1 Introduction

The Microdata Services team of Statistics Netherlands provides, under certain conditions, non-
public microdata (anonymised data at individual, company and address level) accessible for
statistical and scientific research. This report describes the content and structure of “Household
Income”.

Chapter 2 generally describes the microdata files such as population boundaries, methodological
details, quality and origin of the data.

In chapter 3 the file format is given and all possible scores and their meanings are listed for the
categorical variables.

2. Explanation of the contents of the files

Subject microdata file(s)

This topic comes from the System of Social Statistical Files (SSB).

Description
Annual income of households on 1 January of the survey year

Description of the population

Households belonging to the population of the Netherlands on 1 January of the year under review
(actually at the end of the year preceding the year under review).

Methodology
Income Statistics uses data derived from administrations, the most important data supplier of
which is the Tax and Customs Administration. It provides for each person, insofar as it appears in
the basic tax register:

- a limited number of demographic data;

- basic data of the wage tax cards sent to the tax authorities (usually electronically) by withholding
agents;

- basic data for the levying of income tax (tax return form, determined taxable income, etc.);

- data from the Benefits Department (from 2006);

- data on interest and dividend received.

In addition, data is collected from the student grant registrations of the Education Executive
Agency (DUO). This concerns the Study Cost Allowance for persons under the age of 18 and the
Student Finance Act. Furthermore, demographic data about the household composition of the
population, data from the policy administration and data about enrollment in education are used.
With effect from the 2011 reporting year, the income statistics have been revised. The income of
not all households has been observed. When no household income is observed, all fields related
to monetary values are filled with "9999999999".

Process flow
The population of the income statistics includes all households in the Netherlands on 1 January
of the year under review. In fact, this concerns the households at the end of the year preceding
the year under review. In the publication on Statline, persons residing in institutions, institutions
and homes and private households for which no data could be determined are not taken into
account.

Definition
Together with the person ID, this code identifies a natural person. The code indicates from
which source (registration) the person ID is derived.

Explanation of the definition

In most cases, the source of the person ID is the Municipal Personal Records Database (GBA).

Explanation of use
RINPERSONSHKW together with RINPERSONHKW identifies the main breadwinner
of a household and forms the household number of the income and
wealth statistics.

value 99 means that the number of household members with personal income is unknown.

INHARMEUR
Income compared to the European poverty line in the year under review.

Definition
Household income compared to the European poverty line in the year under review

Explanation of the definition

The European poverty line is defined as 60 percent of the median standardized disposable
household income allocated to all persons in the household. The median value is determined for
the population of persons in private households with an observed income. In the European
definition of disposable household income, the mortgage interest paid is counted as income, while
income from the owner-occupied home is not counted as income. This deviates from the Dutch
definition.
The disposable income according to the European definition is then standardized using the
equivalence factors of the OECD. The ratio of the standardized disposable income to the median
value is expressed as a percentage that has been truncated.

Explanation of use
The target population consists of (persons in) private households whose income
is known.

Income relative to the European poverty line in the last four years.

Definition
Income of a household compared to the European poverty line in the last four years.

Explanation of the definition

The European poverty line is defined as 60 percent of the median standardized disposable household
income allocated to all persons in the household. The median value is determined for the population of
persons in private households with an observed income. In the European definition of disposable
household income, the mortgage interest paid is counted as income, while income from the owner-

The disposable income according to the European definition is then standardized using the equivalence

as a percentage that has been truncated. The score for the last four years has been determined for
households that belonged to the target population of the European poverty criterion in the last four years
and contains the highest percentage in these four years.

IMPACT
Income compared to the low-income threshold in the year under review.

Definition
Income of a household compared to the low-income threshold in the year under review.

Explanation of the definition

The low-income threshold represents the same purchasing power for all years and for all households. Its
level is based on the level of assistance for a single person in 1979.
To determine whether a household has a low income, the disposable income of a household (excluding
tied transfers such as rent allowance) is converted to the standardized income. This standardized income
(with the price index for household consumption) is then converted to the price level in 2000. The resulting
standardized and deflated income is low when it is less than 9,249 euros. This limit roughly corresponds
to the purchasing power of a social assistance benefit for a single person in 1979, when it was at its
highest. The ratio of standardized disposable income to the low-income threshold is expressed as a
percentage that has been truncated.

Explanation of the use Of the

population in private households, a number of groups are not classified by level of income. This concerns
student households and households with an incomplete or unknown annual income. The target population
therefore consists of private households of which the main breadwinner (or possible partner) has a full
annual income and is not dependent on student finance.

Income compared to the policy minimum in the year under review.

Definition
Income of a household compared to the policy minimum in the year under review.

Explanation of the definition

The household's disposable income is related to the policy minimum.
Based on the regulations, it has been determined which policy minimum applies to the relevant
household. For example, the norm for a (married) couple with only minor children is equated with
the social assistance benefit of a couple, supplemented with (age-related) child benefit. For the
over-65s, the amount of benefits under the General Old Age Pensions Act (AOW) has been
chosen as the norm.
The ratio of disposable income to the policy minimum is expressed as a percentage that has

INHBBIHJ
Main source of household income.

Definition
The source from which a household receives the most income.

Explanation of the definition

The main source of income is determined using a center of gravity approach. The main income is
determined step by step from high to low aggregation level. At the highest level, it is determined whether
income from work or transfer income is the most important category. Within the category with the highest
income, the main income is determined at a lower level. A lower limit is used for classification with income
from assets.

INHBELIH
Taxable household income.

Definition
The taxable income from boxes 1, 2 and 3 summed up over all members of the household.

Explanation of the definition

Taxable income is not a stable income concept. It is a concept that depends both on the level of the
gross income and on the rules regarding its taxability. Because the tax rules change from year to
year (in particular the conditions for deductions and exemptions), the amount of taxable income
between the years is not easily comparable.

Explanation of use
The value 9999999999 means that the household income is unknown.

INHBESTINKH
Household disposable income.

Definition
A household's disposable income consists of gross income minus

current transfers paid such as alimony to the ex-spouse, income insurance premiums such as
premiums paid for social insurance, national insurance and private insurance related to
unemployment, disability and old age and survivors, health insurance premiums, and taxes on
income and wealth .

Explanation of the definition

The exact components (variables) of which the income concepts are composed are stated in

INHBRUTINKH
Gross household income.

Definition
Gross income consists of primary income plus income insurance benefits, social security benefits, tied
transfers, current transfers received, contributions from employees, employers, benefit recipients and
benefit agencies in social insurance premiums.

Explanation of the definition

Income insurance benefits for unemployment, disability, pension and surviving dependant's pension are
benefits such as benefits under the WW/nWW (unemployment benefits act), the WAO (Disability Insurance
Act), the WIA (Work and Income according to Labor Capacity Act) and the AOW (General Old Age
Pensions Act). Social security benefits include, for example, the general social assistance benefit (WWB,
before 2004 ABW). Tied transfers for living and studying are, for example, rent allowance (for 2006 rent
subsidy) and allowance for study costs. Income transfers received are alimony from the ex-spouse. The
precise components (variables) of which the income concepts are composed are stated in "Documentation
Income Panel Survey 2001 and subsequent years", tables 4.1 and 4.2 (see internal link). Gross household
income differs from the definition of personal gross income in including property income, child benefit,
child budget, and tied transfers received.

A household is regarded as having no perceived income if: a. no or a negative income has been
determined (unless there is a profit declaration); or b. if a household has income exclusively from one
(or more) of the following
sources:

- child benefit and child-related budget

- tied transfers (such as rent allowance)

- capital income below a certain limit (the limit was set at 2000 euros in 2002 and is adjusted every year
with the CPI);
