Throughout the world, poor quality supply of electrical power is no longer acceptable
PE56261

to consumers. In many countries, regulatory standards have been defined in order to

ensure a minimum standard of electrical service quality.
The most common indicators employed are:
• SAIDI: Standard Average Interruption Duration Index - e.g.: 96 minutes/year
• SAIFI: Standard Average Interruption Frequency Index - e.g.: 1.2 interruptions/year.
In order to respond as effectively as possible to the globally recognized indicators for
measuring their power quality, power distribution companies are looking for new
products and solutions, focused principally on reducing the following:
• The number of interruptions to the supply
• The duration of power outages
• The areas affected by faults.
The above targets can be achieved by carrying out several actions, including:
• Establishing preventive maintenance on the networks
• Reducing the length of supply lines to limit the impact of a fault
• Equipping the network with suitable equipment for better local and remote
operation.
For power distributors, an increase in service quality must be linked with
improved performance and competitiveness as well as management of
investments. This can be achieved by:
• Reducing operating costs, particularly during incidents on the MV network
• Reducing non-distributed power costs
• Maximizing cost and time efficiency on investments and benefiting from immediate
returns
• Selecting easy-to-implement, high-performance equipment
• to reduce equipment immobilization and installation time
• Reducing direct and indirect maintenance costs of MV lines and equipment.

What are the benefits of managing Reducing power outage durations

MV networks? • Optimized local and remote intervention based on reliable information from the fault
current detectors
• Network management results in a very high • Restoration of power to healthy parts of the network during an incident using control
level of service units:
• It also has a positive impact on both • By the operator or automatically from the remote control centre: 50% to 70% of the
network resupplied in a few minutes (depending on the number of remotely controlled
investments and operation
stations).
• Network control fits into a comprehensive • By integrated automation systems: faulty sections isolated in the re-closing cycle.
policy over several years. • By an automation system distributed across the various remote control units:
self-healing network, allowing 50 to 70% of the network to be resupplied within 20
seconds.

Improving distributed power quality

• Precise information about transient and permanent faults enables corrective and
preventive maintenance measures to be taken to reduce the recurrence of faults.
• Monitoring of distributed power quality using relevant, recorded and transmitted
measurements:
• Measurement of load currents and indication of variations in real time
• Measurement of voltages with indication and memorization of voltage dips and loss
• Power factor measurement.

Reducing operating costs

• The accuracy of fault information significantly reduces the time required to locate
faults:
• On-site intervention time is significantly reduced when using devices which
can communicate
• Precise information about faults simplifies fault detection tasks and operations.
• Preventive maintenance on the MV network reduces the number of interventions
necessary outside normal working hours.

Rapid return on investments

• Comprehensive solutions which are quick and easy to implement.
• Product range compatibility and ease of upgrade in order to optimize investment
and profit from immediate returns.
• Investment in the control station can be steep and time-consuming to implement.
Remote network control can be set up in phases by installing simple systems which
provide a rapid return on capital and can be implemented in a few months.
This can be used to evaluate the improvement in service quality:
• Basic SCADA system with network view, detailed view, alarms and archives
to enable control in real time and entry of data for maintenance purposes.
• Self-healing network from the same remote control units. This network operates
autonomously and requires no action from the control centre.
After the various network instrumentation phases, the basic SCADA system can be
replaced by a DMS type SCADA system.
• Adaptation of stations to remote control: motorisation of MV cells, communicating
control unit or detector, transmission equipment.

Functions Preset Automation Systems
and description

Current The T200 can include two types of automation systems:

DE40552FR

Execution time • Preset automation systems: some automation system functions are factory defined
and integrated (optional) in the basic functions of the T200. These functions require
no on-site programming. They correspond to known operations widely used for the
MV substation switch management application.
Voltage • An IEC 61131-3 programmable logic controller: an RTU Control programming
drop
workshop is used to create automation functions in addition to the preset ones of the
T200, in order to create and tailor specific applications.

Note: the T200 can be controlled either with the preset automation systems or with the built-in
IEC61131-3 programmable logic controller, but exclusively. In either case, the calculation formula
function is included as a standard feature (see page 15).
Time
Configurable parameters: The automation systems can be switched on and off from the local operator panel and

in 5 s steps
• Automation system valid/invalid. • Automation system switched off
• Switch in local mode.

Sectionaliser (SEC)
DE56654

The sectionaliser automation system opens the switch after a predefined number of
faults (1 to 4) during the voltage dip in the reclosing cycle of the top circuit breaker.
• The automation system counts the number of times a fault current followed
by a voltage loss is detected. It sends an open order if:
SW1 SW2
• The switch is closed
• The fault has disappeared
• The MV supply is absent.
• The automation system is reset at the end of the execution time delay.

and description

Bus tie coupling (BTA)

DE56655

The BTA (Bus Tie Automatism) is an automation system for switching sources
SW1 SW3 SW2
between two incoming lines (SW1 and SW2) and a busbar coupling switch (SW3).
It must be used in conjunction with VD3H type voltage presence detectors and the
fault current detection function on the busbar incoming lines.
Note: the VD23 relay cannot be used with a Ringmaster type cubicle.

Operating mode
“Normal” position Two operating modes can be configured:
• Standard mode:
If the voltage is lost on one busbar, the automation system opens the incoming line
(SW1 or SW2) and closes the coupling switch SW3. Coupling is conditional upon
the absence of a fault current on the main source.
• Interlock on loss of voltage after switching mode:
SW1 SW3 SW2
After execution of the automation system in standard mode, the voltage presence is
checked for a configurable period. If the voltage is lost during this period,
the coupling switch SW3 is opened and the automation system interlocked.

Coupling sequence
• Coupling takes place if the following conditions are met:
Active coupling • The automation system is switched on
• The switches on incoming channels SW1 and SW2 are closed
• The earthing switches SW1, SW2 and SW3 are open
• There is no voltage on an incoming line SW1 or SW2
• There is no fault current detection on SW1 and SW2
• There is no transfer interlock
DE59322EN

SW3
SW2 voltage • Voltage is present on the other incoming line.
SW1 SW2
V2
• The coupling sequence in standard mode is as follows:
• Opening of the de-energised incoming line switch after a delay T1
V1 SW1 voltage • Closing of the coupling switch SW3.
O
• The coupling sequence in “Interlock on loss of voltage after coupling” mode is
completed as follows:
C • Monitoring of the voltage stability for a delay T3
T1 SW1 • Opening of the coupling switch SW3 if this condition is not met
O
• Locking of BTA automation system.
T3 • The system returns to standard mode after coupling if:
C • The “return to SW1 or SW2” option is activated
SW3 T2
O • Voltage on the channel has been normal for a delay T2
• The automation system is activated
Configurable parameters: • The automation system is not locked
• Operating mode: • There is no coupling interlock.
Standard/locking upon voltage loss
• Automatic return: SW1/SW2 Coupling interlock
• Automation system: on/off
A dedicated digital input allows changeover to be locked if a problem occurs
• Delay before switching
T1: 100 ms to 60 s in 100 ms steps on one of the devices related to the changeover. This input is generally connected to
• Delay before return the downstream circuit breaker. Local and remote controls are no longer possible
T2: 5 s to 300 s in 1 s steps in this case.
• Interlock delay on voltage loss
T3: 100 ms to 3 s in 100 ms steps Locking the automation system
• Motorisation type: command time The BTA automation system is locked if one of the following conditions is met during
• Manual control: enabled/disabled in local and remote modes the coupling process:
if automation system in operation
• Failure of a command to open or close a switch
• Paralleling: enabled/disabled in auto and (or) manual modes
• Transfer locking upon fault detection. • Indication that an earthing switch has closed
• Appearance of a fault current
• Switch power supply fault
• Appearance of the coupling interlock
• Manual or remote ON/OFF command from the automation system.

Paralleling upon Auto return

A software-configurable option allows the automation system to disable or enable
paralleling of the channels upon automatic return to the main channel (in “Auto”
mode).
Enabling of paralleling must be confirmed by the activation of a dedicated digital input.
If paralleling is disabled: Auto return to the normal channel involves opening
the coupling channel (SW3) and, when it is open, closing the normal channel.
If paralleling is enabled: Auto return to the normal channel involves first closing
the normal channel and, when it is closed, opening the coupling channel (SW3).

RTU Control programmable logic controller

EM100041EN

Optionally, the T200 can incorporate the IEC 61131-3 programmable logic controller.
This allows the user to create specific tailored client applications.
The existing variables of the T200 that can be used in the programmes are:
TSD, TSS, TM, TSL, DI, DO
Virtual variables can also be created for the PLC programmes. They can also be type:
DI, DO, DDI, DDO, AI, AO.
A specific development platform (RTU Control) is provided (on the Easergy CD
supplied with the equipment) to create or modify a PLC programme from the following
programming languages:
• SFC – Sequential Function Chart
• FBD – Function Block Diagram
• LD – Ladder Diagram
• ST – Structured Text
• Il – Instruction List
DM101151EN

The platform’s programme can be loaded onto the equipment and then checked via
Variables exchanges
the T200 Web server. A specific page is used to manage the programme (start, stop)
Embedded
PLC
T200/F200C software as well as the associated variables and another page is used to create and manage
the calculation formulas.
RTU Control :
development
platform
Programs
download Inputs/outputs from internal I/O
Typical applications that can be created with the programmable logic controller are:
or from an external PLC • MV automatic loop reconfiguration (self-healing network).
• Automation systems similar to those described previously (ATS, BTA): ATS between
two T200s or involving more than 2 channels, for example.
• Load-shedding applications.
• All other automation systems: voltage time, client-specific automation systems.
EM100042EN

Communication between equipment

The programmable automation system option also includes a complementary
function for communication between equipment including a Modbus exchange via a
TCP/IP link between T200s and/or Flair 200Cs connected on the same MV loop. This
communication allows the exchange of a data table between these T200s and/or Flair
200Cs, for instance in order to contribute (with no other PLC than the T200s and/or
Flair 200Cs) to an automation system function serving to detect and remove a current
fault on an MV loop. This communication between equipment is typically used
self-healing network applications.
A specific page on the T200 server is used to define the exchange table and this
function’s operating parameters.
EM100043EN

Calculation formulas
The calculation formulas are available as a standard feature in the T200.
They can be used in the T200 to create relatively simple logic equations not requiring
a programme to be written in PLC language.
These formulas can be used to create logic equations based on combinations of
variables more simply than a PLC programme. The variable types that can be used
are the same as for PLC programmes (existing variables or virtual variables created
specifically).
Examples of typical applications that can be created with the calculation formulas:
EM100044EN

• Calculation of analogue values to determine averages, alarms or any other

calculation based on variables.
• Combinations of variables, such as:
• Combining phase and neutral faults rather than indicating them separately
• Defining a synthesis of internal faults
• Managing other equipment of the MV substation such as the light control, etc.

The following functions can be incorporated in the formulas:

• Mathematical functions: absolute value, square root, natural logarithm, base-10
logarithms, exponentials, powers, integer part, etc.
• Statistical functions: smallest and largest values, sum and average of values, etc.
• Logic functions: set duration pulse, status copy after a set time, status hold for a set
time, etc.
• Time/date functions: current date and time, character string converted into date and
time, time between two executions of formulas, test whether current day is a
working day, etc.
• Other functions: values bounded by min and max, delta between previous and
current value.

Functions Time-stamping of Variables
and description

Time-setting and time-stamping Archiving events and measurements

A T200 can be time-stamped in one
of the following ways: All data (variables) from the T200 or from the local Modbus network can be recorded.
• Locally using the laptop The recording and transmission mode for each variable can be configured.
• By the remote control system This data is recorded in four logs for transmission to the SCADA system
• Via the Ethernet network or for viewing locally:
• By an internal GPS (available as an option)
with time-stamping : Events log: information transmitted to the SCADA system
• time zone management Variables configured as “events” are recorded in this log.
• summer/winter time management. They are transmitted to the control centre according to the protocol exchange
precision of time stamping:
• resolution : 1 ms
conditions.
• discrimination between 2 events: 10 ms. Alarm log: spontaneous transmission
• “Alarm” configured variables spontaneously trigger a call from the control centre.
• These variables are also recorded in the “events” log.
System log: this can be consulted locally and is intended for maintenance and
operation procedures, such as memorising transmission events, transmission errors

Counters
A counter can be declared for each remote indication (TS) and remote measurement
variable internal to the T200 or coming from a device connected to the local network.
Counters can therefore be declared in order to establish:
• The number of operations of a switch
• The number of fault current passes
• Etc.
There are 5 types of counter
• Counters for digital data TSS
• Pulse counter: counts the number of high or low state transitions (configurable)
by a TSS. The theoretical scan interval for this counter is 10 ms
• Time counter: counts the time spent in the high or low state by a TSS
• Integrator counter: counts the number of high or low state transitions by a TSS
in each integration period.
• Counters for analogue data
• Integrator: totals the associated TM every second
• Average: calculates the average for a TM over the last integration period.
The counter reading can be:
• Sent to the control centre if the protocol permits it
• Viewed on the display page of the operating software Modified from the control
centre or the control page of the operating software.

Event storage capacity

Events 8  000
Alarms 2  000
System 4  000
Measurements 20  000

Functions Communication
and description

Communication protocols
PE57933

The communication module manages a “serial type” protocol and IP protocols

at the same time.
Example: IEC 870-5-101 and IEC 870-5-104.
It is therefore possible to mix standard and IP transmission media.
SCADA Communication protocols can be downloaded, which simplifies procedures
for updating versions. Two versions are embedded, which protects downloading and
switching.
Communication
networks: radio, PSTN, The range of communication protocols is continually updated and includes:
GSM/GPRS, 3G, • IEC 870-5-101 and IEC 870-5-104
Ethernet, etc. • Level 3 Serial DNP3 and TCP/IP
• Serial Modbus and TCP/IP with non-permanent communication management
• Several proprietary protocols (please contact us).
Protocols:
IEC, DNP3, : In GPRS/3G, the protocols manage the “Permanent” or “Semi-permanent”
Modbus, etc. transmission mode. The Modbus TCP/IP and DNP IP protocols can also manage the
transmission mode “Non permanent” serving to limit data flows.

Multi-channel SCADA communication

Three available communication ports
Easergy T200 I can manage up to three communication ports and ensure multi-site
redundant communications.
• Ports 1 and 2: support all the transmission interfaces available in the product range.
RS485 Modbus local network • Ethernet port 3: this port is available for communication with the control centre using
an IP protocol and Ethernet transmission interfaces.
It can also be used for configuration and local operation.
Management of 3 virtual IP addresses on the Ethernet port for multi-SCADA access.

Management of the various transmission modes

The ports can be configured to be used with single or redundant channels:

Normal One SCADA communication channel

Normal/standby Two SCADA communication channels

• Used with different transmission media.
• Two operating modes:
• Symmetrical: T200 I changes to the other
channel when there is a fault on the active
channel
• Automatic return: dis-symmetrical with or
without automatic return: one channel is
declared as the main channel and the other is
the standby channel. After changeover, the
return to the main channel is:
• Manual (local or remote reset) with the “no
return” option
• Automatic once the cause of the changeover
has disappeared with the “with return” option.

Relay VD23
PE57787

The VD23 is a voltage detection relay for medium-voltage electrical networks from
3 kV to 36 kV, 50 or 60 Hz.
The VD23 is in DIN 96 x 48 mm format and is designed to be installed in the front part
of the cubicle.
Relay VD23 can detect the presence or absence of phase voltage or a phase-to-
phase voltage imbalance, on line-to-neutral or line-to-line voltage, with choice of
phases to be monitored (one phase or 3 phases).
The VD23 self-adapts to the MV network voltage. No network voltage adjustment
is therefore needed.
It is generally used for automatic reconfiguration systems such as automatic transfer
systems or applications of earthing switch locking upon voltage presence.
The VD23 requires the use of a capacitive divider and a VPIS-VO to acquire voltage
measurement. A specific connector is provided for connection of the VPIS-VO.

VPIS-VO

2 relay outputs are available on the VD23, allowing two operating modes:
R1 = detection of voltage presence (for source changeover application)
R2 = detection of voltage absence (for applications of earthing switch locking upon
voltage presence).
These two relay outputs can be used in normal or inverted position and their action
can also be time-delayed by configuration.
VD23 parameters setup allows definition of the detection thresholds with a
percentage of the line-to-neutral voltage (V) or the line-to-line voltage (U) or the
residual voltage (V0):
• R1: 40% to 90% of the rated voltage (in 10% increments)
• R2: 10% to 30% of the rated voltage (in 10% increments).
Several detection combinations are possible (selection by micro-switches):
• 3 phases + residual voltage: V1 + V2 + V3 + V0
• 3 phases: V1 + V2 + V3 or U12 + U13 + U23
PE56302

• Single phase: V0, V1, V2, V3, U12, U13, U23.
