6. RESPONSIBILITIES

6.1. Company
Company will be responsible to ensure availability of drawings and the necessary specifications to
Contractor2.
Company will be responsible to ensure availability of preassembling area as required by Contractor 2.

6.2. Contractor 2
The contractor 2, John Cockerill Maroc will be responsible on the application of this procedure and
requirements during the execution of DAP107 – Line D/E/F project.
It will be ensured that the suppliers, subcontractors and other service providers of the contractor 2 involved
in the project, are mandated in compliance with the requirements of the project DAP107 D, E & F
The Contractor 2 organization will establish as required detailed execution procedures to avoid the
appearance of non-conformities during execution.

6.3. Project Manager

The main responsible for the well going of the project.
Assign adequate resources to the needed actions.
Insure project control and monitoring.
Ensure acquisition of material at needed time.
Coordinate between the different stakeholders.
Assign the subcontractors for the needed works.
Overall responsibility and authority for the total project management.
Coordination and decisions for the project.
Administration of the project organization.
Risk management for overall project management.

6.4. Construction Manager

Execute quality and safety management during construction.

8. Procedures

8.1. General
Ensure that the document received bear the stamp “Issued for Construction” and are of latest revision.

The documents submitted/referred with this method statement shall be considered as an integral part of
this method statement and shall be read in conjunction with it.

The engineering drawings and documents received shall be clearly understood to find out the service,
material specification, Weight, QA/QC requirements etc.

Make sure that all the Quality control and Pre-Construction formalities, approvals, and preparations are
done sufficiently in advance to start the construction activity as per the schedule.
A checklist of all requirements shall be made internally to avoid any omission.

9. Material Receiving

All materials will be inspected immediately upon receipt by JCM Inspector to determine that all items
included in the Bill of Materials have been received and to check for any damage in accordance with

All materials shall be requested or received as per erection sequence or site requirements in good
condition. JC shall ensure the preservation of material on site.

10. Work Preparation

 All personnel assigned for the work are required to attend the necessary courses arranged by our
Safety Coordinator/Supervisor and obtain the project ID pass.

 Safety Coordinator/Supervisor must check for compliance with project’s HSE plan and lifting
operations procedure while preparing for the use of mobile crane for the erection works.

 Construction Manager/ Site Supervisor and Lifting Supervisor shall study the site for work access and
ground condition for mechanical equipment and crane parking location. identify any partial road
closure area and mark up clearly on the plot plan. Separate lifting permit required for lifting work.

 Licensed Electrical Workers (LEW) shall check and certify all electrical tools
are in good working condition and according to the relevant HSE Standards as stated in the
Construction HSE plan.

 Mechanics shall check, inspect and ensure that all mechanical construction equipment are in good
working condition prior to mobilization. Checklist shall be endorsed and pass to the safety
supervisor/coordinator for record keeping.

 Construction Manager to prepare and submit all necessary procedure such as: Method Statement,
Lifting Plan and Risk Assessment and obtain approval prior to execution of the work.

11. Safe Work Procedure

 Apply and obtain relevant permit to work clearance from John Cockerill by authorized permit applicant.
(Working at Height Permit, Hot Work Permit and other statutory requirements.) Permit to be validated
on a daily basis.
 Upon receiving of work permit, Supervisor should conduct daily tool box meeting explaining the
details of work activity for the day including the methodology from the method statement and risk
assessment. Any additional safety precaution mentioned in the work permit must be clearly explained.
Daily toolbox meeting briefing records and attendance must be submitted to the Safety Supervisor.
 Barricade the work area, put up signboard to warn other adjacent working crews/contractors and
ensure that only relevant personnel are allowed to enter.
 Remove barricade and relocate the crane from the work site to the designated parking area.
 Upon completion of the entire work at each location, remove all the barricade ensuring safety and
proper housekeeping to be done.

12. Sequence of Assembly

Assembly of chut shall be done in strict conformity to the requirements of the job specifications and
applicable drawing.

Only duly qualified and competent personnel shall be allowed to conduct the job.

Whenever there are more than two fasteners securing a part, it’s important to alternate the tightening among
them. Here is the correct procedure: start all bolts or nuts a few threads and run them hand-tight.

Before members are assembled, thoroughly clean all surfaces which will be in permanent contact with
connection bolts.

14. Health, safety & Environment

14.1. At Site
JC HSE Manager shall ensure that the work is performed accordance to the approved Construction Safety
Manual and precautions specified in the work permit. He shall ensure that barricades, warning tapes,
warning signs, firefighting equipment and first aid kits are readily available at the working area.

Tool box talk shall be conducted on a daily basis to inform the workers of the recent safety issues and
incidents and to get feedback of any unreported unsafe acts. Feedback will then be processed and resolved.

14.2. Accident Prevention Safety Procedures:

Area shall be barricaded adequately with warning barriers prior to any lift.

All Equipment shall be checked for good conditions before commencing the work.

Unauthorized persons shall be excluded from the area.

Lifting equipment capacity and correct load slinging will be verified.

When lifting, the personnel shall not remain in the lifting equipment work area.

Adequate standards shall be adopted for the construction of stages, planks, scaffolds, etc.

Adequate caution boards and warning signs shall be provided.

All lifting equipment shall have valid certificates.

Only trained and authorized personnel shall operate the hydraulic lift.

All lifting gears and shackles used shall be approved type with valid load test certificates.

Electrical installations and equipment shall conform to standards.

Rained fire watchers shall be appointed as per requirement.

Sufficient fire extinguishers shall be provided close to the welding, cutting and other hot works.

Welding areas shall be covered with fire blankets.

Consumable materials within 15 meters of welding operation shall be cleared.
