1. which are the situations when an EU citizen can turn to SOLVIT? Which are the three
conditions to be met in order for SOLVIT to be the competent platform for solving the case?

=> According to this video, the situations that EU citizen can turn to SOLVIT is when any EU
citizen enjoy the freedom of movement then they faced when the public authority doesn’t respect
their rights, impose excessive formalities, not respect the deadline.
Therefore, SOLVIT is a quick service that can help with this situation. It is a network of national
centers in all EU countries which working on solving the problem when EU rights are not respected.
There are three conditions to be met in order be SOLVIT to be competent platform
− Involvement of public authority
− the problem happened in another EU country
− and EU law has been misaligned

what does transposition deficit refer to?

− It refers to the gap that exists between Member States' effective implementation and
enforcement of Single Market directives. It assesses the degree to which Member States
have failed to fully comply with the Single Market's rules and regulations.
− Transposition deficit refers to the proportion of Single Market directives for which Member
States have not completely notified the European Commission. It shows the difference
between the total number of directives that have been notified to the Commission and the
number of directives that should have been incorporated into national law.

include improperly transposing directives or implementing and enforcing laws
insufficiently.
• The Scoreboard evaluates a number of infringement case characteristics, such as the
quantity of open cases, the quantity of newly opened cases, the quantity of closed cases,
and the average case closure time.
• The website provides an overview of the key developments in the timely progression of
infringement cases. The objective of this analysis is to shorten the average duration of
infringement cases by evaluating the efforts made by Member States to resolve disputes in
a fair amount of time. To guarantee that EU law is effectively enforced, the Scoreboard
keeps track of these trends.
