing/storing area. This area is to be chosen by the main contractor or the client company. MI .00007 Rev. The tasks mentioned in this method statement will be subject to toolbox talks by contractor in-situ before work commences on a daily basis. All personnel shall ‘undergo applicable safety training and shall wear appropriate PPE (Safety Helmets, Gloves as required, Stee! Toed Safety Boots, Safety goggles, Coveralls etc.) All involved personnel in the NORM works shall attend HSE training in compliance with KOC.GE.028 - HSE Training, Awareness and Continued Learning Process, Appendix 2 HSE Training. All work is subject to KOC Work permit to work procedure. All work permits will require a job safety analysis (JSA) to be developed to identify the hazards associated with the task and specify required control measures to reduce the risks to people, property and environment. When the dose rate exceeds 0.5 jtSv/hr the dose of individuals involved in operations shall be recorded on the NORM Survey form, Appendix A. If workers are likely to receive more than 8,Sv/day, then records of such exposure shall be kept and maintained. (Reference: Cl: 8.7 of Technical Specification Portion 1). Safety and warning signs as well as barricading tools are to be used to prevent unauthorized entry. ‘NORM works are part of the enabling works that shall be commenced after or in parallel with UXO and topographic survey works. 9.1.1 Preparations & Daily checks on Instrumentation & PPE: Before using the meters, checks must be carried out on all radiation detection instruments to ensure that they are functioning correctly. A\ll locations shall be identified on a 25x25 m square gridded GIS map. This shall be used for flat land surveys specifically, piles and redundant pipes. 9.1.3. Pre-Survey Works: Once the team reach the site located in the previous step, the RSW is to firstly identify the area (for flat land) by using a Ineasurement roll (25x25 m square), then fix cones at cach comer forming a squared area to match the grid area on the GIS map used. After that, one RSW shall use the instrument to take measurements while the other supervise the work and record the readings on Appendix B - NORM Register, attached in this document. The recorder shall also take the grid number and record the status of the subject grid before commencing the survey work. Shall the surveyed object be an oil contaminated pile or a redundant pipeline , the object shall be mentioned in the survey form and registered in the database using the GIS map to identify the location at which the object is located. This process requires identification of the pipeline/pile rather than defining the area using a measurement roll. Warning signs shall be used to alert non- radiation workers about the existence of potentially NORM contaminated area. 9.1.4 Carrying out an Alpha/Beta contamination survey (Open surfaces) © Contamination surveys are carried out to indicate whether any radiological precautions such as use of special PPE or containment should be enforced upon all personnel. * PPE must be worn to carry out contamination surveys, this must include, coveralls FFP3 ‘mask, safety glasses and gloves to avoid any transfer of contamination to the skin, eyes, mouth and nasal passage. * The probe is held with the window as close as possible to the surface being surveyed jut touching it. The protective cap must be removed when using an alpha/beta probe such as the G.M probe. An extension can used to extend the probe, in addition to making the survey process easier (using the extension) it also helps cover more area in shorter times + The probe is slowly passed over the area noting any response from the rate meter. If readings higher than the background is detected, the contamination is considered loose, otherwise the contamination is fixed on the subjected surface. The container shall be sealed after filling. All openings and flanges shall be sealed. The container shall be chemically and physically compatible with the material it contains. It shall be generally robust to withstand the weight of the contents and the effects of transport or storage, such as heat, pressure, acceleration, vibration, handling, etc., without any deterioration in its effectiveness as a containment system over its intended use. Tubulars which are externally NORM contaminated must be individually wrapped with 0.2 mm plastic to prevent scale from becoming airborne. A radiation hazard trefoil or NORM Contaminated warning label shall be attached to opposite sides of the package with the words External Contamination clearly written. He shall always maintain the designated road speeds 9.5.4 Emergency Action Measures Emergency situations are most likely to occur during the transportation process. In section, radiation emergency situations that are probable to happen during transportation shall be addressed. In case of any emergency situation involving a radioactive material, the following must be applied: * The driver must stop the vehicle in a suitable position, switch off the engine of the transportation vehicle, move away from the load and keep other people including the public away from the vehicle. © Incase of radioactive containing package exposure, the RSW shall make sure the exposed package is in an upwind position to avoid possible exposure of windblown radiouctive in case of fire breakout. * View condition of the load from a distance of 10 meters if possible and look for signs of damage or leakage Contact RSO or RSC as well as RPD ~ MOH and provide them with the following: ‘* Location of the accident. ‘© Type of accident and damage caused, ‘© Details and measurements on radioactive load. ‘© Name of sender and recipient. ‘© The RSW is required then to maintain the situation until the emergency unit arrives. ‘Assess extent of damage to radioactive load and take measurements to determine if contamination has been spilled or released. ‘+ Retrieve radioactive packages and contain contamination (by the use of plastic wrapping, drums, et.) as appropriate. The following procedures are in compliance with KOC.HE.024 ~ Appendix S ~ Guideline for NORM Decontamination. 9.6.1 Equipment Decontamination: ‘Transporting contaminated equipment to be stored until the decontamination proces an accredited Decontamination Facility for remedial activities is one of the options for decontamination if contaminated equipment cannot be decontaminated onsite. In normal scenarios, equipment are to be cleaned/decontaminated onsite.
