DOCUMENT NO: KE3-RPT-PRO-0908-8005 REV.:0 | PAGE30F 37 1.0 INTRODUCTION Petro-Energy E&P Co., Ltd, hereinafter referred to as Petro-Energy, is currently operating oll production facilities in the Fula and Moga Fields, in the Muglad Basin located in South West of Sudan (approximately 760 km from Khartoum at 550M above MSL). During past five years, Petro-Energy carried out Fula surface facilities Phase-| and Phase-II project to build Fula FSF, Moga FSF, Fula CPF, Moga FPF, Gas Fired Power Plant and pipeline from Baleela to Khartoum refinery. Now total production has reached 40,000 BOPD. The new discovery reinforced the base of both sustaining current production of 40,000 BOPD and increasing production up to 60,000 BOPD. Another great achievement in 2008 is light crude found in Bentiu zone and Darfur group. The prospects in west and east of Fula depression will be explored and appraised within 2 years and will provide more reserve for the production target 60, 000BOPD. ‘A new project “Phase Ill Upstream Surface Facility Project’ for Block 6 was initiated by Petro-Energy to develop three new oilfields, Keyi, Jake and FNE, and to identify the bottlenecks and carry out the modifications in Fula CPF. This will enable the Fula CPF to process crude oil from the new identified wells in Fula, Moga, Keyi and Jake fields to achieve the production rate of 60,000 BOPD. Keyi Field is a part of the Phase Ill Upstream Surface Facilities Project within Block 6. Keyi Oilfield is located approximately 25km west of the existing Fula Oilfield, and with approximate elevation of 520 m above MSL. 42 oil production wells will be developed by gas lift in Keyi field. The oil from various wells will be transported to FPF Production Header through individual flow-lines as well as trunk lines. According to Petro-Eneray overall development schedule, 42 new wells (29 light crude wells, 4 Water Injection wells) and 9 Grilled wells will be constructed at Keyi Field to contribute the production of 7,500 BOPD. For the purpose of deciding the flare configuration including radiation intensity levels, dispersion levels, diameter and height and sterile area around the flare stack a preliminary study is required to establish all these parameters for the Keyi FPF Project. This report explains the design basis, design loads, radiation and dispersion criteria and established sizing results for flare stack and sterile area. DBM requirement to size the flare system to a maximum flare gas of 1,450,000 Sm°/d, After determining the governing load flare system sizing calculations have been carried out for maximum flare gas of 1,450,000 Sm'/d (51 MMSCFD) based on DBM. Though, the gas below LFL value is not expected to catch fire even if the gas cloud finds a source of ignition. 4.0 CALCULATION CRITERIA For radiation modeling, calculations have been developed based on the guidelines provided byAPI 521. For dispersion modeling, calculations have been developed based on API publication 931 “Manual on disposal of refinery waste", For Vent line pressure drop and sizing calculations "Hysys" pipe segment module is used, 5.0 SUMMARY OF THE RESULTS. 54 Flare Stack Sizing Radiation Calculations Calculated stack height is for the following radiation intensities against mentioned distance is 30 m. Detailed calculations and results are attached in Appendix - |. Dispersion Modeling Calculations In case of flame out conditions, the dispersion of un-bumt gas released from the flare has been assessed for emergency flow to ascertain if flammable gases concentration can reach any potential ignition source in the vicinity of the flare. The LFL of the un-burnt gases is 4.7%, while 50% of the LFL value is 2.35%. Calculation results indicate that dispersed gases released from the flare in case of flame out are expected to disperse to safe flammable concentration (0.0879 ppm and 0.0008 ppm for stability class D and F respectively) in short wind distance of 109 meters. LFL calculations for flare gas are attached in Appendix — Il. Following is the summary of maximum GL Cleves and LFL for flare gas in the scenario of Flame out conditions. Flare Gas LFL: 2.35% Max, GLC at stability class D 2 m/sec: 19.75 ppm Max. GLC at stability class D Sm/sec: 11.22 ppm. Max. GLC at stability class F 2 m/sec: 17.57 ppm. Max. GLC at stability class F Sm/sec: 10.5 ppm Above results make sense, as the flare gas is lighter than air, so it will be dispersed in the atmosphere without reaching the ground level. Vent Stack Sizing for Pit (M-6501) From Crude Oil storage tanks, there is a continuous flow of vapors toward the Vent Pit (M- 6501) and stack. The LFL of the vent gases is caloulated to be 4.2%, while 50% of LFL value is 2.1%. Calculation results indicates that dispersed gases released from the Vent stack are expected to disperse to safe flammable concentration (393 ppm and 343 ppm for stability class D and F respectively) in short wind distance of 15 m. Calculations for flammable limit for vent gas is attached in Appendix ~ Il, and curves for | wind velocity and Ground level concentration (GLC) are attached in Appendix — IV. Following is the summary of maximum GL Cleves and LFL for flare gas in the scenario of Flame out conditions, Flare Gas LFL: 2.1% Max. GLC at stability class D 2 m/sec: 216 ppm Max. GLC at stability class D Sm/sec: 122 ppm Max. GLC at stability class F 2m/sec: 182 ppm Max. GLC at stability class F 5m/sec; 115 ppm Vent Stack line Sizing and Pressure drop From Crude Oil storage tanks, there is a continuous flow of vapors toward the Vent Pit (M- 6501) and stack. To determine the optimum line size Hysys “Pipe segment" Module is used. Following are the pipe lengths used” 3" line length from Storage tank to 6" Header: 18 m 6" header to Vent Pit: 175m 4" diameter Vent Stack: 5 mhigh Total pressure drop in above segments is 8.381 kPa, while available pressure at the storage tanks is 20 kPag, Therefore, 6" header along with 4” vent stack will be adequate for this service.
