Enumerate the basic elements of transportation planning and provide a
brief description for each.
Choose at least 5 branches from DOTr and briefly explain their
functions/responsibilities.
Basic elements of transportation planning
1. Situation definition - it is gathering information about surrounding
area, its people, and their travel habits may be obtain. The previous
reports and studies that may be relevant to the present situation are
reviewed and summarized.
2. Problem definition - the purpose of this step is to describe the
problem in terms of objectives into criteria that can be quantified.
The objective is the statements of purpose, such as to reduce traffic
congestion; to improve safety; to maximize net highway user
benefits; and to reduce noise.
3. Search for solution - in this phase of the planning process,
consideration is given to a variety of ideas, design, locations, and
configurations that might provide solutions to the problem. This is
the brainstorming stage in which many option may be proposed by
any group or organization.
4. Analysis of performance - the purpose of performance analysis is to
estimate how each of the proposed alternatives would perform under
present and future conditions. The criteria identified in the previous
steps are calculated for each transportation option. Included in this
step is the determination of the investment cost of building the
transportation project, as well as annual cost for maintenance and
operation. Evaluation of alternative - in this element we have to

evaluate the benefits vs cost, profitability, and cost-effectiveness of
the project.
5. Choice of project - consider factors involve such as the revenue cost
forecast, site location, and political judgement especially if the project
involves the community, it may be necessary to hold additional public
hearing. A bond issue or referendum may be required.
6. Specification and construction - this is the phase that we're going to
have a public bidding to have a construction firm that can meet the
budget allocated to build the project. It is also the phase for
constructing the project. Once the project is done, the turnover to
the public offices for them to ensure the maintenance of the project.
5 Branches of DOTr
Land Transportation Office (LTO) - is responsible for maintaining the
safety and comfort of the public by enforcing the rules and regulations of
motor vehicles. It also collects various fees and fines from the owner of
motor vehicle. It is also responsible for issuance of driver's license, vehicle
registration and certificate of road worthiness.
Land Transportation and Franchising and Regulatory Board -
establishing and operating a land transportation franchise system. The
LTFRB is also responsible for the regulation of public utility vehicle (PUV)
and their franchises. It monitors the operations of public service vehicles
like buses, taxis, and jeepneys.
Toll Regulatory Board - is responsible for overseeing the operations and
maintenance of toll facilities. It is also responsible for collecting fees.
Philippine Coast Guard - is an armed highly trained maritime security
force that is mainly tasked with enforcing all laws in the country's waters.
It also carries out maritime security operations and protects marine
resources. The PCG also has a role in protecting coastal communities from
natural disasters. It is also responsible for maritime safety of vessels,
passengers, and cargo that enter or leave the Philippine coast.

Philippine Port Authority - is a government agency that is responsible
for overseeing the development and planning of the country's seaports.
