: Establishment of Agri-Fishery Machinery and Equipment Service

II. TECHNICAL DISCRIPTION


A. RATIONALE
Agriculture is the backbone of the economy in the Philippines, and the use of advanced agricultural
machinery and equipment has become an essential component of modern farming. However, small, and
marginal farmers face significant challenges in acquiring, maintaining and servicing such equipment.
Therefore, there is a need for a common service facility that can provide timely and affordable access to
high-quality agricultural machinery and equipment servicing for farmers.

B. PROJECT OBJECTIVES

The objective of this project is to establish an Agri-Fishery Machinery and Equipment Service Center
(AFMESC) that will provide farmers with easy access to rental, repair and maintenance services for farming
equipment. The specific objectives are:

1. To provide a range of agricultural machinery and equipment on rent at affordable prices.


2. To offer maintenance and repair services for the equipment to ensure their effective and
efficient performance.
3. To improve the productivity of small and marginal farmers by providing access to advanced
agricultural equipment and technologies.
4. To generate employment opportunities for skilled and unskilled workers in Pamplona and
neighboring municipalities.

C. METHOLOGY

The proposed Agri-Fishery Machinery and Equipment Service Center (AFMESC) will be established in
Barangay Tambo, Pamplona, Camarines Sur, accessible to farmers from the surrounding municipalities of
Libmanan, Pasacao, San Fernando Gainza and Canaman. The facility will have a range of advanced
agricultural machinery and equipment, such as tractors, harvesters, planters, cultivators, and irrigation
systems, that farmers can rent on a daily or weekly basis. The facility will also have a team of skilled
technicians who will provide repair and maintenance services for the equipment. The CSF will be managed
by a professional team, including a facility manager, and technicians, who will ensure the smooth
functioning of the facility.

D. ORGANIZATIONAL ARRANGEMENTS

Initial two years of the project will be a collaboration between Technical Education and Skills Authority
(TESDA) Bureau of Agricultural and Fisheries Engineering (BAFE), Department of Agriculture-Regional
Field Office No. 5 and LGU-Pamplona Camarines Sur starting from the design of the building to maximize
space, functionality, and safety. The DA-RFO-V and BAFE will facilitate the planning design and preparation
of feasibility study oversee the construction of the AFMESC. TESDA will be in-charge of the training of
personnel while LGU Pamplona will run the day-to-day activities of the project specifically repair,
maintenance and servicing of Agri-fishery machineries and equipment of the FCAs and farmer clients.
Afterwards, LGU Pamplona will handle all the activities including the operation, maintenance, and
sustainability of the project.

Specifically, the following arrangements are itemized:


a. BAFE will provide the following technical assistance to DA-RFO V and LGU

2. Performance evaluation and monitoring of the overall performance of the project.

b. DA-RFO V will be in charge of the following activities.

c. TESDA will provide the following skills training.

1. Rice Machinery Operation NCII


2. Agricultural Machinery Operation (Non-Rice) NCII

4. Agricultural Machinery Servicing (Tractor) NCIII


d. LGU Pamplona will be in charge of the following activities.

1. Hiring of Technical personnel


2. Operation and maintenance of the project

E. PROPOSED FACILITY
The proposed Agri-Fishery Machinery and Equipment Service Center will have a 20 by 24
meters floor area. With the following facilities.

III. IMPLEMENTATION SCHEDULE


A. Implementation planning

Upon the approval of the project the Local Government Unit of Pamplona will coordinate with
Department of Agriculture-RFO V and Bureau of Agricultural and Fishery Engineering (BAFE) for the
additional documentary requirements.
B. Construction and equipment procurement

The Department of Agriculture RFO V will be in-charge in the design, construction supervision and
procurement of the proposed equipment.
C. Staff capability enhancement
Designated staff will be trained regarding the operation and maintenance of the tools and equipment in
the AFMESC. Similarly, technology transfer will take place between the equipment supplier and the LGU
Pamplona personnel to ensure that the project will run and be sustainable after turning over.

D. Formal turn over and operation


Formal turnover of the project will be done when all components have been tested operated and fully
functional and all the systems are in place.
E. Periodic supervision/monitoring meeting/planning and documentation

Periodic inspection and monitoring meeting with LGU Pamplona, DA-RFO V and BAFE will be put in
place to tackle relevant issues of implementation, revise protocols and to come up with win-win
solution as much as possible.

F. Impact assessment
The impact of the project will be gauged by determining the effect of the project to various type of users
namely the FCAs, FAs, Individual farmers and Agri-fishery machinery and equipment service provider.
From the lessons learned, innovations will be incorporated in succeeding similar projects and those to
be put up to other strategic locations.
