2. This pertains to the Revised Policies, Guidelines and Procedure Governing


the PLTCOL Continuous Promotion Program. The relevant provisions of RA Nos. 6975,
8551, and 9708 are also incorporated.

3. The current PNP MC No. 2018-048 dated January 3, 2019 integrates the_,
Regular Promotion Program for the ranks of PCpI up to PMAJ and the Continuous
Promotion Program for the rank of PLTCOL. Due to the difference in implementation of
promotion, this Directorate crafted a proposal of a separate PNP MC intended for
PLTCOL

4 This initiative is geared to institutionalize the promotion process in order to


improve organizational efficiency and effectiveness in the PNP align with the directives
of the CPNP.

5 In this regard, this Directorate recommends the approval of the attached PNP
MC that shall govern the conduct of PLTCOL Continuous Promotion Program.

REVISED POLICIES, GUIDELINES, AND PROCEDURE GOVERNING
THE PLTCOL CONTINUOUS PROMOTION PROGRAM

1. REFERENCES:
a. Republic Act (RA) No. 6975, as amended;

2. RATIONALE:

This MC consolidates all policies, guidelines, procedures, rules, and


regulations governing the promotion program for Police Lieutenant Colonel
(PLTCOL). The relevant provisions of RA Nos. 6975, 8551, and 9708 were also
incorporated.

3. SITUATION:

The current policy of the Philippine National Police (PNP), PNP MC No.
2018-048, provides for the policies and guidelines in the processing of promotion of
all Second Level Uniformed Personnel in the PNP. The said policy integrates the
Regular Promotion Program for the ranks of Police Corporal (PCpl) up to Police
Major (PMAJ) and the Continuous Promotion Program for the rank of PLTCOL. The
Regular Promotion Program is being implemented in two cycles yearly after approval

from NAPOLCOM of the authority to fill in the vacancies while Continuous Promotion
Program for the rank of PLTCOL is continually being implemented quarterly based
on the actual vacancy of PLTCOL positions in every office/unit until all the authorized
number of quotas as approved by NAPOLCOM are filled.

Due to inherent differences in the two promotion programs, there is a need


to provide separate issuances setting forth the policies and guidelines that will
govern each. This initiative is geared to institutionalize the promotion process to
improve organizational efficiency and effectiveness in the PNP.

4. PURPOSE:

This MC aims to provide a comprehensive standard in preparation,


application, and selection of deserving PMAJ for promotion to the next higher rank of
PLTCOL. This policy is designed to achieve the following specific objectives:
a. To enhance organizational efficiency and effectiveness;

b. To provide transparency in the selection process;

c. To enhance the morale and welfare of PNP personnel;

d. To provide equal opportunity;

e. To implement a competency-based promotion;

f. To empower the Directorate for Integrated Police Operations (DIPOs),


Police Regional Office (PROs), and National Support Units (NSUs) to
determine the best qualified personnel for promotion; and

g. Above all, to best serve the organization by promoting the best


qualified PMAJ to PLTCOL who will be performing bigger and more
sensitive functions in the PNP.

5. DEFINITION OF TERMS:

For purposes of this MC, the following terms, words, or phrases shall
mean or, be understood as follows:

a. Actual Promotional Vacancy — refers to the difference between the


authorized and actual number of PLTCOL in a particular unit plus the
number of PLTCOLs who have been deliberated by the PNP for
promotion to the rank of PCOL and endorsed by NAPOLCOM and
CSC for the approval of the President of the Republic;

b. Administrative Duty — refers to designation to positions which are not


considered as field duty and those which require purely ministerial and
staff functions including purely managerial positions in the PNP
Command Group, Internal Affairs Service, Directorial, and Personal
Staff, Headquarters and Regional Offices of the NSUs, and Regional
and Provincial Headquarters in the PROs;

c. Appointing Authority — refers to the CPNP or The Deputy Chief, PNP
for Administration as authorized by the former;

d. Attestation Folder or Folder B — refers to the folder containing the


necessary documents required by the CSC for attestation and
confirmation of the promotional appointment;

e. Certificate of Due Diligence — is a Certificate issued by the DIPO,


PRO, and NSU Promotion Committees asserting that they acted with
due diligence in the performance of duty;

f. Clean List — is a list containing the names of candidates for promotion


without pending criminal case who have passed the screening made by
the Promotion Board/Committee;

g- Commissionship — refers to the appointment as Police Commissioned


Officer (PCO) either as Police Lieutenant or Police Captain reckoned
from the date of original appointment either in temporary or permanent
status;

h. Derogatory information — refers to information which reflects


unfavorably on the character, integrity, morality, honesty, loyalty, and
reliability of an individual. It can be classified into two categories:
security-related derogatory information, and non-security related
derogatory information;

i. Diversity of Assignment — refers to the designation in field or


administrative duties and geographical assignments;

Field Duty — refers to the designation to positions performing and/or


supervising operational police functions i.e., law enforcement, crime
prevention and security operations, intelligence, investigation, and
police community relations. It includes assignment to police
precincts/stations, City Police Offices (CPOs)/Police Provincial Offices
(PPOs), operating divisions of the National Operational Support Units
(NOSUs) and those engaged in the actual conduct of training as
instructors, facilitators, tactical officers, and other training staff
designations in Philippine National Police Academy, PNP Training
Institute, and PNP Training Service;

k. Fitness — is the capacity and ability to cope with the demands of the
PNP service. It shall include the physical, mental, psychological, moral,
spiritual, aptitude in the service, character, and positive service
reputation;

I. Floating Status — refers to the status of personnel who are on


mandatory schooling, preventively suspended, those designated to
position which requires a rank lower than what he/she holds, including
those assigned in the holding units merely for the purpose of
accounting and monitoring;

m. Geographical Assignment — refers to the assignment to the three
major island groups in the country, namely, Luzon, Visayas and
Mindanao;

n. Line Service — refers to the office/unit performing regular law


enforcement/police administrative/operational/investigative functions,
except technical services. PCOs originally appointed in units other than
Technical Service Units are considered as Line Officers and shall not
be promoted in the Technical Service Units;

o. Organic Personnel — refers to the PNP Uniformed Personnel


assigned to office/unit and occupying positions under the approved
organizational structure and staffing pattern;

p. Pending Criminal Case List — is a list containing the names of


candidates for promotion with criminal case/s which has been pending
for more than two years, counted from the time of filing of information
until the first day of the promotion period, who passed the screening
made by the Promotion Board/Committee;

q. Promotable — refers to the status of PNP uniformed personnel who


possesses the latest minimum Qualification Standards prescribed by
NAPOLCOM and CSC;

r. Promotion — is the appointment of a PMAJ to the next higher rank of


PLTCOL;

s. Promotion Board — refers to the NHQs PLTCOL Promotion Board


tasked to review and confirm the resolutions of the Promotion
Committees recommending the promotion of qualified PMAJ for
approval of the CPNP. It shall directly facilitate the processing of
promotion of personnel assigned in the PNP Command Group, D-Staff
(Except DIPOs) and P-Staff;

t. Promotion Committee — refers to a body at the DIPOs, PROs, and


NSUs to initially review and pre-qualify the candidates for promotion.
Its actions require the approval of their respective Head of Office/Unit;

u. Promotion Period — starts from day one of each quarter until the
issuance of promotion orders, oath taking and donning of ranks;

v. Promotion Secretariat — refers to the group duly designated to


support the different Promotion Board/Committees. It shall be headed
by the Chief, PNCOD of DPRM in the NHQs and by the Chief,
Promotion Section or other competent PCO with the rank of PLTCOL in
the D1POs, NSUs, and PROs;

w. Publication of Vacancies — is the announcement of vacancies


pursuant to CSC rules;

x. Qualification Standards (QS) — refer to the existing and prescribed
minimum and mandatory qualifications for promotion as approved by
NAPOLCOM and CSC;

y. Service Reputation — refers to the available information pertaining to


the applicants' personal and professional character. This shall include
administratively/criminal/civil cases and derogatory records as well as
feedback/evaluation from their present and former supervisors, peers,
and subordinates, it also includes Post Graduate Degree and 3rd Level
Eligibility.

z. Table of Organization Positions or TO Positions — refer to the


positions in the PNP Organizational Structure identified by the
Directorate for Plans (DPL) as intended for PLTCOL;

aa. Technical Service Officer — refers to a PCO who was originally


commissioned to the PNP, either directly or through lateral entry, by
virtue of his/her special technical skills and competencies (i.e. Medical
Doctors/Officers; Dentists; Nurses; Lawyers; Priests; Imams, and
Pastors; Forensic Specialists; Licensed Criminologist; Nutritionists,
etc.);

bb. Technical Service Units — refer to Legal Service, Crime Laboratory,


Communications and Electronics Service, Health Service, Engineering
Service, Information Technology Management Service, and Chaplain
Service. PCOs originally appointed in these units are considered as
Technical Officers and may only be promoted in such office/unit;

cc. Time-in-Grade (TIG) — refers to the measure of experience for the


rank of PMAJ which is one of the minimum QS for promotion. In case
of previous demotion, the counting shall start from the attested
demoted rank of PMAJ.

dd. Unit Succession Plan — refers to a list of qualified, competent, and


highly capable personnel as possible replacement to be designated to
positions upon the existence of vacancy;

6. PROCEDURES:

a. Phase 1 — Preparation
1) DPRM shall determine the PLTCOL promotional quota and
budgetary requirements which shall be approved by the CPNP
upon favorable recommendation of TDC as regards the budgetary
requirements:

Promotional Quota = (Constant Rate* x Total Strength of PNP


Uniformed Personnel) — Actual Strength of PLTCOL

*1.760 (per NAPOLCOM Resolution No. 2001-079 dated October 9, 2001)

2) DPRM shall prepare the letter for signature of the CPNP requesting
authority to fill the vacant positions from NAPOLCOM;

3) DPRM shall request the CSC for the publication of promotional
vacancies to CSC;

4) RMD, DPRM shall generate the updated disposition for PLTCOL


every end of the month;

5) PCOD, DPRM shall furnish the Promotion Secretariat in the NHQ


with the number of PLTCOLs in every unit whose promotion had
been endorsed by the CSC, and NAPOLCOM to the Office of the
President every end of the month;

6) Promotion Secretariat shall issue supplemental guidelines and


actual promotional vacancy based on the data from the RMD and
PCOD; and

7) Promotion Secretariat shall conduct workshop/consultation meeting


regarding the current promotional guidelines with the different
Promotion Secretariats of DIPOs, NSUs and PROs, as well as their
respective Admin Officer/Chief, ARMD/Chief, RPRMD.

b. Phase 2 — Screening in DIPOs, NSUs, and PROs


1) Acceptance of application for promotion;

2) The Promotion Secretariat shall oversee the preparation, screening,


assessment, and evaluation of all promotion applications. They
shall exercise due diligence in the assessment, verification, and
evaluation on the integrity of candidates for promotion based on the
mandatory qualifications;

3) The Promotion Secretariat shall inform the Promotion Committee on


the existing policies, regulations, result of the pre-screening, and
other pertinent matters that the Committee needs to know prior to
the conduct of the initial deliberation;

4) Conduct of interview of applicants (Unanimous vote of the


Promotion Committee members present during the interview,
provided that a quorum exists);

5) The Promotion Secretariat shall endorse all candidates who passed


the interview to undergo special promotional Physical Fitness Test
(PFT), Body Mass Index (BMI) evaluation, record check, Work
Behavior and Performance Appraisal (WBPA), and drug test;

6) The Promotion Committee shall convene for the final deliberation


when all the collateral requirements are complete. It shall consider
all the new applicants and applicants included in the Unit
Succession Plan.

7) The Promotion Secretariat shall prepare the following promotion


resolution and worksheet for presentation and signature of the
concerned Promotion Committee:
a) Clean list;

b) With pending criminal case;

c) Unit Succession Plan; and

d) Disqualified Applicants.

8) The Promotion Committee shall submit the following documents for


the approval of their respective Directors to be endorsed to the
Promotion Board for confirmation:
a) Clean list;

b) With pending criminal case list;

c) Unit Succession Plan and other collateral requirements:

d) Folder A of applicants included in item "a" and item "b" only;

e) Unit BMI board resolution;

f) Result of special promotional PFT;

g) Drug test results;

h) WBPA results;

i) Minutes of the meeting; and

j) Certificate of due diligence.

c. Phase 3 — Deliberation in the NHQ and Confirmation of DIPOs,


NSUs, and PROs
1) Acceptance of endorsement for promotion for the NHQ Offices
(Command Group, Directorial Staff, and Personal Staff);

2) The Promotion Secretariat shall be in charge in the preparation,


acceptance, screening, assessment, and evaluation of all promotion
applications. They shall exercise due diligence in the assessment,
verification, and evaluation on the integrity of candidates for
promotion based on the mandatory qualifications;

3) The Promotion Board shall convene for the interview of all NHQs
applicants (Unanimous vote of the Promotion Board members
present during the interview, provided that a quorum exists);

4) The Promotion Board shall endorse all NHQ candidates who


passed the interview to undergo the special promotional PFT,
WBPA, drug test, record check, and BMI evaluation;

5) The Promotion Board shall endorse the Unit BMI resolution and
record check of DIPOs, NSUs, and PROs for validation of BMI
Board and Directorate for Intelligence (DI), respectively;

6) The Promotion Board shall convene for the final deliberation of
NHQ candidates and confirmation of the DIPOs, NSUs, and PROs
Promotion Committee resolutions;

7) The Promotion Secretariat shall prepare the final recommendation


of the Promotion Board through a resolution to the CPNP and shall
publish the list of recommended candidates for promotion requiring
them to submit their Folder B to PNCOD for attestation; and

8) The Board resolution shall be transmitted to the CPNP for his


approval.

d. Phase 4 — Promotion Order, Oath taking, and Donning of Ranks


1) Upon approval of the CPNP, the Publication Section of RMD,
DPRM shall issue and publish the promotion orders;

2) AdmOs/ Chief, ARMDs/Chief, RPRMDs shall facilitate the conduct


of the oath taking and donning of ranks of the newly promoted
PLTCOL to be presided over by their respective head of office/unit;
and

3) PNCOD, DPRM shall forward the Folder B of promoted personnel


to CSC Field Office within 30 days from the effectivity of the
promotion orders. The appointment paper shall be signed by TDCA
by virtue of the power delegated by the CPNP.

e. Complaints, Reconsiderations, and Appeals


1) Any complaint/reconsideration/appeal by a candidate shall be
treated in like manner and must be submitted in writing and under
oath. The Promotion Board/Committee shall resolve the same
within five days from the receipt;

2) It may be filed by a candidate at any stage before the approval by


the CPNP of the Board recommendation;

3) The Promotion Board shall only entertain complaint/reconsideration/


appeal if duly endorsed by the Head of Office/Unit and initially acted
upon by the respective Promotion Committee; and

4) In case of adverse decision, concerned PNP personnel may file a


petition for grievance in accordance with the provision of PNP MC
No. 2008-016 or Revised Rules on Administrative Cases in the Civil
Service (RRACCS).

7. QUALIFICATIONS AND DISQUALIFICATIONS:

a. Qualifications
1) An applicant must satisfy all the minimum Qualification Standards
stipulated in the latest NAPOLCOM and CSC policies at the start of
promotion period which is the 1st day of every quarter;

2) An applicant must occupy a TO position for PLTCOL based on the
DPL List of PLTCOL positions;

3) Promotion to PLTCOL shall be based on the actual promotional


vacancy in every office/unit. The number of the candidates to be
endorsed by every office/unit shall be equal to the number of actual
promotional vacancy; and

4) A candidate must comply with the BMI policy.

b. Disqualifications
1) Those PNP members who have less than one year of police service
before reaching the compulsory retirement age as provided in Sec.
25 of RA No. 8551;

2) Those who have filed their optional retirement and TPPD, the
effectivity date of which will fall under the 1-year prohibition period;

3) Those who have criminal case/s which has been pending for less
than two years from the time of filing of information up to the start of
promotion period;

4) Those who are serving any administrative penalties during the


promotion period;

5) Those who were restored to full duty status after serving more than
30-day suspension, unless they rendered administrative or field
duty for at least six months upon effectivity of the restoration order;

6) Those who are detained or incarcerated by virtue of the order of the


court during the promotion period. The cumulative period of
detention shall be deducted from the computation of his/her TIG;

7) Those who are on floating status at any time during the promotion
period;

8) Termination of designation to PLTCOL position during the


promotion period as well as reassignment to other units;

9) Technical Officers designated to a PLTCOL position intended for


Line Officer and vice-versa;

10) Those who are on detail outside the Department of the Interior and
Local Government at any time during the promotion period;

11) Those who have ratings lower than Very Satisfactory (VS) in any of
the past two rating periods prior the promotion period or those who
have no IPER as required in DPRM memorandum dated February
9, 2012 with subject: Non-Submission of IPER in reference to
PNPM-DPL-DS dated May 3, 2004 re-PCO PER/PNCO PER
Systems Manual;

12) Those who failed in the special promotional PFT or any of the past
two consecutive PFTs or failed to take without valid and acceptable
reason as validated by the PNP Health Service; and

13) Those who failed the drug test and WBPA.

8. GUIDELINES AND PROHIBITIONS:

a. General Guidelines:
1) It shall be the policy of the PNP to promote professionalism within
its ranks through the implementation of a promotion program that is
based on merit and fitness;

2) The PNP shall provide equal opportunity to all personnel to be


considered for promotion;

3) Transparency shall be strictly observed in the entire promotion


process;

4) All promotional appointments shall be permanent in nature;

5) The primary source of data pertaining to the QS for promotion and


other collateral requirements shall be the official records from RMD,
DPRM or its counterpart in the lower units;

6) Applicants for promotion who have pending criminal case/s shall


secure and submit a certification as to the status and nature of the
case from the Clerk of Court;

7) In case a PNP personnel who has a pending application for special


promotion applied for regular promotion and is promoted, his
pending application for special promotion once approved shall be
deemed converted to its appropriate award;

8) Any introduction of spurious document, fraudulent entry,


falsification, or misrepresentation relevant to the processing of
promotion is sufficient ground for outright disqualification of the
candidate without prejudice to the filing of criminal and
administrative cases against him/her. The Promotion
Board/Committee shall recommend the conduct of investigation;

9) Any misrepresentation by the candidates on the Affidavit of


Undertaking discovered after the issuance of the promotion orders
shall be a ground for the recall and cancellation of promotion order
and CSC promotional appointment;

10) Where the grounds for disqualifications are discovered at any stage
of the promotion period, the Board shall convene, deliberate, and
recommend to the CPNP the cancellation of the promotion order;

11) The institution of any administrative complaint or the pendency of
an administrative case against a uniformed personnel shall NOT be
a bar for promotion;

12) The submission of Certificate of Due Diligence signed by the


Chairman, Promotion Committee is mandatory;

13) Those who were formerly Dropped from the Rolls (DFR) and
reinstated cannot apply for promotion unless they have rendered
administrative or field duty for at least three years upon the
effectivity of the order of reinstatement;

14) Uniformed personnel on detail to other offices/units cannot apply for


promotion to office/unit where they are only detailed;

15) Recalled technical PCOs shall only be allowed to apply for


promotion after gaining at least six months residency in the
Technical Service Unit and undergoing the required
occupational/specialized eligibility/training for the intended position
in the said office/unit subject to the internal policy on promotion in
the office/unit;

16) For ITMS personnel, the Electronic Data Processing (EDP)


Specialist Eligibility per NAPOLCOM Resolution No. 2012-158
dated May 2, 2012 may be used as ITMS eligibility;

17) In availing of the PNP grievance machinery, all PNP uniformed


personnel shall strictly observe the principle of EXHAUSTION OF
ADMINISTRATIVE REMEDIES;

18) All PNP uniformed personnel shall seek self-improvement through


career development. The provisions of R.A. No. 6713, otherwise
known as "Ethical Standards for Public Officials and Employees,"
Art III, Section 2, Para 2.7, Section 3 and 7 of the PNP Code of
Professional Conduct and Ethical Standards and Section 9 of
NAPOLCOM MC No. 93-013 must be strictly observed;

19) The following shall be the basis in the computation of


experience/time-in-grade requirement of candidates:
a) The computation of TIG/Experience shall be reckoned from the
date of signing by the appointing authority on the CSC attested
appointment, whether such appointment is permanent or
temporary until the start of the promotion period;

b) In case of demotion, the counting of TIG shall commence from


the date of attested demoted rank. Demoted personnel cannot
apply for promotion within 1 year pursuant to Rule 10, Sec. 52
(b) of the CSC Revised Rules on Administrative Cases; and

c) The cumulative period of Absence without Official Leave and


DFR shall likewise be deducted in the computation of TIG,
except if the candidate was exonerated of the charge/s or was

not meted any administrative penalty (i.e. suspension, forfeiture
of pay, among others).

20) The following are the parameters to be used by the Promotion


Board/Committee and Secretariats in rating the candidates for
promotion:

21) Those who were not considered due to limited quota but are
qualified shall be placed in the list of qualified officers in the Unit
Succession Plan and shall be considered in the next promotion; and

22) The zone of consideration for promotion to PLTCOL shall be the


same in the Line and Technical Service Officers.

b. Responsibilities:

1) DPRM
a) Act as the overall OPR;

b) Act as Chairman, Promotion Board;

c) Issue orders for the composition of Promotion Secretariat;

d) Determine the actual promotional vacancy of offices/units in a


given period;

e) Request from NAPOLCOM the authority to fill the vacancies;

f) Issue the list of required promotional documents and forms;

g) Issue and publish promotion orders;

h) Issue appropriate awards to Promotion Board and Secretariat


after the successful completion of every promotion program; and

i) Perform other tasks as directed.

2) DI
a) Conduct record check on all applicants for promotion; and

b) Perform other tasks as directed.

3) DPCR
a) Act as Vice Chairman, Promotion Board; and

b) Perform other tasks as directed.

4) DC
a) Provide funds; and

5) DHRDD
a) Evaluate the BMI of NHQ applicants and validate the findings of
Unit BMI Board; and

b) Perform other tasks as directed.

6) DPL
a) Provide the updated list of PLTCOL positions; and

7) DIDM
a) Facilitate the issuance of the National Police Clearance of all the
applicants; and

b) Perform other tasks as directed.

8) HS
a) Conduct WBPA to candidates; and

b) Perform other tasks as directed.

9) CLG
a) Conduct drug test to candidates; and

b) Perform other tasks as directed.

10) Functions of the Promotion Board


a) Conduct interview and evaluate the fitness of NHQ candidates;

b) Review, deliberate, and confirm the resolutions submitted by the


DIPOs, PROs, and NSUs Promotion Committees; and

c) After review, screening, and deliberation, the Promotion Board


shall sign the promotion resolution and worksheet and
recommend to the CPNP the clean list and with pending criminal
cases list for promotion to PLTCOL for his approval.

11) Functions of the Promotion Committees


a) Screen and evaluate all candidates for promotion in the DIPOs,
NSUs, and PROs as part of the Unit Succession Plan, and
submit to Unit Director for his approval;

b) Maintain a Unit Succession Plan composed of the excess


qualified applicants. They shall be included in the deliberation
for the succeeding quarter provided that their records shall be
updated as well as other collateral requirements like BMI,
expired clearances, etc.; and

c) After review, screening, and deliberation, the Promotion
Committee shall sign the promotion resolution and worksheet to
be approved by their respective Directors.

12) Functions of the Promotion Secretariats


a) Accept, review, scrutinize, and screen all submitted folders and
documents based on established CSC, NAPOLCOM, and PNP
guidelines and issuances;

b) Assist the Promotion Board/Committee in all aspects of


promotion;

c) Prepare necessary communications related to promotion such


as request for WBPA, drug test, validation of BMI, record check,
etc.; and

d) Promotion Secretariats in the NHQ shall publish the list of


recommended candidates included in the final resolution of the
Promotion Board for information of DIPOs, NSUs and PROs.

13) DIPOs, PROs, and NSUs


a) Issue orders creating/organizing the Promotion Committee;

b) Approve the resolution and worksheet of Promotion Committee;

c) Endorse and submit the final resolution and worksheet and other
collateral requirements for promotion to the Promotion Board;
and

d) Perform other tasks as directed.

14) AdmOs; C, ARMDs; and C, RPRMDs


a) OPR of the promotion program in their respective units;

b) Prepare the CSC Form 33-A of their personnel included in the


list of recommended applicants for promotion as published by
the Promotion Board; and

c) Perform other tasks as directed.

15) C, Attestation Section, PNCOD, DPRM


a) After the final board deliberation, all recommended candidates
shall be required to submit their Folder B for attestation purpose;

b) Screen and evaluate the completeness and validity of


documents in the Folder B;

c) Inform all recommended candidates in the NHQ who are


included in the final resolution of the Promotion Board for the
signing of the CSC Form 33-A prior submission to the CSC Field
Office; and

d) Perform other tasks as directed.

c. Coordinating Instructions:
1) The promotion period shall start on the first day of every quarter
and shall culminate on the oath taking and donning of ranks;

2) No promotion quota will be given to office/unit with floating PLTCOL


or those occupying position which requires a lower rank;

3) The PAIS PDS must be updated particularly the latest PFT, IPER,
SALN, etc. which must be signed by the respective Admin
Officer/Chief, ARMD/Chief, RPRMD. Records in PAIS PDS are
conclusive with respect to any action of the Promotion
Board/Committee and Secretariats.

4) Actual promotional vacancy in the Technical Service Units must be


categorized per profession. The number of personnel to be
promoted shall strictly be based on the number of vacancy in a
particular profession without exceeding the actual promotional
vacancy;

5) Strictly, the number of candidates to be endorsed by the Head of


Office shall be equal to the number of actual promotion vacancy in
their respective office/unit;

6) The effective date of promotion for PLTCOL is the date of the


approval of the resolution for promotion by the CPNP; and

7) The oath taking and donning of ranks shall be facilitated by their


respective Admin Officer and to be presided over their Head of
Office.

9. CRIMINAL AND ADMINISTRATIVE LIABILITY IN CASE OF BREACH:


a. Any personnel who, through act or omission, commit any violation of
this MC shall be subjected to disciplinary action pursuant to
NAPOLCOM MC No. 2016-002, as amended; and

b. A candidate who misrepresents, perjures, falsifies, tampers, and


distorts entries/information in his/her Affidavit of Undertaking and other
documents submitted and attached to the application may be
prosecuted for PERJURY.

10. SEPARABILITY CLAUSE:

In case any provision of this MC is declared invalid or ineffective, the other


provisions unaffected shall remain valid and subsisting. Hence, a review of this MC
every two years upon effectivity is mandatory.

11. REPEALING CLAUSE:

The provisions of MC No. 2018-048 with respect to PLTCOL promotion


and other PNP issuances which are contrary to or inconsistent with the provisions of
this MC are hereby repealed or amended.

12. EFFECTIVITY:

This MC shall take effect on October 1, 2021 after filing three certified
copies thereof at the University of the Philippines Law Center pursuant to the
"Revised Administrative Code of 1987," as amended.
