On January 30, 2024, the Economic Advisory Council to the Prime Minister of India proposed a

'Complex Adaptive System Framework' for regulating AI, outlining five key principles:

1. Establishing clear boundaries to control AI behaviors, including creating partitions within AI


models to prevent major failures.

2. Requiring manual interventions and authorization points in critical infrastructure to allow


human control without hindering automation.

3. Ensuring transparency through open licensing of core algorithms, AI fact sheets, and regular
audits.

4. Defining liability protocols to hold parties responsible for AI malfunctions.

5. Establishing a specialized regulator and a national algorithm registry to enforce compliance


and foster AI innovation.
