1 INTRODUCTION TO THE TECHNICAL PROPOSAL
1.1 PROPOSAL BACKGROUND
According to your invitation of your bid for the construction of Oromo National
Regional State Bureau Of Water, mines And Energy Resource Development
(OWERDB) center projects , “which includes construction of: Nuunuu Town
Water Supply Project Construction of from Reservoir, supply of pipe &
Fittings Civil Work Constraction.
Based on this, the company has prepared this proposal for the provision of Construction
Services of the projects in response to Qualification document provided by your organization.
1.2 TECHNICAL PROPOSAL STRUCTURE
The proposal provides information in support of Bekele Burusa GC and wwc technical
capabilities, qualifications and describes the technical approach to the task; the financial
proposal is submitted in original financial offer envelope.
The Technical proposal, which is presented in this and subsequent sections of this
document, has been prepared in accordance with the requirements of the Bidding Document,
and we believe it is fully responsive to its stipulations.

involved in great spectrum of engineering activities, mainly in Water Supply design
and construction, Road structure design, Civil structure design and construction, but
Specialized in water structures including: - Source identification, Head works, Spring
development, Reservoirs construction, Pipe line design & construction, different Size
of Collection Chamber & reservoir construction, Treatment plant and etc. Electro-
mechanical Work for Water Supply Projects and other water related Structures,

Declaration of Site Visit & understanding

of the Work
3.1 Understanding of the Project Areas
By representing the Contractor, a group of engineers lead by Eng. BEKELE
BURESA had visited the project areas and existing condition of the projects for
evaluation of existing condition of Project area, to have first hand information of the
actual condition of the site, local material source, Access of the road of the project
and other relevant inf1`wormation which is helpful for preparation of the technical
proposal and price quotation that will be undertaking after this pre qualification.
Accordingly, the findings and data collected during the exciting project visit are
summarized in further.
3.1.1 Project Location
The construction site is located at Kelam Wollega , Nunuu Town, Water Supply
Project the West Ethiopia During the site Visit, the team of the contractor assessed
the access road condition to the project site, construction material availability and
other related information including availability of water for intended works to use the
project efficiently.

3.1.2 Land Cover and Land Use
The major part of the project area in the vicinity was grass land, hot area, Some Part
Of around nuunuu town forest and others.
3.1.3 Geology
According to the Geological Map of Ethiopia, 2008, the geological formation of the
project area is dominated by clay and metamorphic rock complex And
Forester area, some scarcity of sand around we gather the Information.
Possible sources of construction Material
a. Masonry stone /stone for aggregate production
There are construction stone source that will be used for masonry works, at nearby
vicinities of the sites.
b. Sand
There is sand source suitable for water work construction in the project areas.
3.2 PROPOSED METHOD OF WORKING
The technical proposal we are adopting for the project is fully based on detail
examination of the sites and through understanding of the given Qualification
documents and Information we obtain. Our proposed method for the efficient
execution of the project is as described hereunder;
3.2.1 General Approach
The Bekele Burusa WWC & GC Project team will be organized independently as
“Nuunuu Town Water Supply Project” Construction Project backed by suitably
qualified professional engineers from head office of the Contractor, who are well

experienced in construction of water supply projects and also highly experienced in

civil works, contract administration for carrying out the assignment. The Project
Organizational Chart, which describes the organizational structure and Team
Composition of the project is considered and indicated in the “Chart” below.
Mobilization of the Contractor staffs, equipment,

materials & Work Methodology
Up on receiving the Notice to commence the works the project activity will be
commenced by collecting complete set of Project Documents and project Information,
followed by organizing and equipping of the project team with the necessary
manpower & construction equipment within mobilization period of 5 days.
Within the time of project commencement period which takes place within 5 days
after site hand over of the project, the core project staff including General Manager,
Project Manager, Construction Forman & Chief Plumber will mobilize to the project
site for assessment of the project, site preparation and other preliminary activities.
At this stage, the Project Manager and his core staff will meet with the local
respective authorities to conduct Community awareness pertaining to the project area
such as land acquisition and locating campsite and locally available construction
material utilization. Based on this information, the Project team will prepare the
practical work schedule, which eventually submitted to your organization as a Final
work schedule.
Surveying Crew of the project will start surveying works immediately after site
handover of the project, such as: set Control Points and adequate bench marks for all
structures at the first place and finally supervise the designed level and layout of the
project components.
Mobilization of Equipments and construction materials will be commenced

immediately upon effectiveness of the Contract and the excavation will start parallel
to the mobilization activity, within maximum of ten (15) days after effectiveness of the

contract, the remaining activities will be commenced sequentially based on the

approved work schedules.

3.3 Work Program and Activity Schedule
Based on the Nature of the Project the Employer and our Method Statement for the
tackling of the assignment, we have prepared a work program for a total allocated
project completion days specified in the special condition of contract including fifteen
(15) days mobilization period.

4. STATEMENT OF QUALIFICATION
4.1 LEGAL STATUS

Bekele Burusa WWC & GC Company is registered and licensed as
(Grade 5 Water Works & General Contractor) by the Ministry of Water

Resources. It has also a Business License from Addis Ababa Trade, Industry & Tourism
Development Office and registered for VAT by Federal Inland Revenue Authority,
Registration No. 62086.

The founding members of Bekele Burusa GC are also employees of company are,
water supply Engineer ( Hydraulic, Water resource, Civil Engineering and Irrigation

I. Ato Bekele Burusa wwc & GC is the company owner. Ato Bekele Burusa is a
graduate of BSc degree in Civil Engineering form ADAMA SCENCE AND
Technology University(ASTU) Institute in 2012 EC.
Bekele Burusa has 7 years intensive experience in project identification, &

Formulation community driven project appraisal and preparation Construction project
implementation, design and supervision including Community mobilization,
promotion, and organization for project Sustainability in different region of the country
including Oromia Region.

II. Ato Meyomi Fayisa is one of the company employees and he has BSC degree
in Construction Engineering from Arba Minch Water Technology in 2007 EC. He
involved major building and Irrigation projects of the country;
Ato Meyomi was involved also in several rural community driven project identification
& implementation for the last 3 years experience in further civil construction and
designing works and participated in several water resources Construction and civil
construction as construction engineer, site engineer & resident engineer.
For the last three years has served in Ethiopian Rural Self Help Association as a
Water and Construction Engineer on Water Supply and Irrigation projects, which has
a project cost of 2.050 Billion ETB.

III. Ato WONDESAN Wondimu is the Site Engineer. Ato WONDESAN Wondimu is a
graduate of BSc degree in Civil Engineering form ADAMA SCENCE AND
Technology University(ASTU) Institute in 2014 EC.
WONDESAN Wondimu has 5 years intensive experience in project identification, &

promotion, and organization for project Sustainability in different region of the country
including Oromia Region.

III. Ato Yared Girma Ayela is one of the company employees. Ato Yered Girma
Ayele Nekemte TVET College is a graduate of Diploma in Hydraulic Engineering form
haramaya University Civil Engineering Institute at 2013 gc, .
Wubshet has 12 years intensive experience in rural and town water supply projects,
Road, Power Tower, Building projects and Irrigation projects.
For the 1st two years of his career he was engaged in project identification, &
promotion, and organization for project Sustainability in Oromia Water Resources
Bureau at Oromia Region.
After he leaves OWRB, Ato Yered Girma was served Light Building Construction
Enterprise for two years at the level of Construction engineer and Engineering
section head in: Ethio-Dgibuti Power Project, Project cost.
