RESOLUTION NO. zolz-318

APPROVING THE DEACTIVATION OF THE PNP PROGRAM MANAGEMENT


OFFICE AND THE ESTABLISHMENT OF THE CENTER
FOR POLICE STRATEGY MANAGEMENT

WHEREAS, Section 14 of Republic Act No. 6975, as amended, provides that the
National Police Commission shall exercise administrative con(rof and operatfonaf
supervision over the Philippine National Police (PNP);

WHEREAS, Section 75 of the General Appropriations Act of 2012 provides for


the institutional strengthening and productivity improvement measures to improve
service delivery and enhance productivity, upon the direction of the President of the
U Republic of the Philippines;

WHEREAS, pursuant to NAPOLCOM Resolution No. 2005-387, the' PNP


Program Management Office (PMO) was activated as an ad hoc unit under the Office of
the Chief, PNP which shall serve as the central management facility for the PNP
transformation and reform programs;

WHEREAS, in its Board Meeting on 12 December 2008, the Millennium


Challenge Corporation (MCC) decided to reselect the Philippines as Compact Eligible
for FY 2009 after recognizing the country's "capacity as partner to address corruption
and poverty reduction, " which qualified the Philippines to be one of the twenty eight (28)
nations beneficiary of the anti-poverty grant;

WHEREAS, as the Philippine Government's response to the MCC, a

Memorandum Order was issued on July 9, 2009 by then Executive Secretary Eduardo
Ermita directing the Chief, PNP to institutionalize the Performance Governance System
(PGS) in the Philippine National Police;

WHEREAS, the PNP is one of the six (6) pilot agencies among the so-called
"MCC 6'fuhich is mandated to apply the globally-recognized governance model system
through the assistance of the Development Academy of the philippines (DAp) and the
lnstitute for Solidarity in Asia (lSA);

WHEREAS, the PGS has a governance pathway divided into four (4) stages,
namely: lnitiation, Compliance, Proficiency and Institutionalization, in which the
PNP was conferred lhe 'initiated, status on September 24, 2OOg upon meeting the
requirements of having a Charter Statement, Strategy Map and Agency Scorecard;

WHEREAS, on September 23, 2010, His Excellency president Benigno S.


Aquino lll attended the MCC compact signing ceremony at the Hilton Room, waldorf
Astoria, New York city, wherein he formally accepted the $434 million MCC grant for
the country's fight against poverty and corruption;

WHEREAS, the President's acceptance of such MCC grant denotes the


Philippine Government's commitment to institutionalize Performance Governance
System (PGSI in order to raise the standards of governance at the national level by
addressing corruption, maintaining political stability and upholding the rule of law;
WHEREAS, on October 14,2011, the PNP was conferred the "compliance',
status after successfully cascading the charter statement, roadmap and scorecard;
crafting of the Unit's scorecard based on the agency scorecard; formation and
formalization of the Multi-Sectoral Governance Council known as the National Advisory
Group for Police Transformation and Development (NAGPTD);

WHEREAS, the PNP has realized that the PMO, as an ad hoc Office, has served
its purpose and helped accomplish significant projects for police reforms after six (6)
years of existence particularly in the formulation of the PNP lntegrated Transformation
Program-Performance Governance System 2030, which is dubbed as "P.A.T.R.O.L.
Plan 2030: Peace and Order Agenda for Transformation and Upholding of Rule of
Law';

WHEREAS, the PNP has recognized the necessity to transform the PMO in to a
strategy management facility, which shall be named as the Center for Police Strategy
Management (CPSM),that shall ensure the continued implementation of PATROL Plan
2030 and other flagship programs of the PNP;

WHEREAS, in December 2011, the NAPOLCOM authorized the deactivation of


the PMO and the establishment of an " interim" Center for Police Strategy
\-/ Management (CPSM);

WHEREAS, the PNP was given an excellence award, the "GOVERruAruCE


TRAILBLAZER SEAL" by the ISA and MCC on April 10, 2012 due to the effective and
efficient functioning of the'interim'Center for Police Strategy Management (CPSM)
which is one of the requirements of the " proficiency" stage;

WHEREAS, the PNPis now moving towards the" proficiency" stage which
requires the analysis and examination of strategy execution, creation of Offi,ce of
Strategy Management and regular monitoring and review of strategies, that shall be the
subject of validation by a third party scheduled in September 2012;

WHEREAS, the PNP asr;erts that it is imperative to immediately establish a


Center for Police Strategy Management (CPSM) in order to comply with such
mandatory requirements and sriccessfully hurdle the third and final stages of PGS
\.- which is the 'proficiency sfage' and 'institutionalization stage'wherein the necessity
of having an established office of strategy management is required for analysis and
examination of strategy execution and to regularly monitor and review the strategies;

WHEREAS, the PNP r;ubmitted for consideration of the Commission the


deactivation of the PMO and the subsequent establishment of the Center for Police
Strategy Management (CPSM) trnder the Office of the Chief, PNP that shall perform the
following functions:

1. Assist and advise tlre Chief, PNP in identifying strategic issues and
its corresponding key strategic solutions;

2. Assist and advise the PNP units in identifying strategic initiatives,


developing measures, setting targets and alignment of resources
required to achieve tlre objectives set in the Performance Scorecard;

3. Cascade the PNP Peace and Order Agenda for Transformation and
upholding the Rule-Of-Law (P.A.T.R.O.L. Plan 2030) down to all
Police Stations ensrrring the development, proper execution and
monitoring of respective scorecards and dashboards;
4. Responsible for the integration of all strategy management
processes, sustaining strategy execution and management, and
instilling in the organization a culture of strategic focus;

5. Facilitate the alignment of strategies with operations and rnanage


implementation through integration. and coordination of programs,
projects and activities across functions and offices/units;

6. Develop a comprehensive communications plan focused on building


common understanding of the strategy and to generate commitment
and support from all stakeholders;

7. Establish and facilitate the process of identifying, documenting and


sharing lessons-learned and best practices and replicating them to
the entire organization;

B. Oversee the review and validation and timely performance reporting


based on the Balanced Scorecard measures, in collaboration with the
Technical Working Group and National Advisory Group;

9. Monitor and evaluate the Ff,fp lntegrated Transformation Program


through the proper implementation of PNP P.A.T.R.O.L. Plan
2030;and

10. Perform other duties as directed by the Chief, PNP.

WHEREAS, the CPSM shall be under the Ofiice of the Chief, PNP headed by a
Director with the rank of Police Chief Superintendent;

WHEREAS, the Director, CPSM shall be considered as an equivalent 6ntry


position for Police Chief Superintendent while the positions of Deputy Director and Chief
of Staff of the CPSM shall bei considered as exclusive posts for Police Senior
Superintendent;

WHEREAS, the Center shall have four (4) Divisions, which shall all be headed by
\-' a PCO with the rank of Police Senior Superintendent, namely: Administrative Resource
Management Division, Scorecard Management Division, Organization Alignment
Division and Strategy Review Division;

WHEREAS, the need to rstablish Regional Police Strategy Management Units


(RPSMUS) is imperative to fully implement the P.A.T.R.O.L. Plan 2030 down to the
Police Stations, which shall be headed by the Deputy Rognanal Directar lor
Administration (DRDA) in concurrent capacity;

WHEREAS, after a thorough study of the proposal of the Chief, PNP, the
Commission finds the same to be in order considering that the creation of the Center for
Police Strategy Management is necessary to further enhance the operational capability
and efficiency of the police orgernization in support to the commitment of the Philippine
Government with the Millenrilum Challenge Corporation and for the effective
implementation of the PNP P.A.'T.R.O.L. Plan 2030;

NOW THEREFORE, the Commission in the exercise of its administrative control


and operational supervision ove,r the Philippine National Police, HAS RESOLVED TO
APPROVE, AS lT HEREBY APIIROVES the deactivation of the Program Management
Office and the subsequent estabrlishment of the Center for Police Strategy Management
as provided for under NHQ-PNP General Orders Number DPL-11-07, dated December
14,2012, subject to the following requirements:
1. The NAPOLCOM shall be appropriately represented in the different
Technical working Group-s (TWGs) and Bodies in charge of
advancing the different reform initiatives as identified in thJ pNp
PATROL Plan 2030;

2. The CPSM, through the chief, pNp shail submit to the NApoLcoM
annual accomplishment report or as the Commission deems it
necessary;

3. The NAPOLCOM shall integrate in its inspection and monitoring


instrument the validation and assessment of the implementation of
the PNP PATROL Plan 2030; and

4. The funding requirements necessary for the establishment,


operations and maintenance of the Center for Police Strategy
Management shall be sourced out from the PNP appropriation.

RESOLVED FINALLY, that copies of this Resolution shall be submitted to the


Senate of the Philippines, House of Representatives and to the Department of Budget
and Management.
