2.1.2 Lists location of first-aid kits

The medical cabinet should be a separate compartment adjacent to the ship's hospital
accommodation or adjacent to the accommodation provided for the ship's officers. It should not
be located in a recreation room, sleeping room, mess room, wash place or other space provided
as accommodation for the crew if it unduly reduces the space available in that area.

2.1.3 Describes contents of lifeboat kit

Lifeboat survival kits are stowed in inflatable or rigid lifeboats or life rafts; the contents of these
kits are mandated by coast guard or maritime regulations. These kits provide basic survival tools
and supplies to enable passengers to survive until they are rescued. In addition to relying on
lifeboat survival kits, many mariners will assemble a "ditch bag" or "abandon ship bag"
containing additional survival supplies. Lifeboat survival kit items typically include:

• Safety equipment
Life jackets
Fire extinguisher
First aid kit
• Communications and navigation
❖ Compass
❖ Distress beacons (EPIRBs)
❖ Red flare, rocket parachute flare, and/or smoke signal flare
❖ Laser pointer for signaling aircraft (red is color of distress, but green color is higher power
and will be seen farther), with lithium cells, in double waterproof plastic pouch (remember
that pointers of high power are a theoretical hazard to eyes of low-flying pilots at night)
❖ Radar reflector (to help rescuers locate the raft)
❖ Lantern and fuel, if fuel doubles as firestarter
❖ Radio transceiver, standard VHF marine and an optional amateur radio if a licensed radio
amateur (see Ham Radio) or an AM/FM/Weather/Shortwave radio receiver
❖ GPS navigation device
❖ Lighter

▪ Food and water

Fishing kit
Rainwater collection equipment
Seawater desalination kit
Water (typically 3 liters/person/day)
Emergency high-calorie rations/food (not as important as water). Chocolate has a superior
calorie/weight ratio

Bailer

Boat hook
Bucket
Any knife

2.1.4 Describes and demonstrates the contents of the first-aid kit in appropriate medical situations

The on board first aid kit is a basic element for healthcare assistance at sea. The adequate
treatment of a person in case of illness or accident relies on its good maintenance. It is of
paramount importance that there is someone who is responsible for the first aid kit on board who
knows its contents, its proper use and is in charge of restocking it.

The mentioned ruling contains a series of appendixes that specify the contents, maintenance and
characteristics of the different kinds of first aid kits. In particular, the ships' categories are
described and the kind of first aid kits carried by these ships according to their category; it details
the contents of the first aid kit according to the number of people who usually are on board. It
also mentions in detail the models of the containers and cupboards for each first aid kit, with
plans of each model.

The Royal Ruling specifies that the ships should carry a series of documents related to the first
aid kits, including the blanc forms of such documents. These are:

• Registration book of administered drugs on board, where each and every dose of drug
administered on board is noted down, as well as the details of the crewmember to whom
it was given and the person who gives it.
• First Aid Kit logbook, where the competent authority notes down irregularities, should
there be any, and observations made on each check-up.
• Ships carrying dangerous substances or ferries should carry a list of these substances, the
minimum required stock of antidotes specified in the anexo correspondiente appendix
and the Antidotes Logbook

Picture 1-5: First aid kit of antidotes.

The latest edition of the "On board health guide" published by the
Maritime Social Institute and distributed for free must accompany
the first aid kit. It explains how to use the contents of the first aid
kit.

The ships, which, due to their activity must carry antidotes, should carry on board the "First aid
guide to be used in case of dangerous cargo related accidents", published by the International
Maritime Organisation (IMO), as well as the Anteriorly mentioned documents.

The Ministry of Health and Consumer's Affairs, in co-operation with the Maritime Social
Institute, will arbitrate in the adequate mechanisms to regulate the prescription, administration
and control of drugs, psychotropic and narcotic agents included in the pharmacological stock of
ships' first aid kits.

The Maritime Social Institute doctors or health personnel designated by the Institute should
perform the periodical check-up of first aid kits and antidotes. The check-up will be performed at
least once a year. Exceptionally, the check-up can be delayed for a period of no more than five
months. In the check-ups, the contents of the first aid kit, the storing conditions and the expiry
dates of medication are reviewed. The correct filling of the Registration book of administered
drugs on board should also be checked.

2. Apply immediate first aid in the event of accident or illness on board
Once the ship's first aid kit, lifeboats and rescue rafts have been checked, it should be noted
down in the first aid kit logbook. If the ship was obliged to carry antidotes, they will be checked
as well, noting it down in the antidote logbook. Any possible negligence should be reported to
the Work and Social Security Inspection and the responsible maritime Administration for
appropriate action.

The medication is codified with numbers that vary according to the action and effect of each
drug, the active component and the way of administration (oral, injection, dermal or rectal). This
code may ease the medical consultation via radio, since sometimes drugs have long names and
are difficult to transmit via radio. In any case, it will be the doctor who will choose to either use
this method or the transcription of the drug's name (spelling, if necessary, using the International
Signal Code).

Drug code example: 02.4.01.1.

This code corresponds to loperamide and each digit has its meaning.
02:Means it acts on the digestive tract.
4:Means that its effect is against diarrhoea.
01:Means that the active component is loperamide.
1:Means it is administered orally.
At the end of the chapter the most important technical appendixes of the ruling are listed
