NATURE OF THE PROJECT
Pamplona Camarines Sur has an abundant supply of livestock and poultry, but the
assurance of quality and hygienic meat remains questionable due to lack of PAES and NMIS
Standard facility. Currently the Municipal Slaughterhouse of Pamplona which is located at
Brgy. Tambo slaughtered an average of 20 hogs per day with a huge potential to increase at 40
hogs per day once the municipality is declared as African Swine Fever (ASF) Free.
The proposed slaughterhouse will have the capacity to slaughter 10 large ruminants
with the capability to increase the capacity to 200 animals in total. The slaughterhouse will
operate 7 days a week. The initial capacity of the slaughterhouse will be 50% in year 1 and
reaching the maximum capacity of 95% in year 5 based on increased demand and customer
base. Slaughtering of animals will take place in a food safety compliant manner with proper
facilities for lair age, slaughtering, cold storage and transportation.

OBJECTIVE OF THE PROJECT


The project objectives of establishing an AA slaughterhouse in Pamplona are the following:
1. Ensuring food safety and quality: The primary objective is to provide a controlled
and hygienic environment for slaughtering animals to ensure the production of safe and high-
quality meat products for consumers.
2. Compliance with regulations and standards: The slaughterhouse should meet all
relevant regulatory requirements, including local, national, and international standards for food
safety, sanitation, waste management, and environmental protection.
3. Economic viability: The project aims to contribute to the local economy by creating
job opportunities and supporting the livestock industry's growth and development.

HISTORY AND PROFILE OF IMLEMENTOR


Pamplona is a fourth-class municipality geographically situated in the southern part of
Camarines Sur, bordered by the municipalities of Libmanan to the north, Pasacao to the east,
Canaman to the south, and San Fernando to the west. It has a total land area of approximately
106 square kilometers.
Agriculture is a significant economic activity in Pamplona, with rice being the primary
crop grown. Other agricultural products include corn, coconut, vegetables, fruits, and root
crops. Livestock and poultry farming is also a major contributor to the local economy.
Additionally, the municipality has small-scale industries involved in rice milling, coconut
processing, and handicraft production.

SLAUGHTERHOUSE SERVICES DESCRIPTION


The proposed slaughterhouse will provide a range of services related to the slaughtering and
processing of animals for meat production. Here is a description of the services to be offered
by the proposed slaughterhouse:
1. Animal Reception: The animals are inspected to ensure they are fit for slaughter,
including checking their health and verifying any necessary documentation. Then they are put
to holding pens and corrals.
2. Slaughtering: Once the animals are stunned, they are slaughtered using approved
methods, which may include throat-cutting or other methods. The process is carried out by
trained personnels.
3. Carcass Inspection: After slaughter, the carcasses undergo inspection by qualified
personnel. This inspection aims to ensure that the meat is safe for consumption and complies
with regulatory standards. The inspection may include visual examination, palpation, and organ
inspection to identify any abnormalities or signs of disease.

DEMAND AND SUPPLY SITUATION


According to the 2019 Soil/Land Resources Evaluation and SAFDZ-CLUP Integration
Project conducted by DA-Bureau of Soils and Water Management 794 hectares in Pamplona
is a potential for crop/livestock development zone hence there is a need for a modern and bigger
slaughterhouse to accommodate the increasing supply of livestock from the local farmers and
to ensure the quality of meat in the market.

table A below.

EXPERTISE OF MANAGERIAL PERSONNEL


The operation of the proposed slaughterhouse will be under the management of the
Office of the Municipal Agriculturist. The Meat and QC Inspector will directly report to the
Municipal Agriculturist on the day-to-day operation of the slaughterhouse.

• Slaughterhouse Master- Bachelor’s degree Relevant to the Job (Career Service
Professional 2nd level eligibility)
• Meat Q/C Inspector – Licensed Agriculturist with NMIS Basic Meat Inspection
Training
• Butchers- Highschool graduate with 40 hours of relevant training.
