1. About “WBJEE-2016”
WBJEE-2016 is the Entrance Test for admission to different degree level
Engineering /Technology /Architecture / Pharmacy and Medical/Dental
courses in the Universities, Govt. Colleges and Self-financing Institutes of
the state of West Bengal for the academic session 2016 -17.

WBJEE-2016 will consist of 3 (three) papers:


i) Biological Sciences (150 marks)
ii) Physics & Chemistry (100 marks) and
iii) Mathematics (100 marks).

2. Schedule of Examination
WBJEE-2016 will be conducted as per the schedule given below:

Late start of the examination due to unavoidable reasons


In the event of unforeseen circumstances, a delayed start of examination
may be allowed up to a maximum of 15 minutes. The matter should
immediately be intimated to the Board/Control Room and extra time to the
extent of time lost should be allowed.

There are three different options for a student while appearing in WBJEEM-2016 as stated
below:

3. SEATING ARRANGEMENT
The guidelines for preparing the seating plan of the examination are as given below:
i) The seating capacity of each Examination Room should be a multiple of 4, preferably
20 candidates. Provision must be made in the last room for extra seats for any
additional candidates, who may come from other centres (transfer candidates).
ii) At least a distance of 3 feet between two candidates seated in the same row (side-by-
side) MUST be maintained. The pre-printed Roll Number stickers of the candidates
(supplied by the Board) should be pasted on the benches/desks in the Examination
Rooms, according to the plan shown. In the figure, ‘R’ indicates the starting Roll No. in
the room. Seating arrangement should be in increasing order of Roll Numbers starting
from the first seat at ‘R’.

Note: The number of seats in all columns should be the same, either even or odd.
A chart showing the Roll Nos. should be pasted in front of each room / hall showing the
allotment of candidates in that room / hall. Display the overall room-wise seating plan
showing range of Roll Nos. prominently at the Entrance and other prominent places of the
centre to guide the candidates.

Seats for candidates suffering from infectious diseases
No candidate suffering from an infectious disease such as chicken pox,
mumps etc. should be allowed to sit in the same room with other
candidates. If such a case is reported, seating arrangement in a separate
room/hall is to be made. The answer-sheets of such candidates should be
disinfected properly before packing.

5. ACTIVITIES IN THE DAYS OF EXAMINATION


Pre-Examination Activities: The Centre-in-Charge and the entire team
manning the centre must arrive at the Centre at 7.00 am. The Board
Representatives and the Observer are also required to reach the Centre at
7:30 am, physically inspect arrangements pertaining to display boards,
seating arrangements, stickers of roll nos. on desks, control room, toilets,
drinking water, security at the entry points, signboards and helpers, before
beginning the operations for the day.
The Centre-in-Charge should positively arrange for collection of the steel
trunk (s) containing the confidential packets from the local police station on
the date of examination between 7.00 a.m. and 7.30 a.m. personally. The
trunks must reach the centre by 8:00 am. In case of unavoidable
circumstances, the Centre-in-Charge may, however, authorize the Additional
Centre-in-Charge or a responsible person duly attesting his/her signature
along with the letter of authority issued from the Board to perform the said
work.

The Centre-in-Charge must ensure strict punctuality in the following
operations. All concerned – the invigilators, Board observer and
representatives – must adhere to this schedule for all the operations.

6. IMPORTANT GUIDELINES

No candidate will be allowed to enter into the examination hall beyond the
scheduled time of commencement of the Examination (at 9:00 AM, 12:45 PM
and 3:30 PM for each session respectively).

No candidates will be allowed to enter into the venue without a valid WBJEEB Admit
Card along with Aadhaar Card / Pan Card / Passport / School ID Card in original.

Candidates must bring a copy of the colour photograph same as the one
uploaded during online application.

Carrying of wrist watch or clock of any type by the candidate is strictly prohibited
in the examination hall. Wall clock will be provided in each examination hall. Board
observer should verify whether wall clock is provided in each examination room of
the centre.

‘Frisking’ may be carried out for checking of prohibited objects in the examination
hall.

No candidate should be allowed to sit for the Test in a venue other than the
allotted one on the day of examination under any circumstances..
Candidates are not allowed to carry calculator, docu-pen, log table,
communication devices like mobile phones or any other electronic gadget in
on or off mode . Candidates found with any such items will be reported against
and his / her candidature will be cancelled.

Invigilators are not allowed to carry mobile phones or any type of electronic gadget
inside the examination halls. Invigilators and other local office bearers must
switch off their mobile phones during the time of examination duty.

The prohibition of mobile phone usage by invigilators should be strictly


ensured by the Centre-in-Charge.

Candidates are not allowed to use white fluid on the OMR sheet. Invigilators have to
countersign any correction (as described in Revised instruction for Invigilators,
annexure-A) of verification data on the OMR sheet.

Subject teacher should not be allotted invigilation duty in the corresponding


session.

The candidates should be duly intimated that rough work may be done in
the space provided within the Question Booklets.

Candidates must use Black / Blue ball-point pen


i) for writing particulars of the candidates as specified in the OMR Sheet
and putting signature and writing Question Booklet No. on the OMR
sheet and Photo Attendance Sheet.
ii) filling in the Bubbles in the OMR Sheet.
The Question Booklets have an OMR sheet inserted inside with a
small portion of the OMR sheet projecting out for an easy slide out when
required. The Question Booklets have two paper seals on the right edge.
Students will receive the Question Booklets following the schedule given in
the Table in Section 5. At that instant, they are allowed to only slide out the
OMR sheet without opening the seals in the booklet. Booklet seals can only
be broken when the examination begins as announced by the invigilator.
Any attempt to break the seal before this instant is strictly prohibited.
At the centre, Bell / Buzzer / Hooter should be sounded only at the
beginning and end of the examination in each session: i.e., 09.00 a.m. and
11.30 a.m. (1st session) and 12:45 p.m and 02:45 p.m. (2nd session) and
03:30 p.m. and 05:30 p.m. (3rd session) on 17.05.2015. No other bells
should be sounded during the examination.
Entry to centre premises should be restricted to bona fide candidates
and officials on duty only. Guardians must not be allowed to enter the
centre premises under any circumstances. Entry gates to the examination
area should be closed after the examination begins. No candidate is allowed
(i) to enter the examination rooms after closing the entry gates and (ii) to
leave the examination rooms before the formal closing of the examination in
a given session.
Exceptional cases of emergency, e.g. medical emergency, can be
decided by the Centre-in-Charge in consultation with the Board Observer. In
such cases, the candidate may be allowed to leave the centre, but before
leaving the candidate has to hand over the OMR, Question Booklet,
Admit Card, etc to the Centre-in-Charge. In case the candidate needs the
Question Booklet and Admit Card, he / she may be asked to collect the
same after the examination is over for that session.

Start distributing the Question Booklets in the examination rooms


exactly 15 minutes before the start of the examination in a session (as
shown in the Table in Section 5). Candidates can start reading instructions
and filling personal particulars on the right hand side of the OMR without
opening the seal of the question paper. Question Booklets should be placed
on all desks (against a Roll No. sticker) irrespective of whether the candidate
is present or not. Collect the unopened question booklets from
absentees' desks after 10 minutes of the beginning of examination.
Invigilators should read out the announcements for the candidates in
the examination room just 10 Minutes before the start of each session.
Candidates can open the seal and start answering the questions by
bubbling in appropriate places of the OMR using a Black / Blue ball-point
pen at 09:00 a.m, 12:45 p.m and 03:30 p.m., respectively, for the three
sessions on 17.05.2016.
Invigilators should begin to check the identity of candidates and
record attendance on the Photo Attendance Sheet after 10 minutes from the
start of each session. Invigilators should check the candidate’s appearance
against the photograph, and the signature and the details filled by the
candidate on the OMR against the respective entries on the Photo
Attendance Sheet (that they have from the Centre-in-Charge) and the Admit
Card as well. Left thumb impression of candidate must be captured
during Physics-Chemistry examinations.
In case candidate commits any error while filling up their personal
information on OMR sheet, no attempt should be made to erase or overwrite
using whitener on the OMR sheet. They should be advised to strikeout the
wrong information and clearly rewrite the information. After countersigning
any correction on the OMR (if required), the invigilators should sign on the
OMR Sheet in the designated space.
Once recording of attendance is completed, Invigilators should
bubble “P” for candidates PRESENT and “A” for the ABSENTEES on the
designated location on the attendance sheet. They have to put total no of
candidates absent in each sheet of the roll list using BLUE/BLACK ink.
They should then sign the Photo Attendance Sheet and hand over these
along with the unused Question Booklets and other material to the office of
the Centre-in-Charge, after tallying these with the number of absentees.
On completion of each session of examination, the Invigilators should
collect the OMRs, count them and tally their number with the number of
candidates present, before allowing the candidates to leave the examination
room. The candidates are allowed to take their Question Booklets with them.
The Invigilators should then arrange the OMR sheets in the ascending order
of Roll Numbers, and hand them over to the Centre-in-Charge immediately.
Instructions on question booklets and OMR are complete and self-
explanatory. No Invigilator, Centre-in-Charge or any member of his/her
team, Board Observer(s) or Representative(s) should give any interpretation
of the instructions to candidates under any circumstances.

Post-Examination Operations

The number of unused Question Booklets should be tallied against number


of absentees as soon as this information arrives from the examination halls
during the examination. The number of absentees would be available from
the Photo Attendance Sheet. The OMRs are then arranged in packets of 200
registered candidates (e.g. for a range of Roll Nos. covering 200 candidates of
which 5 are absent, there will be 195 OMRs in the corresponding packet).
This means that each packet may contain any number of OMRs ranging
from zero to hundred. These should be packed in subject-specific envelopes
provided by the Board. OMRs of Transfer Cases and Candidates using
Unfair Means should be packed in separate subject specific envelopes. All
packets must be sealed with signatures of Centre-in-Charge and Board
Observer, in the presence of 2 Invigilators At the end of each session, these
packets of used OMRs and unused materials must be placed in a trunk and
locked securely, and the keys should be retained by the Centre-in-Charge.
It is specifically requested that no copies of Question Booklet or OMR
be retained by the Centres.

7. DUTIES & RESPONSIBILITIES OF CENTRE-IN-CHARGE


Centre-in-Charge is the most responsible person in the examination system
for smooth, orderly and methodical conduct of examination without
malpractice of any kind. Of course, Observers and Board Representative(s)
will always be available to assist the Centre-in-Charge in the process and for
sorting out any problem that may arise during the conduct of the
examination.

8. Examination Area and Rooms


The examination area must be secure and should have only one entry gate
open on the examination day(s). Arrangements must be made for security
during the examination with the help of local police. The rooms must be
well-ventilated and well-lit, with good quality furniture. The examination
rooms and control room should not be far apart, and all rooms should
preferably be in one building. Facilities for toilet and drinking water must be
available in the examination area. Operations for cleaning and rearranging
seats and placing roll number stickers must begin sufficiently in advance,
and completed in any case by evening of the day before the examination.
For any malpractice/breach of discipline/flouting of norms by any
examinee proper action must be taken immediately on detection and this
must be mentioned in the report of the Centre-in-Charge.
9. Receiving and packaging of material at the end of each session of
examination
On completion of examination of each session, the Centre-in-Charge must
receive the following items from the invigilators:
 Used OMR Sheets
 Unused Question Booklets not issued to the candidates
 Photo Attendance Sheets duly signed by the examinees with the
respective Question Booklet numbers etc. written in proper place
 Attendance Sheet of transfer candidates, if any, duly signed by the
examinees with the respective Question Booklet numbers etc. written
in proper place
 Report of malpractice, if any, in the hall for that session.
After every session:
 Arrange the OMRs subject-wise maintaining the seriality of the Roll
Nos. of the same. Put them in subject specific envelopes supplied by
the Board and seal them. Fill in the details, as printed on the
envelope. The Centre-in-Charge and the Board Observer(s)/Board
Representative(s) should put their signatures on all sealed
envelopes.
 Pack unused Question Booklets with brown paper received from the
Board. Write the subject name on the brown paper packet.
 Missing OMR Sheets (if any) should be reported to the local police
station and that report should be sent to the Board along with a
receipt copy of the report sent to the police station.
 After one session is complete, preparations for next session must be
made immediately so that the next session may take off in time.
In Packaging at the end of the third session.
 Put the Photo Attendance Sheets in the white envelope with
“Attendance Report” stamped on it.
 In the four-fold file provided by the Board, put the following items:
 Report of Centre-in-Charge based on the reporting by the
Invigilators
 Report of malpractice, if any and
 Centre Expenses Bill
 Remuneration Bill and T.A. Bill by Board Observer(s)
 Remuneration Bill and T.A. Bill by Board Representatives
 Generator Bill with details bank a/c of vendor/payee to whom
payment has to be made, duly signed by the centre-in-charge.
 Bill for wall clock with seat plan (e.g. Room No-1: 32 students,
Room No. -2: 40 students,.....), duly signed by the centre-in-
charge, verified by Board Observer.
Tick the items printed on the sticker (refer to Annexure III) pasted on
the top flap of the file accordingly. The Centre-in-Charge has to put
his/her signature on the same.
 Put all used OMR envelopes, “Photo Attendance Report” and the four-
fold file in the trunk for first test and paste the “Confidential Material”
sticker on the top lid of the trunk. Mark the checkbox in the sticker
against items put into the trunk. The Centre-in-Charge and the
Board Observer(s)/Board Representative(s) should put their
signatures on all sealed envelopes. ( In case the centre received
more than one trunk for First test, use only one trunk for the said
purpose and paste the sticker accordingly)
 Other miscellaneous materials should be kept in separately inside
other trunk(s).
The packing and sealing of confidential materials should be done separately
on completion of each session of examination while packing care should be
given to the aspect that the used OMR sheets are being packed properly
maintaining serials of the Roll Numbers before sealing.
 Since collection of the sealed trunk(s) containing examination
materials after examination for Local Centres (Kolkata/Howrah and
other nearby centres) would be made by the Board Representatives,
the Centre-in-Charge is requested to hand over the aforesaid Trunk(s)
with key in sealed condition along with one copy of filled in challan to
the Board Representative(s) as early as possible to facilitate bringing
the same to the Local Collection centre/ Board's Office immediately on
the same day.
 The sealed trunks in case of other centres of examinations should be
kept in the local Police station for collection by the Board staff.

10. IMPORTANT INSTRUCTIONS AND GUIDELINES FOR BOARD OBSERVERS

a) The The Board Observer is required to reach the Examination Centre at


7:30 am on 17.05.2016(where three sessions are applicable) or 11.15 a.m
on 17.05.2016(where two sessions are applicable) They have to physically
inspect arrangements pertaining to display boards, seating
arrangements, stickers of roll nos. on desks, control room, toilets,
drinking water, security at the entry points, signboards and helpers,
before beginning the operations for the day. He/she will show his/her
appointment letter and photo ID card to the concerned Centre-in-Charge
as his/her introduction and identity.

b) The Board Observer(s) with support from the Board Representative(s) is


required to hold a meeting with the entire centre team (where presence of
each Invigilator is mandatory) as per following schedule
17.05.2016 : starting at 7:40 a.m.(where three sessions are applicable)
17.05.2016 : starting at 11:25 a.m. (where two session is applicable)
(The meeting duration should not exceed 20 minutes)
All guidelines and regulations are to be clarified and discussed during
this meeting.
c) He/She will visit the examination halls of the centre as many times as
possible for preparing a report regarding the conduction of the
examination.
d) The Observer should remind the Invigilators regarding the fact that
before putting their signature on the specified places they should verify
as to whether each candidate has written Question Booklet No. on the
OMR Sheet and Attendance Sheet. The matter should be taken seriously.
e) The Observer should also note that the candidates can do the rough work
in the space provided within the Question Booklet.
f) If the Observer finds any violation of examination norms, he/she will
draw the attention of the concerned Centre-in-Charge and inform Board
Office/nearby Control Room immediately.
g) The Observer should extend his/her co-operation to the Centre-in-
Charge for smooth and peaceful conduction of the examination as per
guidelines suggested by the Board.
h) The Observer should note that instructions have been given to the
Centre-in-Charge to the invigilators to arrange for the use OMR sheets
subject-wise maintaining category-wise seriality of the Roll nos. and then
pack them in subject specified envelops. The envelop tops are properly
filled up by the centre-in-charge and signed by relevant authorities as
printed on it.
 Photo Attendance Sheets are properly packed in designated envelope.
 Unused Question Booklets are returned to the Board and not retained
by the Centre.
 All confidential post-examination materials are packed, sealed and
the ‘Confidential materials’ printed poster be pasted on it in the
Biological Sciences Trunk (where three sessions are applicable) and
Physics-Chemistry Trunks (where two sessions are applicable).
i) Observers should kindly see that proper attention has been given to
identify the cases of impersonations (if any) and when detected proper
action has been taken immediately.
j) The Observer will guide the Centre-in-Charge and the Board
Representative in resolving any dispute with regard to conduction of the
examination.
k) The Observer should note that for local centres, (i.e. centres located in
Kolkata and Howrah or nearby), Board Representative will take the
responsibility of carrying the sealed trunk(s) containing all sealed
packets either to the local collection centre or to the Board Office
by Taxi after completion of the day's examination.

l) For other remaining centres sealed trunk(s) containing sealed


packets are to be kept in the local police station for collection by
Board Staff member

m) The Observer is required to submit a feedback report on the centre


elaborating on the points as per proforma given below within 7 days from
the date of examination.

10.1 REMUNERATION & TA/DA RULES FOR OBSERVERS

Remuneration INR 2,200.00

 For Kolkata and Howrah and nearby area within 8 Km of place of residence
(Where there is no necessity for night halt) : INR 1,000 (consolidated) per day

 For other locations : INR1500 (consolidated) per day

Note :

o No contingent expenses for personal luggage will be borne by the Board.


o Claim for Extra / Additional T.A., D.A., Conveyance etc. other than the
above are not permissible. Claim for remuneration and TA/DA as per above
rate will have to be made in the prescribed Proforma Bill enclosed with the
Appointment Letter.

11. GUIDELINES FOR BOARD REPRESENTATIVES

a) The Board Representatives are required to reach the Centre at 7:30 am


on 17.05.2016(where three sessions are applicable) or 11.15 a.m on
17.05.2016(where two sessions are applicable) He/she will show his/her
appointment letter and photo ID card to the concerned Centre-in-Charge as his/her
introduction and identity.
b) For better coordination and smooth conduction of the examination, it is mandatory
that :
i) The Board Observer(s) with support from the Board Representative(s) is required
to hold a meeting with the entire centre team (where presence of each Invigilator is
mandatory) as per following schedule
17.05.2016 : starting at 7:40 a.m.(where three sessions are applicable)
17.05.2016 : starting at 11:25 a.m. (where two session is applicable)
(The meeting duration should not exceed 20 minutes)
All guidelines and regulations are to be clarified and discussed during this meeting.
ii) He/she should be conversant with the instructions given to the Invigilators and to
the candidates.

iii)He/she should have a general understanding of MCQ type examination.


iv)Board Representatives must be present at the time of packing of confidential
papers after collection from the halls (even in interval between two sessions of
examination), and also must be present during distribution of Question Booklets & OMR
Sheets before the commencement of examination in each session. During packing &
sealing of used OMR Sheets, category-wise seriality in respect of Roll No. should be
maintained carefully.

c) The Board Representative must ensure that


i) Adequate precautions are taken by the Centre-in-Charge in carrying the
Question Booklets & OMR Sheets from distribution centre/office to the
examination halls.
ii) Question Booklets and OMR Sheets are distributed in the examination halls
without breaking the seriality in which they are packed before the
commencement of examination in each session.
iii) The paper seal on the Question Booklet is not opened by the candidate before
the commencement of examination in each session.
iv) The Question Booklets are not retained or duplicated in any form by any
person. Only candidates are allowed to retain the question booklet at the end
of the examination.
v) The identities of candidates with downloaded version of Admit Card are
thoroughly verified if any confusion is arisen. The Photo Attendance Sheet
should be used for ascertaining the identity of aforesaid candidates. In case of
any doubt the same may verified against the candidate’s information provided
in a CD available with the Centre-in-charge.
vi) Invigilators and other personnel involved in examination process do not
possess/use mobile phones during examination.
vii) All the used OMR Sheets are handed over to the Invigilators by the examinees
just after the completion of the examination of each paper and the examinees
are not allowed to leave the examination hall till the total count of the said
OMR Sheets is found to be OK. The candidates may take the question booklet
with them.
d) On proper verification, the Board Representatives have to prepare one copy of subject-
wise and type-wise "Consolidated Absentee Statement" of the candidates in the
prescribed proforma to be obtained from the Centre-in-Charge of the examination
centre and to hand over the same to him in the specified envelop (provided for the
purpose) duly sealed .
e) Envelopes containing Consolidated Absentee Statement, Descriptive Rolls, Attendance
Sheets (duly signed by the examinees), Report of the Centre-in-Charge, Report of
malpractice (if any) and Centre Expenses Bill are to be put in the Four-fold file.
Other miscellaneous materials should be kept separately inside the trunk(s). All
packets are to be made using the envelopes supplied by the Board.

f) The Board Representatives deputed to local centres in Howrah, Kolkata and


surrounding area are requested to bring the sealed trunk(s)(with trunk key in
sealed envelope) containing all such packets back either to the local collection
centre or to the Office of the Board immediately on completion of the day’s
examination by hired transport. For other centres, sealed trunk(s) containing all
sealed packets are to be kept in safe custody of the nearest Police Station for
collection by Board Staff.

g) Filled in remuneration bill, along with the bill for TA/DA should be submitted to the
Board Office for arranging payment.

11.1 REMUNERATION & TA / DA RULES FOR BOARD REPRESENTATIVES

Remuneration INR 1400.00

TA/DA :
 For Kolkata and Howrah and nearby area within 8 Km. of place of residence
(Where there is no necessity for night halt) : INR 750.00 (consolidated) per day

 For other locations : INR1000.00 (consolidated) per day

Note :

o No contingent expenses for personal luggage will be borne by the Board.

o Claim for Extra / Additional T.A., D.A., Conveyance etc. other than the
above are not permissible. Claim for remuneration and TA/DA as per above
rate will have to be made in the prescribed Proforma Bill enclosed with the
Appointment Letter.

 Each examination centre will be provided with one CD containing the


detailed information regarding the candidates allotted to that centre. In
case of any confusion regarding a candidate, his/her detailed information
may be obtained from the concerned CD by entering his/her Roll Number
in order to take appropriate decision in the matter.

13. UNFAIR MEANS - PROCEDURE TO BE FOLLOWED

The Centre-in-Charge should prepare a report of the unfair means resorted


to by the candidate with his/her statement along with the statement of the
Invigilators mentioning the time of detection of unfair means in his/her
report. If the candidate refuses to give statement he/she should not be
forced to do so. The fact of his/her refusal should be recorded by the
Invigilator(s) on duty at the time of occurrence and attested by the Centre-
in-Charge.
The concerned OMR Sheets should be packed separately along with a copy
of the report in a subject specific envelope and should be marked as "R.A.
Case". The packet should then be tied with packet containing used OMR
Sheets of other candidates in that subject.
Procedure to be followed in case of smuggling out of the OMR Sheet
In case a candidate has smuggled out the OMR Sheet, the Centre-in-Charge
should immediately call for the candidate directly or through any source and
try to procure the OMR Sheet. If the efforts fail, the matter should be
reported to the local Police Station and a copy of the FIR should be sent to
the Board along with the report of the Centre-in-Charge in this regard and
the statement of the Invigilators concerned.
Procedure to be followed in case of impersonation
In case of impersonation, the candidate found to be impersonating should
be handed over to the police and a detailed report in the matter should be
sent to the Board.
