48. The ethical decision-making framework includes the concepts of ethical issue intensity, individual factors,
organizational factors, and opportunity. Explain how these concepts influence the ethical decision-making process.
ANSWER: Ethical issue intensity is defined as the relevance or importance of an event or
decision in the eyes of the individual, work group, and/or organization. The
intensity of the ethical issue relates to its perceived importance to the decision
maker. Individual factors are a person's own personal values. Good personal
values have been found to decrease unethical practices in business and increase
positive work behavior. Even more influential to business ethics decision making,
however, is organizational factors. Organizational factors include things such as
corporate culture and the impact of significant others. Often pressures from
organizational factors influence how an employee makes ethical decisions and
may even convince him or her to commit an action that might conflict with his or
her personal moral values. Opportunity describes the conditions in an
organization that limit or permit ethical or unethical behavior. The opportunities
that employees have for unethical behavior in an organization can be eliminated
through formal codes, policies, and rules adequately enforced by management.
All these interrelated factors—ethical issue intensity, individual factors,
organizational factors, and opportunity—influence the evaluations of and
intentions behind the decisions that produce ethical or unethical behavior.

49. Discuss how the three categories of institutions (political, economic, and social) are important in establishing a
foundation for normative values.
ANSWER: Institutions are important in establishing a foundation for normative values.
According to institutional theory, organizations operate according to taken-for-
granted institutional norms and rules. Institutions can be sorted into three
categories: political, competitive, and social. Political influences help influence
the development of values. Normative business ethics takes into account the
political realities outside the legal realm in the form of industry standards.
Different types of industries have different standards and policies that either
increase or decrease the ethicality and legality of their decisions. Competition is
also important to economic institutions and ethical decision making. The nature
of competition can be shaped by the economic system as it helps determine how a
particular country or society distributes its resources in the production of
products. Competition affects how a company operates as well as the risks
employees take for the good of the firm. Social institutions include religion,
education, and individuals such as the family unit. These social institutions help
individuals form their personal values and the moral philosophies they bring into
the workplace. From an organizational context, societal trends influence which
values to adopt as well as when to adapt decisions to take into account new
concerns.

50. Compare and contrast principles and values and explain why they are important normative considerations in ethical
decision making.
ANSWER: Principles and values are important normative considerations in ethical decision
making. Principles are specific and pervasive boundaries for behavior that should
not be violated. Principles are important in preventing organizations from
“bending the rules.” Values are enduring beliefs and ideals that are socially
enforced. Companies take basic principles and translate them into core values.
Core values provide the abstract ideals that are distinct from individual values
and daily operational procedures. Value practices evolve and are translated into
normative definitions of ethical or unethical. Unlike principles, values are shaped
by company-specific, industry-specific, country-specific, and global-specific
factors. They provide a blueprint into the firm’s purpose as well as how it views
ethical decision making and prioritizes stakeholders. Together, principles and
values set an ideal standard for the organization.

51. Explain why the absence of punishment essentially provides an opportunity for unethical behavior.
ANSWER: Opportunity can result from a condition that fails to erect barriers against
unethical behavior. One example of this is a company policy that does not punish
employees who accept large gifts from clients. The absence of punishment
essentially provides an opportunity for unethical behavior because it allows
individuals to engage in such behavior without fear of consequences.
