AFFIDAVIT OF EXPLANATION

I, REXIE R CALINGO, of legal age, Filipino, married, a Security Guard 1 of

Manila City Hall (City Security Force) and a resident of 1021 Malamig St., Sampaloc
Manila do hereby depose and state that:

1. That on July 12, 2023, I was on duty at Manila City Hall;

2. That at about 11:00 in the morning of the same date, I saw PSSg Capuz and
upon taking the chance I immediately approached to inform him of a piece of
information about a drug personality linked to a previous entrapment (buy-bust)
operation conducted by Police Station 5;

3. Unfortunately, my insensitive action caused PSSg Capuz to lose sight of the

arrested person for a brief moment which created an opportunity for the PUPC to end
his life.

4. Prior to the incident, I observed that PSSg Capuz was closely monitoring the
PUPC but my action made him temporarily veer away his sight of the PUPC due to my
sudden approach without considering the circumstances present at the time when he
was in custody of the said person.

5. That I believe that my action played a vital factor in relation to the result of the
incident which led to the death of the PUPC.
