PROJECT PROPOSAL
IDENTIFYING INFORMATION:
Project Title : Installation of Five (5) units of Water Pumps at Brgy. San
Batang, San Gabriel, Tambo, San Vicente and Veneracion.
Location : Pamplona, Camarines Sur
Period of Implementation : Second Quarter of 2023
Fund Allocation : Php.1,000,000.00
Fund Source : GAD 2023
PROJECT SUMMARY:
The Installation of Five (5) units of Water Pump at Barangay Batang, San Gabriel, Tambo, San
Vicente, and Veneracion aims to provide adequate irrigation for the women farmers involve in
vegetable production. The program will encourage target beneficiaries to increase their
cropping intensity thereby contributing to the local supply of healthy and affordable vegetable
in the municipality.
PROJECT GOALS:
1. Install water pumps at Barangay Batang, San Gabriel, Tambo, San Vicente and Veneracion.
2. Encourage the women farmers to increase their cropping intensity.
3. Provide an adequate supply of healthy and affordable vegetables in the community.
LEGAL BASIS:
RA 9710 further defined the national policy for the recognition, protection, fulfillment,
and promotion of the rights of Filipino women, especially those coming from the marginalized
sectors. The State affirms the role of women in nation building and ensures the substantive
equality of women and men. It shall promote empowerment of women and pursue equal
opportunities for women and men and ensure equal access to resources and to development
results and outcome.

STRATEGY OF IMPLEMENTATION:
• The target beneficiaries in the Barangay Batang, San Gabriel, San Vicente, Tambo and
will be validated based on the following qualification minimum qualifications.
a) With at least 3-5 hectares of clustered vegetable production area.
b) With a minimum of 5 women farmer per group involved in vegetable
production with limited access to irrigation.
• Validation of the target beneficiaries will be conducted by the Office of the Municipal
Agriculturist.
The beneficiaries will be monitored and evaluated to assess its effectiveness and to
identify the areas for improvement. They are required to submit the utilization report
after each cropping season.

BUDGETARY REQUIREMENTS:
• 4” x 4” Non-self-priming Pump and 8.0 hp Direct Injection water cooled diesel engine
(minimum of 87% continuous power rating) (must have been in the Philippine
market for the last 30 years) both mounted on a common steel base with pulleys and
belts complete with the following accessories:
a. 2 pcs. 4” diameter schedule 40 GI pipe
b. 1 pc. 4” diameter GI coupling
c. 1 pc. 4” diameter by 0.60-meter steel belted flexible hose
d. 1. pc. 4” diameter X 90 degrees GI elbow
e. 1 pc 4” diameter 90 X degrees X 1-1/4’’ GI elbow
f. 2 pcs 4” diameter hose clamp
g. 1 pc 4” diameter retention valve
h. 1 pc. 4” diameter X 0.40-meter sch. 40 GI Nipple
i. 1pc. Pitcher Pump
j. 2 pcs. 4” diameter Hose Adaptor
• Both Engine and Pump must be tested by AMTEC (Agricultural Machinery Testing and
Evaluation Center) and complies with PNS/PAES 115:2000, PNS/PAES 116:2001 and
PNS/PAES 117:2000 respectively.

Qualifications of Supplier
• Must be certified by NAMDAC (National Agricultural and Fisheries Machinery
Assemblers, Manufacturers, Importers and Dealers Accreditation and Classification)
• With BAFE (Bureau of Agricultural and Fishery Engineering) Permit to Operate (PTO)
as required by DA Circular No. 04 s. 2019 (Pumps and Engine set shall be registered
under BAFE Permit to Operate for Supplier and Distributor)
• Must have a service center within the region conforming with PAES 192:2016
• With valid certificate of dealership/authority to sell issued by the manufacturer to the
bidder
