Firstly Dr. Bhimashankar S. Guled , Superintendent of Police,
Belagavi District, had welcomed me to the meeting accordingly all
the persons presented crime review Report bowed the standing
ovation and welcomed me with all the respect, thereafter the
officer's presented in the meeting had introduced themselves.
Thereafter the police inspector General Belagavi has given detailed
information regarding the boundaries of Belagavi District areas and
5 sub divisions of Belagavi District, 8 circles, 14 P. I. Police stations
and 21 P.S.I police stations.
On perusal of the information provided by the Inspector
General Belagavi District I have made out the following points.
1. ACTION AND CONTROL OVER ROWDYISM IN
THE DISTRICT.

There are total 715 rowdy people in Belagavi district, among


these rowdy people 521 are general rowdy and 194 are communal
rowdy. Out of these rowdies, 521 people have been taken under
precautionary measures, 194 people are pending PAR, out of which
48 rowdies are in custody and 07 rowdies are absconded, out of
which 233 have released on personal bail remaining 288 rowdies
are pending for bond over which is brought to my notice by the
Superintendent of Police. The deputy Superintendent was
instructed to take necessary precautionary measures against the
absconded rowdies and cover up and form a sub-divisional team to
search the absconded rowdies

2. ACTION TAKEN UNDER GOONDA ACT AND


EXTERNMENT.

The Superintendent of Police informed that, in the year 2023


only 01 action was taken under the Goonda Act in the district of
Belagavi, which was an action against the rowdy under the
Goonda Act within the jurisdiction of Muragoda Police Station of
Ramadurga Sub-Division, and in this regard, it was suggested to
take action under the Goonda Act one by one from the 05 sub-
divisions of the district. It was also informed that if action is taken
under the Goonda act, the rest of the rowdy people in the society
will be in threat and people will live peacefully in the society.
Accordingly, the issue of deportation has been discussed and
total of 60 motions have been submitted so far, out of which a final
order has been passed in 34 motions and 8 motions have been
rejected. Also, there is a stay order from the Hon’ble court for 07
proposals. The Superintendent has informed that 04 appeals have
been filed and 07 matters are for inquiry.

Regarding this matter, I have immediately informed deputy


Superintendent regarding the stay order and in such stay order
actions to be taken to vacate stay and also the appeal and its
inquiry stages have been discussed with the revenue department
assistant commissioner to pass final order on this regard

3. ACTION TAKEN UNDER PREVENTIVE SECTIONS.

A total of 1636 P.A.R. have been issued under the Preventive


Measures Act in the year 2023 in Belagavi district. The
Superintendent of Police said that action has been taken against
6271 accused, bond over against 4568 people and 1703 are
pending for bond over

4. ACTION TAKEN AGAINST NARCOTICS.

In the last 03 years in Belagavi district, N.D.P.S. of cases


registered under the Act, 28 cases have been registered in 2021,
out of which 43 people have taken action against the accused,
total 205 kg. Narcotics are seized. Accordingly, 62 cases have
been registered in year 2022, out of which 84 people have taken
action against the accused, total 798 kg. Narcotics are seized. In the
year 2023 40 cases were registered, of which 53 people were
prosecuted, and a total of 168 kg. Superintendent of Police said
that, drugs will be seized. Belagavi district is bordered by
Maharashtra and Goa states and it was directed to check the inter-
state drug dealers and take action against the accused. The cases
registered in the last 03 years were compared and less cases
were registered in the year 2023 and the concerned deputy
superintendent was instructed to take immediate action and trace
out cases and take action. Also, "Exponentry rise in the society
are increasing immediately as the graph is increasing, and in view
of the future, it was instructed to take necessary precautionary
measures against drugs.

5. ACTION TAKEN AGAINST ORGANIZED CRIME

Looking at the statistics of cases registered under organized


crime like Mataka, Gambling, Illegal Liquor, Cricket Betting,
Money Lander Act in Belagavi district, it is seen that many cases
have been registered less in the year 2023, because the concerned
DSPs have registered the maximum number of cases within the
next one week in the police stations under his jurisdiction. Also
the district shares inter-state border with Goa & Maharashtra
Which is free rein to organized crime in the said states, the arrest
of not only accused & middlemen and also involved main accused
involved in the such crime will be taken in action.
6. REVIEW OF SC/ST & PREVENTION OF
ATROCITIES ACT CASES AND POCSO CASES.

A total of 28 matters for trail under SC/ST Act in Belagavi


district, out of which 19 cases are under investigation out of time
and 09 cases are under investigation. Due to 19 cases, DCRE
transferred 08 cases, 03 cases stayed by court, 01 pending
government permission and 07 cases submitted final report,
CC/summary number is pending, concerned investigation officer
should immediately take action against vacating stay and It was
suggested to get the CC/Summary number from the Hon’ble Court
and speedy disposal of the cases.

Accordingly, a total of 13 POCSO are under investigation, in


these cases, 03 cases are pending beyond the time period, 10
cases are within the time period, in the said 03 cases, the arrest of
the accused was delayed, the charge sheet was submitted to the
competent court, and the pending issue of obtaining the SC number
was informed. Prompt disposal was directed and the investigating
officers were instructed to complete the investigation within 45 days
without any delay in the cases under the above Act and submit it to
the court.

7.PENDENCY OF HEINOUS AND NON-HEINOUS


CASES. -

Among the heinous & non- heinous cases under investigation


in Belagavi district, 3120 non-felony cases are under investigation
from the year 2014 to 2023, the said Khanapur Police Station has
informed about the pending collection of documents under Crime
No:166/2020 Section:420 IPC, and the investigating officers of
the said case have been instructed to obtain and dispose off the
documents immediately & Athani Police Station Crime
No:301/2021 Section: 67 under IT Act is under investigation
regarding pending FSL report, the due date has expired, the
investigating officers are directed to get the FS. Accordingly 584
heinous crime cases are under investigation from Year- 2017
to 2023 in which Sadalga Police Station Crime No: 44/2017
Section: 353 IPC in the case of Neddar A charge sheet has
been submitted to the Hon'ble Court and the CC number is
pending, and the Hon'ble Court informed about the delay in filing
the chargesheet due to a stay order in the said case, and he was
instructed to get the CC number immediately and dispose off
it. Also appreciation was given for the management of files and
disposal of cases.

8. ACTION TAKEN TO REDUCE ROAD ACCIDENTS.

The statistics of road accident cases in Belagavi district were


observed, 584 fatal road accident cases were recorded in the year
2023, 606 people died and 1088 non-fatal road accidents
occurred, in which 2369 were injured. The figures of the last 3
years were checked and the increase in road accidents in the
current year was found in the graph. In this regard, he expressed
appreciation for the necessary steps taken to prevent road accidents
by implementing line discipline on the national highways and
instructed to pay more attention and try to reduce the number of
road accidents with the cooperation of the NHAI officer and other
concerned departments.

9. VISIT OF POLICE STATION BY SDPOs /CPIs.

All the officers of the district have regularly visit the police
stations under their jurisdiction as per the order of their superior
officer and the number of visits has been checked by the DSP and
a total of 1056 visits by the CPI and a total of 1417 by the CPI.
Station attendance diary Compulsory entry was instructed.

10. SERVICE OF BEATS ESPECIALY INTERACTION OF BEAT


CONSTABLE WITH PEOPLE.

A total of 370 beats have been divided in the district, 21,971


people have beat members in the said beats and a total of 410
beat whatsapp groups have been created for information
transmission and communication, 7503 beats have been
implemented in the year 2023, according to which 4,793 beat
meetings ,campaign, immediate information transmission on
organized crime and strengthening of people friendly police
system were hereby directed.

11. RECOVERY OF PROPERTY IN THEFT CASES.

In the district in the year 2021 in property cases Rs.


10,84,45,013/- was stolen, out of which goods worth of
Rs.3,15,21,779/- were seized. 26,72,48,167/- goods were stolen in
property cases in the year 2022, out of which Rs. 14,07,94,294/-
worth of goods have been seized. 9,26,24,943/- goods were
stolen in property cases during the year 2023, out of which Rs
3,17,14,767/- worth. The goods will be confiscated. When the
statistics of the last 3 years are checked, in the cases of assets,
Sun has seized the highest amount of 52.68% in the year 2022, but
in the year of 2023, the asset has been seized in the lowest amount
of 34.23%. Therefore, in cases of property, it was suggested to
make a standard effort to find the accused as soon as possible and
recover more property and pay compensation to the aggrieved.

12. USE OF SOCO AND MOBILE FORENSIC VEHICLES.

So far in the district, scene of crime officers have visited 56


crime spots and FSL officers have searched and inspected the
crime spots in 22 cases. Investigators are still in major cases to
send more police officers to crime scenes to collect evidence from
them and to crack down on as many cases as possible. As per the
orders of Hon'ble DG & IGP, it was instructed to 'use SOCO and
FSL officers in large numbers in murder, robbery, extortion, theft
cases and other important cases.

13. SERVICE OF NOTICE AND WARRANTS ESPECIALLY THOSE


ISSUED BY THE HON BLE HIGH COURT.

In the year 2021, 17 warrants have issued by the Hon'ble High


Court, out of which 16 warrants have been issued and 01
warrant is pending. Accordingly, 226 notices have been issued,
out of which 221 notices have been issued and 05 notices have not
been issued.

In the year 2022, 535 warrants have been issued, out of which
530 warrants have been issued and 05 warrants are pending.
Accordingly, 10 notices have come into force and 10 of them have
been enforced.

In the year 2023, 36 warrants have come, out of which 34


warrants have been issued and 02 warrants are pending.
Accordingly, 247 notices have been issued, out of which 242 notices
have been issued and 05 notices have been issued.

In the last 3 years 08 warrants and 10 notices have been


issued, making a total of 18 unexecuted. Further, the warrants and
notices from the competent court should be brought directly to the
notice of the District Superintendent of Police without any delay,
executed within the prescribed period and submitted to the
competent court.

14. ACTION TAKEN ON PROCLAIMED OFFENDERS

In total 12 cases in Belagavi district, 13 accused are habitual


offenders, among them 04 are in Belagavi district, 02 are in outer
district and 06 are in outer state. According to this, an investigation
team should be formed at the sub-divisional level to investigate the
accused and find the culprits as soon as possible and bring them
to the valid court. The DSP resigned and gave appropriate advice
to the subordinate officers and was instructed to submit a report
again to the Hon'ble Court after attaching specific information
about the inheritance and immovable property related to the said
accused.

15. IS MONITORING OF TRIAL IN THE IMPORTANT


OFFENCES. COURT AND CONVICITION RATES FOR
IMPORTAN OFFENCES.

From the year 2019 till now, a total of 38 cases have been
sentenced to life imprisonment, according to which 13 cases were
sentenced to 10 years and above, 22 cases were sentenced to 07
years to 10 years, 68 cases were sentenced to 03 years to 07 years,
76 cases were sentenced to 01 years to 03 years. A total of 114
cases were punished within 1 year and 10,040 cases were
punished. It is appreciable that the district has disposed of the
cases in a very large number, even further, the investigating
officers were instructed to monitor the cases selected for
punishment and ensure that they end up in punishment.

16. ACTION TAKEN ON CYBER CRIME REGISTRATION,


INVESTIGATION AN DETECTION.

In the present scenario the offence of cyber crime the accused sit
in some unknown place far away and deceive people through
phone call or message and cheat with people's money online
which is a crime. In this regard the statistics of the cases
registered in the district were checked and 49 cases were registered
in the police station in the year 2023 and in 12 cases the accused
were charged to the court. The letter has been submitted and they
are being investigated in the court. Accordingly, 07 cases have
been registered in various police stations of the district and they are
under investigation. In this regard, all the officers of the district
were instructed to register an FIR immediately and take legal action
in all the police stations in case of a complaint about a cyber crime.
It was also instructed to watch out for fake portals and follow Inter
media Rules.

17. FUNCTIONING OF SOCIAL MEDIA MONITORING CELL IN


POLICE STATIONS.

Duty Staff informed about not giving training to the people at
District level to take care of people who spread derogatory
messages on social platforms with the intention of disturbing the
peace of the society, accordingly CEN appointed PI of Police Station
as Nodal Officer will be All the police stations of the district were
instructed to monitor and take appropriate legal action against
people who spread derogatory messages.

18. ATTENTION BEING GIVEN ON IMPROVING MENTAL AND


PHYSICAL HEALTH OF THE POLICE PERSONNEL

In regards with the health of the police officer and staff,


explained about the various welfare programs undertaken in the
district, along with yoga practice, mental stress relief, regular
medical check-up at the rehabilitation centre.children's health
check-up, etc.

General Instructions
1. Appreciated the detection of 15 major cases in co-ordination with
the police station officials attached to inter district & border states
and instructed to take further action against several other property
and organized cases in the coming days.

2. The Superintendent of Police, on 10th, 20th and 30th of every


month, is directed to hold meetings through video conference on
POCSO, SC/ST, Atrocity and farmer suicide cases and to
continue.

3. With a view to resolve the problems of people the phone-in


program is being held on the 2nd Friday and 4th Friday of every
month with a view to listening to the problems of the people of the
district, it was suggested to continue it.

4. In the district, police officers and staff have already been


instructed to make helmet compulsorily in the event of two-
wheeler traffic, accordingly, in the coming days, they expressed
appreciation for the plan to officially make het compulsory
throughout the district.

5, All the officers of the district were instructed to utilize the


Investigation expenses and Permanent Advance privileges.

6, Whenever notices received from the Hon'ble Supreme


Court/High Court and NHRC, SFIRC petitions are directed to
disposed of in accordance with the rules.
