A uniform standard of marking by examiners is highly desirable to minimise subjectivity. Examiners ate requested to observe the guidelines and marking scheme. Introduction: Aim of the practical test is to ensure that the trainees possess basic skills for commencing, life on board as a Trainee (as am assistant - Support Level). 2.1 Follow instru 2.2. Please maintain the pace such that examination is conducted in professional way and completed as per the guidelines 33° If you find ihe factities at the institute are not conducive for conducting practical examination, please contact Examination Coordinator immediately and seck guidance for further action. Make specific record of any deficiency in the ‘equipment, lay out or arrangements for examiners. 3.4 Each trainee has been provided with a “Pre-sea Training Practical Record Book’, ‘Tasks to be completed have been identified as Essential (E), Desirable (D) and Journal writing (J). A traince is expected to be proficient at all tasks listed as Essential’. The trainee is also, expected that s"he has maintained the Journal well by writing the tasks shown “I” in the Practical Record Book. The record book ‘along With the Joumal has to be completed by cach traince and also, has to be endorsed by the instructors for each task/sub-task-and at the end to be certified Jointly by the instructor-in-charge, course-in-charge and the head of the institute, ‘Note: Each examiner aéeds to inspect the entries in the Practical Record Book and Journal, put the marks in the sheet and provide a statement for the same by signing the statement form and hand over it to the examination co-ordinator. 3.5 Trainees need to be assessed as per the structure given in the marks sheets shown later. The examiner cen expand the scope of test after ensuring the minimum level and award marks accordingly. 3.6 Allow time for collating marks in a summary sheet and having closing meeting with the course in-charge or Head of the institute, Please refrain from getting involved int any arguments, or unrelated discussions. On arrival at the institute, all examiners must hiave a comimon meeting with the ‘course in-charge’ and view the arrangements for practical and oral fest, and observe condition of the equipment and facilities. Assess suitability of the equipment and the area allocated for practical examination. Safety factors to be given utmost importance. Examiners can ‘ask the institute to make changes to ensure safety and to facilitate conduct of ‘examination. 2. Deficiencies, if any, related to safety aspects, quality of equipment, tools, machines, and ‘material needs to be brought to the attention of the ‘course in-charge” and noted. 3 The logistics for conducting practical test and orals needs to be worked out with the training in-charge at the institute and with co-examiners. Conduct of Practical Test: A From the given list of tasks for practical test, assign tasks to trainees and clarify expected results, and time allowed. 2. Observe performance of trainee while he is performing the task. Monitor procedure, and the end result giving attention to safe working practices adopted by the trainee, 3. Marks to be awarded on the basis of task performed keeping in view the procedures followed, end product, and time taken. (see sample of marks sheet attached) 4 Maintain objectivity in awarding marks. 5 Should a trainee’s performance be unsatisfactory — record your observation with ‘comments. Please bring it'to the attention of course in-charge/upervisor at the institute. 5 Do look st the ‘Practical Training Record Baok and Journal’ of the candidate and verify randomly few tasks whether the particular task has been done by the trainee from his/her munaing diary / samples. 7 A confidential report in the given format on the facttities at the institute needs to be completed by each examiner. Should there be two or more examiness for GSK or MEK a ‘common report needs to be prepared in consultation with each other. 8 On completion of practical / oral examination, each examiner will fll up (practical Joral / journal examiner's report) 9 All examiners shall have a closing meeting at the institite and recommend changes for improvements in the training anc fatilitis, 10 fin case of siny ‘out of pocket’ expense for travel and aspects related to the examinations, the claim should be submitted to the Examination Coordinator. The pass marks for Practical, Oral and Journal combined is 60 %, Examiners are advised to refrain from being compassionate and awarding marks at the border line or just pass marks. Examiners are advised not to be carried away by the stories of the candidates or staff of the institute about practices in the past. Please apply professional judgement, and be unbiased. 6. List of tasks for GSK Practical Test AAs far as possible, all the equipment for practical examination should be. brought to one place, preferably near the mast, so that the examiner can examine 5/6 trainees at the same time. This would help the examiner to save time and at the same time examine the trainee in more tasks. Before commencing the practical test, please ensure safety aspects of each of the equipment for the tasks to be cerried out by the traines. Equipment and arrangements should be near similar to that found on board. Major defects should be brought to the attention of the Course In-charge / Head of the insiitute. If the defects can be seadily rectified, commencement of practical test can be delayed. However, if the examiner/s finds that the equipment is insufficient and inappropriate, the practical test may be called off. Examiners may continue and complete oral test, and report ‘he matters to the Examination Coordinator for directives. 1. Climb the mast up and down safely (5-6 rungs) ‘Trainee must be able to use the safety harness while climbing up and down the mast and demonstrate proper procedure. 2. Prepare and throw a heaving line toa distance of at least 20 meters. (Not more than three attempts). Recognition of Buoys (ALA) “Traince must be able to recognize 3 to 4 lateral, cardinal and special buoys and state the side safe to pass. : 4. Rig a “Bosun’s chair” and self-lower /self-hoist ‘Trainee should be able to self-lower and self hoist along with his bucket containing paint, brushes, tools, & cotton waste with confidence and without fear Rig a Stage for painting shipside Before allocating tasks, please ensure the condition of equipment noting the following (Plank of wood are of correct length and width, not chipped. / Ropes in good condition / life.jacket is available and will be wom by the trainee/ Coolie ladder is provided to go from stage to deck and viee versa/ provision of paint bucket containing tools, brushes, Paints & cotton waste with a lowering lins. Trainees are to be wearing safety shoe, helmet & gloves. Rig a Pilot Ladder Please ensure condition of Pilot Ladder with respect to — Ropes, Steps, Man-ropes provided, and provision of step-ladders, lifebuoy, and heaving-line, rubber steps at the lower end. Arrangement of light as it should be on board. Rig scaffolding fo work at a height ‘Trainees must be able to assemble the scaffolding, test and climb up fo few meters of height. Preparation of Work Permit for the task must be emphasized. 8. Making fast ropes and wires on Bollards. Use of Rope and chain stoppers and Making fast Mooring ropes on Bollards. Most of trainees know the purposs of the stoppers, but lack the proficiency in its use. Whippings / Seizing Trainees shall demonstrate the skill of making whipping / seizing and explain its Purpose. 13. Splicing ropes and wires as appropriate ‘Trainees shall demonstrate splicing of rope by taking few tucks. 14, Reeve 3-fold and 2-fold purchase. Sulficient number of blocks and ropes should be available, so that two or three trainees ‘can be examined at the same time 15, Taking soundings with sounding rod, sounding tapes. ‘Trainees shall demonstrate the correct way of sounding tanks. 16. Lifting of weight correctly, “Trainees shall demonstrate the correct way of lifting weight. GSK Oral and Journal Guidelines - GP Rating These guidelines have becn created with the intention that all csaminers follow a common approach to maintain similar standard at all institutes across the country. ‘A common complaint from the industry is that our rating lack practical skills, safety consciousness, physical capability and attitude for hard work ‘The oral test is now, part of the practical test. The trainee is to be tested orally of hisfher knowledge mainly on planning and safe working practices to be observed for carrying out the practical task. Examiners must appreciate that trainees have no exposure for operating machinery, and are not ‘expected to be operating machinery independently for a considerable time to come. Its also, to be ome in mind that the trainee will join ships after his/her pre-sea. training wherein she/he will be subjected to more hands on practice. Basie Approach: Be polite, but firm: Put the candidate at ease, ‘Start with one or two simple questions on planning to carry out the task ‘Use question bank as a guide. Do ask the same questions. So that trainees do not get the trend of an examiner. Use simple terms and language both parties understand, Encouraging the trainee to answer in English, ifs/e attempts to do so. Speak slowly and allow time for the candidate to comprehend. 7 You would need 15-20 minutes to judge the candidate's tevels of learning. (Approach ‘what he knows’ rather ‘what he does not know’). 8 Questions related to Basic Safety must bear importance and least compassion for ignorance. 9 Bach candidate is supposed to have visited a ship/dock. Its expected that the trainee will not be ignorant about his concept on ships. OU RW ‘The logistics for practical and orals for MEK and GSK need to be worked out between the ‘examiners, and the coordinator st the institute, and in consultation with Examination Coordinator if necessary, Marking and recording of mark: Marks for Practical and Oral need to be recorded separately. Practical examination carries 100 tiiarks and the Oral examination 50, 25 marks for Practical Record Book (GSK) and Journal (GSK) are included in the Oral sheet. However, these have o be transferred finally into the Summary Sheet, The examiners need to be objective in reaching a consensus on the capability of the ‘candidate. Ifa candidate has done marginally Jow in one area but scored well in other area you may call the candidate once again to reach a conclusion.
