Subject: Implementation of Karmayogi Platform (iGOT) in FCI.

Aneed has been felt for training of government employees and digitize
training content and courses. Therefore, Integrated Government Online
Training platform (iGOT). Phygital (Physical + digital) ecosystem is being
encouraged to enable a blended mode of training delivery.

2. Karmayogi Bharat is the government platform to enable the digitalization


of the courses at IFS and usher in the transformation to a Phygital world. FCI
has already commenced with onboarding of all the officers/ officials to
Karmayogi and has also uploaded course contents.
3. A Committee was constituted for Implementation of Karmayogi Platform
(iGOT) in FCI. The recommendation of the Committee has been approved by
the Competent Authority.
4. All the employees of the Corporation shall undertake the courses under
Karmayogi Platform. The detail quidelines are as under:

4.1/dentification of relevant courses


Institute of Food Security (|FS) is taking efforts in the refresher training
programmes to sensitize the trainees about Karmayogi Platform and every
batch is being given dedicated training on completing as many courses as
possible in Karmayogi Module. However, it needs to be done in a mnore
specific and comprehensive manner covering the requirements of the
organization tO optimize the benefits.
Accordingly, keeping in mind the organizational requirements of FCI.
following courses/ areas are recommended for employees of the
Corporation to enable capacity building.
A. Domain/ operations related

a. FCI Staff Regulations 1971


b. General Personnel Establishment Policies
C. Reservation policies
d. General understanding of core operations viz. Procurement,
Storage, Quality Control, Movement, Sales & distribution, Contract
Management, Engineering & IT Initiatives
e. Specific areas of core operations Viz. PrOcurement, Storage, SILO.

Management Engineering and IT initiatives for specialized training


on identified areas.
f. OLIC rules and Rajbhasha
g. Preventive and Corrective Vigilance
h. Disciplinary proceedings

k. General Accounting and financial practices

B. Functional related

a. MS office
b. Noting and drafting
c. Public Procurement like GeM, e-procurement etc
d. Office Procedure
e. RTI, Public Grievances

g. HRMS
h. Integrated Supply Chain Management System (Online inventory
Management)

C. Behavioral/ Interpersonal Aspects

a. Motivation and leadership


b. Stress management including YOGA etc

e. Gender Sensitivity

The above recommended topics are indicating larger sphere to cover the
courses. Specific courses under each of these topics may be decided by
Institute of Food Security in consultation with the concerned divisions of
FCI, Headquarters.

4.2Mechanism/plan to encourage adoption of courses by FCI staff


and officers

a. Minimum number of courses per year

Every employee at Category I level shall complete minimum of 5 (five)


courses in a financial year. Similarly, an employee at Category II & III
level shall complete minimum of 10 (Ten) courses in a financial year.
On completion of the courses, certificate generated from iGOT shall be
added to the service records of the employee in HRMS.

b. Periodicity to attend courses

To ensure continuous knowledge transfer, category I employee shall


attend minimum 1 (one) course every quarter and minimum 2 (two)
courses in case of Category II & III employees.

c. Advantage in APAR

Details of minimum number of courses required to be attended by the


employee during the year and number of courses actually completed
shall be reflected in the home page of APAR in HRMS. In case an
employee completes minimum required number of courses in a
financial year, 0.5 (Zero point 5) grading points will be automatically
added to the grading achieved by the employee after reporting/
reviewing, subject to the overall APAR grading ceiling in HRMS.

d. Weightage for courses

Institute of Food security in consultation with concerned operating and


administrative division shall decide weightage for each course in the
concerned domain as “basic and advanced”. Among the mandatory
number of courses to be completed per quarter, at least one (1) should
be from courses having weightage as “advanced”.

e. Modality for persuasion of courses

All employees shall be provided a user interface in their respective


HRMS ID to access IGOT. On completion of the course in IGOT, the
grading / certificate generated shall be attached to the service record
of the individual employee for record.

f. Monetary rewards for persuasion of additional courses

An employee shall be required to complete minimum number of


courses every year as prescribed from time to time. However, in case
of persuasion and completion of additional courses by the employees,
they will be incentivized with monetary benefits as follows;

i) Minimum number of courses – NIL


ii) Additional Courses per year – Rs. 1000/- per course
subject to maximum five courses in a year as a
one-time monetary incentive.

Monetary incentive as mentioned above shall be admissible only for


completion of courses identified as “advanced”.
4.3 Creation of contents
a. Primarily, Institute of Food Security (IFS) shall be responsible for all
co-ordination & implementation in this regard. IFS in consultation with
concerned operating division in Headquarters shall finalize and upload
content on various subjects. However, every employee is free to become a
content creator on the identified subjects. Such created contents, if any of
requisite quality, received from the employee will be verified and curated
by IFS and the operating divisions and may choose to include in the list of
courses. Necessary provision shall be created for submission of such
content by the employees through the interface provided in HRMS.

b. IFS shall ensure updation/ addition in the content of the courses


uploaded in IGOT on a periodical basis. While uploading of new courses
shall be a continuous process, all courses already uploaded shall be
reviewed for updation every year in –coordination with concerned
divisions of FCI, Hqrs.

c. Other than the prescribed subjects/ topics, contents on “best


practices” being followed or exceptional work done by an office/ individual
employee may be prepared and include in the list of courses.

d. Quality standards/ standardization for the content to be uploaded


viz. Duration of the content, style of presentation, audio/visual quality
etc. shall be decided by IFS.
