Some of the laws which promote good health and well-being in the Philippines are:

1. RA 11223 – Universal Healthcare Act of 2019 – a law that contains healthcare system reforms
and mandates the expansion of financial protection and access to healthcare to all Filipinos.
2. RA 7875 – National Health Insurance Act (as amended by RA 9241 and RA 10606). This law
aims to provide health insurance coverage and ensure affordable, acceptable, available, and
accessible health care services for all citizens
3. RA 6111 – Philippine Medical Care Act
4. RA 6675 - Generics Act. This was created to ensure the quality, adequacy, and distribution of
medical drugs.
There are also many programs implemented to support the SDG 3. Some examples are:

 Smoking Cessation Program


 Safe otherhood and newborn screening programs
 National family Planning program
 HIV, AIDS, and STI Prevention and Control Program
 National Tuberculosis Control Program
 Malaria Control and Elimination Program
 Philippines Cancer Control Program
 Immunization Program
However, according to UNDP, 2022 Development Finance Assessment estimated the country will
need at least Php. 600 billion in the next seven (7) years for ongoing health-aligned programs.
The government works hand in hand with the Department of Health to ensure the good health and
wellbeing of all Filipino citizens. To help achieve the SDG 3, DOH are implementing programs such as:

 Nurses Deployment Program
 Rural health Midwife Placement program
 Women, Men, and Children’s Health Development Programs
 Emerging and Re-emerging Infectious Disease, Integrated Helminth Control, Food and
Waterborne Diseases Prevention and Control, and National Dengue Prevention and Control
Programs
 Schistosomiasis Control, Leprosy Control, and Filariasis Elimination Programs
 Rabies Control Program
 Lifestyle Related Diseases Prevention and Control, and Essential NCDs Programs.
The United Nations is currently supporting 20 out of 109 activities for SDG 3 in the Philippines. Some of
these are as follows:

 Promoting eco-friendly crop protection solutions for persistent organic pollutant and highly
hazardous pesticide reduction in Asia
 WASH ENABLING ENVIRONMENT
 Strengthening Global Veterinary Epidemiology Capabilities and Rapid Regional Disease
Surveillance
 Strengthen Capacity to Control African Swine Fever and other high impact TADs in Asia
 Sexual and Reproductive Health Policies

PROGRESS
“At its current pace, achieving the Sustainable Development Goals, including Goal No. 3 on Good Health
and Well-being, will take immense effort and resources. According to Philippine Statistics Authority data,
only one target for SDG 3—Universal Health Coverage—is on track.” This is an excerpt from an article
published by United Nations Philippines.
Through the joint efforts of the government and non-government organizations, and with the support of
United Nations and its subsidiaries, the Philippines is slowly seeing a positive change in the situation of
healthcare delivery and improvements in the health and wellbeing of Filipinos. As data show, mortality
and morbidity rates are reduced for the past few years.
