OVERVIEW

The Monthly Agricultural Situation Reporting (MASR) is a system of data and information
gathering/collection and consolidation by then Bureau of Agricultural Statistics (BAS) under the
Department of Agriculture (DA) and now by the Philippine Statistics Authority (PSA) by virtue
of Republic Act No. 10625 which merged the separate and distinct statistical agencies into one
agency, the PSA.

The MASR, submitted by the Statistical Operations Coordination Division (SOCD) which also
monitors the submission of the same by the local government units (LGUs) under its
jurisdiction, includes but not limited to developments on prices, supply and demand situation,
infrastructure, trainings, seminar and weather condition which are the basis of statistically
computing the performance of agriculture and fishery sectors per Region.

To standardize the data collection, a comprehensive guideline is being followed which contains
the reporting format, templates to be used in reporting, contents of the report, process flow of
reporting and timelines.

RATIONALE

The need to update the agricultural situation reports is very important to capture the real
agricultural developments in the countryside. The data and information in the reports are very
much useful to the economic and agricultural planners for development, enhancement and
sustainability of the agricultural sector of the Philippines.

However, at present, there are still issues arising in capturing the real agricultural situation in
every area at the proper time considering some of the data and information are lacking and/or
only a few regional field offices continue to submit MASR to PSA.

Therefore, there is a need to revise and/or innovate the reporting systems to be able to give the
appropriate and real-time agricultural status report, to be able to meet the demand of the
stakeholders in the agriculture and fishery sectors, and to keep them abreast on the actual
agricultural data and information.

A modified version of the MASR is initially included in the Regional Statistical Development
Program (RSDP) of DA-RFO IV-CALABARZON which is dubbed as the “Expanded Monthly
Agricultural and Fisheries Situation Reporting System” or EMAFSRS. This system modification
expands its feature which include the participation of field offices of the Department of
Agriculture and Local Government Units (LGUs) in the data capturing system to enhance the
quality of data and information on the agriculture and fishery sectors at the local level.

Furthermore, the EMAFSRS will be a reliable reference material for the needed data and
information by the National Economic and Development Authority (NEDA)’s Regional
Development Report particularly on Chapter 8: Expanding Economic Opportunities in
Agriculture, Forestry and Fishery.

OBJECTIVES

A. TERMINAL OBJECTIVES

The purpose of the activity is to cascade the information, educate and capacitate the
implementing offices’ personnel regarding the EMAFSRS’ program effective and efficient
implementation.

B. ENABLING OBJECTIVES

Specifically, the participants are expected to:

1. Broaden their knowledge on the basic mandate of the Philippine Statistics Authority
(PSA) more specifically with regard to the agricultural and fisheries situation reports;
2. Know their respective roles and responsibilities in the implementation of the EMAFSRS;
3. Be capacitated on the comprehensive guidelines in the implementation of the EMAFSRS
which contains the following aspects:
a. Reporting format
b. Templates to be used in reporting
c. Contents of the report
d. Process flow of reporting
e. Timelines
4. Be capacitated in accomplishing the tools needed for the implementation of the
EMAFSRS;
5. Widen their knowledge on the coordination mechanism and stages of activities, as
follows:
a. Data Gathering of the MAO
b. Consolidation of reports by the OPAg
c. Review, verification and validation at the PSA Provincial Office
d. Consolidation of reports, monitoring and evaluation at the DA RFO IV-
CALABARZON Regional Statistical Services Office (RSSO)

EVALUATION

An over-all activity evaluation will be administered to assess the performance of the activity and
will be consolidated for feedbacking purposes.

METHODOLOGY

The training methodologies include participatory discussion, workshops and actual


demonstrations. Visual aids and practical handouts including training materials and relevant
references used will be provided. There will be a learning journey for added appreciation of the
activity.
