BSA2-1 REFLECTION PAPER:3 Functions of Governance
When I was born in this world, I was raised in a country that there’s a government that
helping the people also managing them to have a better and peaceful place to live in. I guess that
all countries where people who have position in the government have systems and different ways
to govern their own land. As a citizen and as a student I want a good governance that will lift up
the people and my country, the Philippines.
To go further, I have learned the three functions of governance, these are the political,
economic and administrative. Political functions referring to the government and public affairs of
the country. The making of officials in government is one the vital and main function of this
system. By having the officials that are willing to serve the people, there’s a big difference we
can make to improve the country. As of now, if we are going to talk about the current situation of
the Philippines led by the President Ferdinand Marcos Jr. according to Phil Star, has signed six
pieces of legislation after one year into his term as the 17th president of the Philippines. One of
those is Sim Registration Act sponsored by Senator Grace Poe that protect and secure the safety
of using mobile. This act help the citizens to avoid scammers and especially protecting the
privacy rights of everyone. As a user of mobile phone , experienced those flooded messages of
unknown numbers that saying I won raffles and etc. I am thankful that this Act help citizen like
me to protect my privacy. This also explained the political authority and management of those
officials in the government which serving the people of the country.
If we are going to talk about economic, it is about the growth and status of the economy
that should be govern properly to prosper the country. First and foremost, the economy oversees
the organization of goods and services in terms of their production, distribution, and
consumption. In line with these core functions, the economy also creates jobs for people to do.
One of the main problem why the there’s a problem to boost the economy is the corruption.
According to the International Monetary Fund Economic Issues no.6,in the presence of
corruption, businessmen are often made aware that an up-front bribe is required before an
enterprise can be started and that afterwards corrupt officials may lay claim to part of the
proceeds from the investment. Businessmen therefore interpret corruption as a species of tax--
though of a particularly pernicious nature, given the need for secrecy and the uncertainty that the
bribe-taker will fulfill his part of the bargain--that diminishes their incentive to invest. Empirical
evidence suggests that corruption lowers investment and retards economic growth to a significant
extent. Also, Within the country there is high inflation remains a risk to the economic outlook
due to several factors including natural disasters affecting food supply, the threat of El Niño that
could further constrain food production, logistics and supply chain challenges, and pressure from
domestic demand. In order to address this issues, government must do something that will reduce
the effects to the economy of the Philippines. One of the solution they made, is by providing
jobs for the citizens, paying attention to the needs of agriculture and importing products that will
sustain the scarcity of the products. According to the report of Bangko Sentral ng Pilipinas GDP
expanded by 5.9% in Q3 2023 with major economic sectors, agriculture, industry, and services
growing at 0.9%, 5.5%, and 6.8%, respectively. Household expenditure, government spending,
and net exports grew by 5.0%, 6.7%, and 12.9%, respectively, driving the growth on the demand
side. As we can see to the report, there’s a progress on our economy which government and
people contribute for the growth. Philippine economy continues to grow despite several major
headwinds that we have experienced and continue to experience.

As for the administrative, these are different agencies of the government within the
country. Examples of these are the Department of Agrarian Reform, Department of Justice and
others. Administrative agencies have executive, quasi-legislative, and quasi-judicial functions.
They can enforce laws and regulations, create new regulations through the rulemaking process,
and conduct adjudicatory proceedings involving violations of laws or regulations. As for the
current situation of the Department of Agrarian Reform in the present governance, the President
signed the new law, or the Republic Act No. 11953, will benefit 610,054 agrarian reform
beneficiaries (ARBs) as it writes off P57,557 billion of their loans. Under the new law, the
Department of Agrarian Reform should dismissed the all action pending in the courts relating to
the unpaid principal and interest over agricultural lands covered by Agrarian laws which DAR
assume that the government will pay for those lands and compensations. These farmers were
tilling a total of 1,173,101.57 hectares of agrarian reform lands. Agrarian Reform Secretary
Conrado Estrella III said the New Agrarian Emancipation Act is a huge step in achieving the
Marcos administration's goal of food security for the country. In order to improve the quality of
life for landowners and farmers, DAR is the primary government organization that advocates and
carries out comprehensive and authentic agrarian reform. This reform actualizes equitable land
distribution, ownership, agricultural productivity, and tenancy security for, of, and with the
landowners. According to the report as of now of end-June 2023,the total national debt of the
Philippines amounts to ₱14.15 trillion ($254.99 billion). One of the consequences of writing off
the loans, the Philippines debt also increasing. As a citizen I am bothered by the continuous
increase of the debt, yes it is for the project of the government for the Filipinos but not all the
Filipinos are taking benefits from it. Those officials must place themselves to those citizen that
are suffering for the development they want.

Development norms are established by good governance. It maintains the rule of law in
political, administrative, and economic institutions and processes while encouraging
involvement, ensuring openness, demanding responsibility, and promoting efficiency.
Community fairness is guaranteed by good government. All people are equally able to preserve
and enhance their well-being. Decisions that satisfy every requirement of the community must be
made by every decision-making process and its institutions. Additionally, the government needs
to make the best use of community resources. Having a good governance leads to improved
economic benefits in a globalized world and it accelerates economic transitions. Direction,
control, and accountability are all included in the procedures that make up governance. It covers
the exercise of leadership, accountability, direction, and control within an organization.
Governance plays a crucial role in a country since it can lead to greatness when sound
governance practices and concepts are implemented throughout. For us to achieve that good
governance, citizens must know our duty and do our duty wisely and responsibly. By this, we
can contribute for the better. If the citizens neglect their Duty and place unprincipled men in
office, the government will soon be corrupted; laws will be made, not for the public good so
much as for selfish or local purposes; corrupt or incompetent men will be appointed to execute
the Laws; the public revenues will be squandered on unworthy men; and the rights of the citizen
will be violated or disregarded quoted by Noah Webster. And To be a good citizen and have a
good contribution, learning about the politics and governance is one of the way to understand
and have enlightenment about the controversies and issues that people should understand to
select people that have a good foundation, potential and eagerness to govern with good intention.
To have a good governance, be wise and choose for the better.
