Administrative rules with penal sanctions

REQUISITES:

1. All 4 requisites for valid admin. rules/regulations

including PUIBLICATION

2. Law must itself declare as punishable the violation of

admin. rule/regulation; and

3. Law should define or fix penalty for violation of

admin. rule/regulation

Kinds of Administrative Rules or Regulations

1. Supplementary/ Detailed Legislation- fixes the

details necessary for the execution and enforcement of a
policy set out in the law

2. Interpretative Legislation- interprets, clarify or

explain existing regulations
