The Public Comment procedure is specifically referenced in Policy No. 5 of the Governance Policies (page 18 of the Word document). The topics below can be added to the Policy No. 5 language for additional clarification. These additions include: + Clarify that public comment is reserved only for those items on that evening's City Commission agenda; + Add that any speaker must provide their Fargo address and sign up to speak at the City Commission meeting in advance using the online form on the City website; = Add language that single speakers may address the Commission on agenda items for which they register to speak, but that pairs or groups of individuals are not permitted to gather at the podium when addressing the Commission (one presenter at a time); + Add specificity on decorum expectations (e.g. that there will be no clapping or use of signs in the Commission Chambers and that signs will be removed); = Add that a Quarterly Public Input Opportunity, where the public can provide input to the City Commission ina non-voting meeting, will be considered and hosted by the City Commission to listen to the public (this would not be a televised meeting); and = Reference that City Commissioners may be contacted outside of the City Commission meeting through a variety of means, and that citizens are encouraged to do so outside of the formal business meeting.
