Republie of the Philippines Department of Health Central Luzon Center for Health Development July 12, 2023 ADVISORY To 7 All Concerned Heads, Human Resource Management Officers, Authorized Personnel who manages the Health Emergency Allowance Processing System (HEAPS) account of different Health Facilities FROM : CORAZON#V FLORES, MD, MPH, CESO IV OIC-Direet6r [V UBJECT : COVID-19 Risk Exposure Classification (CREC) of Health Care Workers (HCWs) and Non-HCWs and the Status of Approval of CREC Reports and Health Emergency Allowance (HEA) Reports To address the different issues and concerns that this office continuously receives especially on the status of HEA disbursement of the different health facilities, we would like to reiterate the following provisions: 1, Administrative Order No. 2022-0039 or the Supplemental Guidelines on the Grant of Health Emergency Allowance to Eligible Public and Private HCWs and Non-HCW during COVID-19 Pandemic pursuant to the Implementing Rules and Regulations of Republic Act No. 11712 under Section G.2, the LGU-Owned and Private Health Facilities shall submit monthly COVID-19 Risk Exposure Classification (CREC) using templates prescribed by the DOH and the report shall entail the list of eligible HCWs and non- HCWs, respective positions, COVID-19 risk exposure classification and the number of hours physically present for work. 2, The CREC Report of the health facility for its eligible HCWs and non-HCWs shall: + Follow the issued Administrative Order (AO) No. 2022-0001-A or the Amendment to AO No. 2022-0001 entitled “Guidelines for COVID-19 Risk Exposure Classification of Healthcare Workers; * Be submitted with attached Attestation Form signed by the Head of the Facility acknowledging the authenticity and correctness of the CREC Report through the new processing system based on Department Memorandum No. 2022-0390 or the Implementation of the Health Emergency Allowance Processing System (HEAPS) ‘for the Grant of Health Emergency Allowance (HEA) for Eligible Public and Private Health Care Workers (HCWs) and non-HCWs. ‘Malaga St, Dosdado Macapagal Goverment Cente, Bray. HEA Processing System (HEAPS) shall serve as the official platform in automating the entire process for the grant of HEA and only the authorized personnel of the facility with a registered account in HEAPS can submit the COVID-19 Risk Exposure Classification (CREC) Report of its eligible HCWs and non-HCWs through the system for the processing and approval of HEA based on Department Memorandum No. 2022-0390 or the Implementation of the Health Emergency Allowance Processing System (HEAPS) for the Grant of Health Emergency Allowance (HEA) for Eligible Public and Private Healih Care Workers (HCWs) and non-HCWs. Given the above mentioned stipulations, it is the responsibility of the health facility to properly risk classify its HCWs and non-HCWs of their COVID-19 exposure and reflect the correct number of hours an HCW or non-HCW physically rendered his/her service prior to submitting their CREC report to the HEAPS. The risk classification and the number of hours reflected in the CREC Report submitted will be the basis of the HEAPS of its computation on the amount of HEA that the HCWs and non-HCWs of the health facility will be receiving, In addition, the following shall be communicated/ discussed with the HCWs and non-HCWs of the health facility: 1. COVID-19 Risk Exposure Classification per month; 2. Status of approval CREC Report Submissions; 3.
