• Globally, project management has gained popularity as a way to drive business objectives and

economic development in developing countries.

• According to Benko and McFarlan (2018), about $10 trillion is spent globally on projects yearly,
accounting for 25% of the world's GDP making projects play a vital role in organizational change
processes.

• Project management is applying knowledge, skills, tools and techniques to meet project
objectives (Abyad, 2018). This involves planning, arranging and admiration of resources to
achieve a specific goals and objectives

• Osei-Kyei et al., (2018) posit that implementing project management in underdeveloped


countries, including Ghana, is still in its early stages. However, construction of project in the
public sector are worth billions of Ghana cedis.

• The current study aims to evaluate the project management approaches used in the public
sector, focusing on the Ministry of Works and Housing.
 Project management inefficiencies have been identified as a major challenge to organizational
performance in Ghana, causing project failures, loss of profit and revenue, and increased
poverty and corruption.
 This study highlights the need for optimum practices in project management to achieve
successful projects. Measuring project performance with hard data is necessary but lacking in
Ghana.
 Previous research has focused on the effect of project management practices on firms,
construction sector, education projects, and private sector infrastructure projects. However,
none has specifically studied the utilization of project management practices in the Ministry of
Works and Housing, which is a public entity.
 This research aims to fill that gap by assessing project management practices in the public
sector, with a focus on the Ministry of Works and Housing in Ghana.
It asserts that the most successful organizational structural design is when the structure matches the
contingencies (Scott, 2019). The contingency approach poses a challenge to the traditional management
processes and models developed by theorists in the management field, such as Taylor and Fayol
