This document analyzes the causal factors that lead children to become CICL and reasons for the increasing number of CICL from three levels of analysis:
1) Family side factors include irresponsible parenthood, lack of parental guidance, parents being a bad influence, low family income, children lacking life skills, and family issues like addiction, violence, and lack of understanding of children's rights.
2) Community side factors involve lack of support for children, influence of bad peers, inadequate community programs and services for children, and lack of involvement of children in planning.
3) Barangay side factors comprise the barangay being passive on child offenses, improper use of the 1% IRA allocation

• Lack of guidance of parents to their children/poor parenting styles • Parents or the adult family members are bad influence to the children • Most families have low income due to limited livelihood opportunities • Children lack the necessary life skills • Parents and children are engaged in vices like alcohol, drugs, smoking and gambling • Dysfunctional families • Addiction to online games and/or excessive use of gadgets • Children lacks life skills • Exposure to domestic violence • Exposure to pornographic videos and materials • Families lacks knowledge and understanding on the impact of violence and abuse to the children • Not aware of rights of children Community Side • People in the community condemn the children instead of guiding or advising them • Limited and not sustainable services for children • Children are influenced by bad peers in the barangay • Inadequate programs and services at the barangay level • Children are not involved in planning, implementation, monitoring and evaluation • Limited funds for the programs and services on children • No developed CDPC/BCPC Plan • Service providers not equipped in handling CAR & CICL Barangay Side • The barangay is very passive when there are reports on offenses committed by children. • The 1% IRA mandatory allocation for children is not being allocated and utilized properly. • The barangay has no development plan on children • BCPC with basic or progressive level of functionality (not functional) • Low investment on programs concerning children • Weak implementation of Local ordinances, no system of monitoring • Absence of community-based organizations on children
