Introduction
Civil Defence in modern times is very essential for a civilized society. As
the Civil Defence is always ready for the protection of any person, property,
place or thing during any hostile attack, whether from Air, Land or Sea.. During
the peace times humanity also faces other most dangerous calamities whether
these are man-made or natural.
Aims

 To reduce to the minimum the number of casualties in the people.


 To minimize damage and dislocation to essential services.
 To ensure uninterrupted production in mills and factories.
 To provide active civilian support to war efforts.
 To maintain in the people a high standard of morale and a strong” will to win”
Our country cannot afford to take full civil Defence measures throughout the
country as it requires tremendous resources and expense so the General
public has been involved in a disciplined manner / on voluntarily basis to
take full Civil Defence measures during War/ Peace times.
 The disaster which means an event that occurs in most cases suddenly and
without any Warning or symptoms, causing severe disturbances to people,
objects and environment, resulting in loss of precious life, property and
health of the population. Such situation causes disruption in normal pattern
of life, generating misfortune, helplessness and suffering affecting the
socioeconomic structure of a region/Country to such an extent that there is
need for assistance or immediate outside intervention
 In order to make a strong Civil Defence structure there is an urgent need to
make awareness among the students of schools, colleges and of other such
institutions with regard to existence of Civil Defence and its
important/unavoidable role in disaster management. As the students are the
future saviors of our country.
RESPONSIBILITIES & FUNCTIONS

 Formulation of Civil Defence policy and planning

 Coordination with the Provincial Civil Defence Organizations and

other departments for achieving functions/responsibilities.

 Advising Provincial Civil Defence department on the development of

their Civil Defence Structures

 Arrangements for the specialized training on Civil Defence for

different segments of society.

 Arrangements for specialized training abroad.

 Devising Civil Camouflage and concealment plans of the Civil Key

Points / Vital Installations in coordination with Engineer-in-Chief,

Training Activities
Ten Federal Training Institutes established in all major cities during the
August 2018 to December 2019 Significant Achievements report have provided
free-of-cost, round-the-year Civil Defence related training to 13354 Master
Trainers (Men and ladies) from Govt. Non-Govt, Armed Forces, LEAs,
Commercial, Industrial and Private Sector on subjects such as Fire Prevention
& Fighting, Fire Audit, C-IED tactics and techniques, Disaster Management and
General Protection.

Camouflage Services

 This department as per its mandate issue guideline on camouflage of key

points/ vital installations to the concerned managements to prepare their

camouflage schemes/ plans for their implementation by the concerned

management.

 The Federal Civil Defence Organization is also providing Fire consultancy

services to various Government, semi Government Departments and

autonomous bodies, facilitating the managements to make necessary Fire

Prevention/ Fire Fighting arrangements in their respective premises.

CONCLUSION

During times of crisis or disaster, resources will be strained and we will

need everyone to pitch in. If we know what to do, we can save ourselves and

our loved ones, help others and ensure that life goes on as normally as

possible. Learning what to do in an emergency before it happens, such as

taking part in emergency exercises and attending first-aid and emergency

preparedness programs that the Directorate General Civil Defence’s Institutions

conducts, helps nation to respond more effectively in times of crisis.

The threat of global terrorism is real and security personnel cannot be

everywhere all the time. The nation can do its part to keep Pakistan well

protected by helping to look out for and reporting anything suspicious.
