EARTH HOUR 2011 CONTINGENCY PLAN

1.0 INTRODUCTION

This year the Earth hour will be held on Saturday 26 th March 2011 for a period of one hour starting from 8.30pm until 9.30pm. During this period of time, electricity consumers are encourage to switch OFF non-essential lightings and other electrical appliances, an act in response to being environmentally aware. From the Sabah Grid System perspective, large consumers might be aware of this event and would observe the call to switch OFF non-essential lightings and other electrical appliances, which would subsequently cause large reduction on the load demand during that particular period. In anticipation of that a contingency plan is prepared in order to counter any eventualities as a result of the Earth Hour event. This contingency plan focuses largely on the steps to be taken by the Load Dispatch Centre in Penampang to appropriately respond to sudden load reduction that could occur during the event.

DEMAND DURING EARTH HOUR EVENT

The earth hour event will take place on Saturday 26 th March 2011 where the load demand is expected to be sudden lower in comparison with the load demand on normal Saturday. Past Saturday load demand that occurred at 8.30pm on Saturday amounts to 654MW which was lower than highest peak load demand of the day at 7pm amounting to 663MW. The load demands beyond 7pm will start reducing until it reaches the based load demand of about 439MW at 6am.

For the previous year of 2010, similar Earth Hour contingency plan was prepared to cater for scenarios for load loss of 150MW, 100MW and 50MW load reduction. The actual load reduction was 30MW (2010) but the highest load reduction was 50MW (2009) as shown by the figure below. It is anticipated that this year could bring similar load reduction, however, this will be highly dependant on public awareness and the propagation by the media before the event. So far, the DBKK has pledged to switch off 500 number of streetlight and some big hotel in KK, eg. Le Meridian & Hyatt has also publicly propagated to switch off some lighting.

This year, we anticipate a load reduction of 30MW 50MW during the Earth Hour. This is similar to our normal daily operation pattern of load demand at the down loading trend except in an earlier period.

SCENARIOS AND CONTINGENCY PLANS

This contingency plan is formulated based on the past two years observation:Power Plants nominated as frequency control: a) Rugading CC (190MW), b) Patau GT (2 x 28) and c) Libaran (3 x 15) 4.1 By 8.20pm prior to the commencement of Earth Hour, the system spinning reserve will be lowered by 20 MW by shutting down some of the small diesel sets in the East Coast such as SIM-SIM, POIC and Pasir Putih and also SJ Melawa in West Coast.

When the Earth Hour event commences the above frequency control plants will correct the system frequency to nominal 50 Hz by reducing their load reduced in the event that large amount of load demand suddenly being loss at 8.30pm and caused system high frequency. Rugading GT (190MW) can be reduced from 190MW down to 140MW and Patau GT (2 X 28MW) can be reduced from 56MW down to 30MW. In the event that the participation of consumers is more, Libaran can be reduced from 45MW down to 30MW. Gantisan GT can also be reduced from 15MW to 10MW. Teluk Salut and SBPC can be reduced from 190MW to 140MW and 50MW to 30 MW respectively, adding up total possible load reduction amounting to 166MW.

As the output of the above plants are reducing, the remaining diesel sets in East Coast such as SJ Batu Sapi and SJ Tawau can be gradually ordered to shut down earlier.

When consumer starts to switch ON back electrical appliances at 9.30pm all the generating sets previously had its load reduced to minimum can now be utilized to cater for the sudden increase of load demand. From the past two years observation the load increase after Earth Hour is not very much significant.

4.5

During the duration of the Earth Hour we will endeavor to maintain the Grid spinning reserve margin at around 95 MW (N-1).

4.6

All power stations are required to report to LDC on the loading at every 10-minutes interval.

Last year the record of Earth Hour event was loss of 30MW, and hence there is the likelihood that this can occur again. Loss of 30MW will signify a reduction of load demand from 654MW (Last Saturday load) down to 624MW.

5.0 5.1

DIVISIONS AND DEPARTMENTS INVOLVED Load Dispatch Centre The coordinating center of the event is at LDC Penampang. In addition to the three operators (Shift engineer, assistant engineer and technician) manning the LDC during that period, Chief Engineer System Operation, one engineer and assistant engineer will be on standby in LDC during that period of time. One Technical Support engineer will also be on standby in LDC. Additionally, one Technician from the Distribution Control Centre will also be on duty.

Transmission Maintenance and Protection & Telecontrol personnel will also be on standby during that period. 5.3 Generation Generation being the main party involved needs to be on extra alert during this period as generating sets may need to be shutdown or requires swift respond in order to react to the possible swift reduction of load demand. It is expected that extra Generation personnel will also be on standby during that period. The same alertness is also expected by the IPP power stations. 5.4 Transmission Bilik Gerakan

The Transmission Bilik Gerakan will also be activated during the period of the Earth Hour. Personnel on duty are from:-

6.0 Initial reminder of the Earth Hour event has been sent via email on 17th March 2011 to all SESBs and IPP power stations. Another reminder will be sent via email three (3) days before the event and the morning of the 26th March 2011, sms reminder will be sent to remind all parties of the Earth Hour event.
