PNP MEMO CIRCULAR

SUBJECT: SUPPLEMENTAL PROCEDURE IN OPTIONAL RETIREMENT

AMENDING PNP CIRCULAR NO. 2011-007: “GUIDELINES AND
PROCEDURES IN THE PROCESSING OF RETIREMENT CLAIMS AND
BENEFITS DUE THE PNP UNIFORMED PERSONNEL AND OTHER
RETIREMENT ACTIVITIES”

WHEREAS, the PNP Circular No. 2011-007 dated February 26, 2011 provides
for the retirement procedure prescribed by the newly activated PNP Retirement and
Benefits Administration Service (PRBS), a one-stop shop performing office to office
documentary transaction;

WHEREAS, pursuant to Sec 40 of RA No. 6975, it has been the procedure for
optional retirement to request first the approval of NAPOLCOM before the processing of
retirement benefits/claims can be done;

WHEREAS, there is a need to modify such procedure so that the benefits/claims

for such mode of retirement can be processed with dispatch consistent with PNP
Circular No. 2011-007, para (7) (g).

NOW, THEREFORE, pursuant to the inherent powers vested in me as the C,

PNP, I hereby resolved to supplement the PNP Circular No. 2011-007, purposely to
expedite the release of benefits/claims of optional retirees through the following
procedures, to wit:

1. Uniformed members of the PNP shall submit a letter request, with Affidavit of
Irrevocable Optional Retirement, addressed to the C, PNP (attn: PRBS);

2. Finding the application for optional retirement in accordance with law, the
PRBS shall request approval of the same from the C, PNP; and

3. Upon approval by the C, PNP, the PRBS shall request a Retirement Order
from the DPRM; thereafter, process the retirement benefits/claims
simultaneous with the request for confirmation/approval by the NAPOLCOM.

WHEREAS, the PNP Circular No. 2011-007 dated February 26, 2011, entitled
“The Guidelines and Procedures in the Processing of Retirement Claims and Benefits
due the PNP uniformed personnel and other Retirement Activities”, is now the prevailing
retirement procedure of the newly established PNP Retirement and Benefits
Administration Service (PRBS) to conform to one-stop shop policy and office to office
transaction;

WHEREAS, it has been the procedure in the PNP to request first the approval of
NAPOLCOM for Optional retirement pursuant to Sec 40 of RA 6975 prior to the
processing of retirement benefits/claims;

WHEREAS, there is a need to modify such procedure so that retirement

benefits/claims be processed with dispatch consistent with PNP Circular No. 2011-007,
para (7) (g);

NOW, THEREFORE, the CPNP, pursuant to the inherent powers vested in him
by his position and designation under RA 6975, has resolved to supplement the PNP
Circular No. 2011-007, for the timely release of benefits for optional retirees, to wit:

4. A PNP personnel who has accumulated at least twenty (20) years of

satisfactory active service and desires to avail Optional retirement shall
submit a letter request addressed to CPNP, Attention: D, PRBS accompanied
by an Affidavit of Irrevocable Retirement and;

5. After receipt and assessment thereof by the Pension Division of the PNP
Retirement and Benefits Administration Service (PRBS), D, PRBS shall
simultaneously endorse the request for Optional retirement of those qualified
applicant(s) for approval of the C, PNP and the NAPOLCOM; and
 6. Upon approval by the C, PNP, a retirement order shall be issued and
immediately process the retirement benefits pursuant to __________, subject
to confirmation by the NAPOLCOM.
