Dear Sir,

My submission is with due respect and all humility, with no intention to cause
hurt and injury to any individual and /or institution, but only in the interest of
public at large. In the event, if my submissions are incorrect, I shall be obliged
if your office can educate me by furnishing relevant documents in support.

Without prejudice to my rights and contentions and in furtherance to my


letters and reminders dt. __(mention all dates of letters and reminders)_ I
submit as under.

1. This is to bring to your notice that despite my several complaints and


reminders to you on the above subject, no action has been taken on it by
your department. Such inaction on the part of the concerned officers
discloses that they are willfully disobeying the direction of law with
dishonest intentions and ulterior motives to shield and save the accused
from prosecution and punishment.

2. From the file notings and documents collected from your office it also
appears that the officers have also framed incorrect facts and thereby
framed incorrect records and writing with dishonest intentions and
ulterior motives to shield and save the accused from prosecution and
punishment.

3. The act of the above officers not to act upon bad roads/ pot holes/
encroachment on roads and footpath amounts to

a. Disobedience of direction of law which is likely to cause injury to


public at large
b. Disobedience of direction of law with dishonest intention to shield
and save the contractor/ concerned engineer and staff who have
failed to discharge their official duty.
c. Playing mischief with roads/ bridges / footpath thereby making
the roads/ bridge / footpath impassable and less safe.

4. I once again call upon you to act in accordance with law against the
concerned persons who have carried out aforesaid illegal act / work,
which is against the interest of public at large. If your office has any
queries I shall be obliged to assist your office against the offenders who
have carrying out illegal / unauthorized act.

5. In the event, if your office and the concerned officers fail to act in
accordance with law, in my complaint I shall be constrained to initiate
proceedings u/s 166, 217, 431 IPC, which please note.

6. I further request your office to intimate me of the action taken on my


complaint.
