1. SCOPE
This specification describes the minimum requirement for fixed type A.C.and D.C.
distribution boards required for distribution and control of auxiliary power on an
offshore platform. These distribution boards shall be used for maximum rated
voltages up to and including 415V, 3 phase, 4 wire, 50 HZ A.C. or 11OV, 2 wire
D.C.
2.1. The distribution board and its various components shall comply with the
requirements of latest revision of the relevant standards of:
2.2. Any other recognised International code or standard may be followed in lieu of
the above with prior approval of the Company.
3. SITE CONDITIONS
All equipments shall be designed and tropicalised to withstand the site conditions as
specified in General Design Criteria enclosed in the Bid Package.
4. SCOPE OF SUPPLY
The scope of supply through this specification includes but is not limited to the
following:
4.1. All free standing auxiliary A.C. and D.C. distribution boards.
4.2. All required double compression Nickel/Chromium plated brass cable glands
and crimping type tinned copper lugs.
5. TECHNICAL REQUIREMENTS
5.1.1. The switchboards shall be metal clad and shall comprise standard
prefabricated, cold rolled, sheet steel, identical, unitised free standing
cubicles assembled to form a continuous line up. The cubicles shall be
fabricated using cold rolled sheet steel. The minimum thickness for
walls/doors and for internal partitions/ barriers shall be 14 SWG and 16
SWG respectively.
5.1.2. The switchboards shall be totally enclosed, dust and vermin proof. The
minimum degree of enclosure protection shall be IP-51.
5.1.3. All doors and openings shall be provided with gaskets of durable
material. The gaskets shall be held in a groove and shall be continuous
with ends fixed with adhesive material.
5.2.1. The switchboards shall be single front suitable for installation against
walls. Access to all components, bus bars and cable terminations shall be
from front only and boards with back access shall not be acceptable.
5.2.3. The feeder modules shall be provided with compartment door with
internal hinges. The compartment doors shall be interlocked
mechanically with the operating handles/knobs of MCCB/MCBs such
5.2.6. Each cubicle shall have a separate cable alley. The width of this cable
alley shall be sufficient to accommodate all the cables and shall provide
free access for termination. Cable alleys shall be provided with suitable
doors. It shall be possible to carryout maintenance work safely on cable
connections to any one circuit with the bus bars and the adjacent circuits
live.
5.2.7. All hardware shall be corrosion resistant. All joints and connections shall
be made by galvanised, zinc passivated or cadmium plated high tensile
strength steel bolts, nuts and washers secured against loosening.
5.2.9. All power and control cables shall enter the switchboards from either top
or bottom as specified. Necessary bolted type gland plate and
Nickel/Chromium plated brass double compression cable glands for all
cables entering the switchboard shall be included. Necessary
arrangement for supporting the cables within the cable alley shall be
provided. Terminal blocks shall not be used for supporting cables.
5.3.3. The thermal design of the busbars shall be based on installation of the
switchboard in poorly ventilated condition. The cooling air volume shall
take into account only the busbar enclosure.
5.3.4. Busbars shall be sleeved with Fire Retardant Low Smoke (FRLS) PVC
for full voltage insulation. Identification rings of red, yellow, blue and
black colour to identify phase and neutral busbars in case of A.C. and
with white and black to identify positive and negative busbars in case
of D.C, shall be provided over busbar sleeves.
5.4.1. Power connection between the busbars and the incoming point of feeder
module shall be done using suitable rated individual single core copper
cables with FRLS PVC insulation. Bunching of cables to meet the
current requirements is not acceptable. The cables shall be terminated on
the bus bars and at the incoming point using crimping type tinned copper
lugs of required design. The cables shall enter the module compartment
through FRLS PVC bushes or grommets. The minimum size of cables
shall be 4.0mm2.
5.4.2. All power cables used for incoming and outgoing feeders shall be FRLS
PVC/XLPE insulated, armoured copper conductor type. Power cables
shall be terminated directly at the device terminals of respective
modules. Necessary tinned copper lugs of a design dictated by type of
terminals provided on various devices shall be included. In normal case,
intermediate terminal blocks shall not be provided unless required
because of limitations of device terminals. The cables shall enter the
modules through FRLS PVC bushes or grommets.
5.4.3. All inter module wiring within a module having more than one power
device shall be carried out using copper conductor, FRLS PVC insulated
cables of required rating. Minimum size of cable shall be 4.0mm2.
5.5.1. All the modules shall be pre-wired and ready for use after external cable
connection. Inside the modules, the control wiring shall be carried out
using insulated copper conductors with FRLS PVC insulation. The
insulation shall be rated for minimum 600V grade irrespective of the
switchboard voltage rating. The minimum size of conductor shall be
2.5mm2. Wherever multi strand wires are used, their ends shall be
crimped with suitably sized lugs before connection.
5.5.2. Terminal blocks for external connections shall be heavy duty, Melamine,
600V grade, minimum 20A rated, break and fire resistant, spring loaded,
pressure type. The terminal blocks shall be located in the cable alley near
respective feeder modules. Sufficient terminals shall be provided on each
terminal block to ensure that not more than one outgoing wire is
connected per terminal. Minimum 20% spare terminals shall be provided
on each terminal block. If required, separate terminal blocks shall be
provided within the module for internal control wiring interconnections.
5.5.3. All control wiring from the module to the external terminal block shall
be routed through FRLS PVC bushed or grommets.
5.5.5. Each wire shall be identified at both ends by FRLS PVC ferrules. The
identifying wire numbers shall match with the terminal numbers of
components devices.
5.6. Auxiliary Power Supply for Control, Indication and Space Heaters
The space heaters shall be suitable for 240V, 1 ph, 50 Hz, AC supply.
The supply shall be arranged externally.
All Auxiliary contacts associated with auxiliary relays, switches, push buttons
MCCBs, contactors etc. shall be designed to carry, make and break the rated
current of devices where they are wired. In any case all auxiliary contacts shall
be rated or minimum 6.OA at 24OV AC, AC-11 duty and 4.OA at 11OV DC,
DC-11 duty.
All cubicles shall be connected to copper earth busbar running throughout the
length of the switchboards. The minimum copper earth bus size shall be 50mm
X 6mm. All non-current carrying metallic parts of the system shall be properly
earthed. Provision shall be made to connect the earthing busbar to the platform
earthing grid at two ends. Earthing bolts shall be provided to ground cable
armours.
5.10. Nameplates
5.10.1. A nameplate with the switchboard designation shall be fixed at the top of
the central panel. A separate nameplate giving feeder details shall be
provided for each feeder module.
Each switchboard shall have a space heater bus running throughout the
length of the switchboard. A separate resistance type space heater shall be
provided for each vertical cubicle, individually controlled through a MCB
and adjustable setting thermostat to prevent moisture condensation and
5.12.1.2. MCCB shall be provided with tripping device with inverse time
characteristics for overload protection and instantaneous
characteristics for short circuit protection. When used as isolators,
MCCBs shall be provided without protection elements.
5.12.1.5. MCCBs shall be rated for breaking the short circuit current
specified for the switchboard. Use of back-up fuses for extending
the breaking capacity shall not be acceptable. MCCBs for all
outgoing feeders having MCCB and contractor shall be certified to
provide category 'C' coordination as per IEC.
5.12.2.1. The MCBs shall ne provided with magnetic short circuit tripping
and thermal overload tripping devices. The short circuit rating of
MCBs shall be certified without any back up fuse.
5.12.2.3. The MCBs shall be mounted inside the module and the operating
knob shall protrude through the door of the compartment. Sealing
gaskets shall be provided to make the opening in the door dust
tight.
5.12.2.4. The MCBs for D.C. switchboards shall be certified for carrying,
breaking and making the required D.C. currents at the rated voltage
of the switchboards.
5.12.3. Contactors
5.12.3.1. The contactors shall be air break type, equipped with three main
contacts and minimum 2 NO. + 2 NC auxiliary contacts.
5.12.3.3. The contactor drop off voltage shall be between 45% and 65% of
the rated coil voltage.
5.12.4.3. Current transformers for meters shall have an accuracy class 1.0
and accuracy limit factor less than 5.0. However accuracy class of
1.5 will be acceptable for ammeters only. The current transformers
shall be capable of withstanding the peak momentary short circuit
for 1.0 second. The neutral side of the current transformers shall
normally be earthed through a link.
5.12.4.5. The voltage transformers shall have an accuracy class 3.0 from
50% to 100% of normal voltage and class 1.0 from 80% to 120%
of normal voltage with burdens varying between 25% and 100% of
the rated value at 0.8 PF lagging. The primary of the voltage
transformers shall be rated for 415 volts and the secondary for 110
volts or 110/!3 volts as specified elsewhere in the bid package.
5.12.5.2. All ammeters, volt meters, KW meters shall be of moving iron type
for A.C. and permanent magnet type for D.C. Accuracy class shall
be 1.0 for KW meters and 1.5 for ammeters and Voltmeters. The
range shall be as indicated elsewhere in the bid package.
5.12.6.1. All control switches shall be rotary, back connected type, having a
cam operated contact mechanism. Preferably phosphor bronze
contacts shall be used on the control switches.
5.12.6.2. Ammeter selector switches shall have make before break feature on
their contacts. The selector switch shall generally have 4 positions
for reading 3 phase currents and fourth position for neutral current.
The voltmeter selector switch shall also have 4 position. Three
shall be used to measure phase to phase voltage and fourth shall be
OFF position.
5.13. Painting
6.2. Tests shall be carried out at the Vendor's work under his supervision and at his
cost.
6.3. All routine tests as specified by the applicable standards and codes shall be
conducted.
6.4. In routine tests and specified tests shall be conducted to check mechanical and
electrical operations and the control wiring to specification and schematic
drawings.
6.5.1. A general check shall be carried out. This shall cover measurement of
overall dimensions, location, number and type of devices and their
ratings as per bill of materials, location and connection of terminals.
6.5.3. Dry insulation test with power frequency voltage for all circuits in 'ON'
position.
6.5.4. Operation checks for every control function as per the schematic
diagram by manually simulating the actual operating conditions.
6.6. For components/devices bought from suppliers other than the distribution board
vendor, certified test reports of tests carried out at the supplier’s works shall be
submitted. Normally all routine tests, as specified in the relevant standards,
shall be conducted by the respective suppliers at their work centers.
7. SPARES
7.1. Vendor shall recommend and provide spare parts needed for start-up, testing
and commissioning of the distribution board. In addition, vendor shall also
furnish a separate priced list of recommended spares for two (2) years of
normal operation and maintenance. Recommended spares shall take into
account the related factors of system reliability, effect of downtime upon
production, safety, cost of parts and availability of service facilities.
7.2. All spares furnished by vendor shall be wrapped and packaged so that they will
be preserved in original as new condition under the normal conditions of
storage prevailing in 'India and shall be properly tagged and coded to facilitate
future identification.
7.3. They shall be packaged separately, clearly marked as "spare parts" and shipped
along with the distribution boards. Packing lists shall be furnished so that the
parts can be handled without uncrating, if required.
8. WARRANTY
Vendor shall have final and total responsibility for the design and performance of
all the switchboards supplied under this specification and shall provide necessary
warranty for them in accordance with this specification and "General
Specification-Definition" (Spec. No. 1050).
10. CONFLICT
In the event of conflict between this specification and other documents listed herein,
the following order of priority shall govern.
