2. Introduction
2.1. Purpose

The purpose of this document is to describe the framework and methodology behind the
marine coordination procedures. The objective is to coordinate all project-related marine
traffic related to Zhong Neng Offshore Wind Farm (ZN). This will enable the Marine
Coordinator (MC) to control and monitor the movement of vessels and personnel offshore
associated with the construction and commissioning activities.
To safely manage all marine traffic and vessel activity, this framework will require
cooperation from all Contractors to ensure that all activities are completed in a safe and
efficiently controlled environment.
The procedure described in this document will and shall remain in force throughout the
construction period until the completion of the offshore wind farm. It shall apply to all
marine activities related to ZN.

2.2. Marine Coordinators

The MC will organise a monitoring system for the vessels and personnel working for ZN and
coordinate all sea traffic.
Furthermore, the MC shall coordinate the positioning of the vessels and equipment and
schedule the work activities in cooperation with Contractors. If conflicts of interest within
positioning or works should take place, the MC will discuss such conflicts of interest with the
concerned parties and endeavour to reach a solution. The Construction Team will always
make the final decision.
The MC will organise the transport of personnel to and from the OCS, support SAR
operations when needed and monitor promulgation of Notice to Mariners. The monitoring
and maintenance of navigational marking of the OCS should be coordinated by the MC.
Lastly, the MC should keep themselves up to date with available weather reports and
incorporate this information into the coordination of vessels.

2.3. Contractors

It is the responsibility of the Contractor and any other person requesting access to the OCS
to provide the following information and documentation for all individuals:
▪ Vessel details including all relevant certification in accordance with Vessel Inspection
Procedure (ZNWF-INS-ZNP-GL-0014) and Vessel Clearance Procedure (ZNWF-INS-ZNP-
GL-0042)
▪ Next of Kin (NOK) and relevant information required for registration in the offshore
management system “Seaplanner”
▪ Training and medical certificates in accordance with HSE Competence & Safety Training
see ZNWF-HSE-ZNP-GL-0013.
▪ The details of the work to be carried out e.g. foundation installation, cable laying, WTG
commissioning etc.

3. Marine Control Procedures


3.1. Manning

The MCC will be available 24 hours per day, 7 days per week. One (1) Lead Marine
Coordinator and one (1) local Senior Marine Coordinator will be on duty.

3.2. MCC Location

From 2023-2024 , MCC will be located at the ZN Operation & Maintenance Building in
Changhua County, Taiwan.

3.3. Communication With MCC

The following equipment and systems will be available at the MCC:
▪ Landline and mobile phone
▪ Broadband internet connection

Communication channels will be established with all vessels operating within the OCS.
All offshore teams positioned on assets must carry a form of communication. On accessing
any structure, communications must be established with the transferring vessel.
Communication should be checked prior to transfer and checked again once the transfer has
taken place and the transferring vessel moves away.
The Vessel Master is responsible for recording all passenger transfers. He is responsible for
ensuring that he has the same personnel on board during transit to/from the OCS and that
infield transfers are in-line with the transfer plan issued by the MCC. If personnel are
required to transfer to another vessel then prior approval must be granted by the MCC,
along with any ad-hoc transfers.
It’s expected that vessels should be equipped with a combinbation of VHF,UHF, Zello and
TETRA as well as satellite and mobile telephones depending on the specific Contractor and
Vessel.

3.4. Offshore Management System

The MCC will be operating with offshore management system “Seaplanner”. The system will
ensure that the MCC can monitor relevant activities within the OCS such as, but not limited
to:
▪ Personnel registration
▪ ZN site Induction
▪ Coordination and monitoring of all marine traffic to and from the OCS
▪ Track all people, marine traffic movement
▪ Custody allocation
▪ Update construction progress

3.5. Daily Coordination Meeting, 3DLA, Transfer Requests

A Daily Coordination Meeting will be held at 14:00 Taiwan Time (GMT+8) and will be
facilitated by conference call and Teams, with screen sharing. Attendees, as a minimum
should include the following:
▪ Lead Marine Coordinator (Chair)
▪ Deputy Construction Manager and/or Marine Manager
▪ HSE Representative
▪ Installation Managers
▪ Contractors representative (e.g. Offshore Construction Manager)
▪ Client Representatives
▪ Senior Authorized Person (SAP)
A 3 Day Look Ahead (3DLA) needs to be sent by the contractor to the MCC before 10:00
Taiwan Time (GMT+8) each day. Package name, vessel name, plan for the next 24 hours, 48
hours, and 72 hours shall be addressed. See Annex 2 - 3DLA Form.
Daily Coordination Meeting agenda includes:

On completion of the meeting, minutes (MoM) will be issued by the MCC, the MoM will
include the summary of the assigned Custody Holders.

Contractors then to prepare and submit Transfer Requests to the MCC upon receiving MoM.

A vessel is required to submit a Transfer Request to MCC no later than 16:00 in the following
situations:
▪ When the service vessel plans to transfer and retract motion compensated gangway
upon completion of personnel transfer.
▪ Access is granted during the 14:00 Daily Coordination Meeting for multiple locations.

3.6. Offshore Personnel Induction

See Annex 4 – Offshore Personnel Induction Flowchart.

3.7. Anchoring

See Areas Prohibited for Jack-up and Anchoring in Annex 1 – Master’s Instruction.
It is prohibited for any vessel to anchor within or nearby the OCS without permission from
the MCC or in an emergency due to vessel breakdown.

3.8. Weather Monitoring

Weather Forecast and Real-Time Wave buoy Data see Annex 1 – Master’s Instruction.
Weather conditions must be continually monitored by the Contractor. The weather data
must also be recorded hourly within the Contractor’s daily progress report (DPR). Heavy,
jack-up vessel and/or crane lift vessels should record the wind speeds and to continuously
read and monitor for crane operations as well as spud-leg jacking ups etc.
Using observations and other sources referenced, each Contractor and the MCC shall record
the following forecasted and actual weather conditions:
▪ Wind direction and speed.
▪ Swell and wave height.
▪ Current direction and speed.
Other factors that may affect the working period (e.g., tides, lightning/thunder, visibility,
etc.).
Any weather downtime must be quantified in the Contractor’s DPR complete with
justification and source of the data (e.g., local observation, wave buoys, internet sources,
etc.).
Additionally, an hourly log of the prevailing weather conditions shall be kept by each
construction vessel operating at the OCS when the vessel is experiencing weather downtime.
This log shall be included in the Contractor’s DPR.

3.9. Lightning

The MCC shall receive lightning warnings regularly as part of the weather forecasting reports.
If there are any specific warnings of such nature, it will be communicated to the MCC from
the weather service providers.
If lightning is sighted within or in the proximity of the OCS by any vessel, this should be
communicated to the MCC and Guard Vessels as a matter of priority. This warning will then
be broadcasted by the MCC or Guard Vessels via radio to all other relevant parties at the
OCS.
Any persons working in or at an installed foundation and/or wind turbine generator (WTG) at
the time when the warning is broadcasted, shall follow the procedure as outlined in the
Contractor’s Emergency Response Plan.

4. Traffic Information to MCC


4.1. Introduction

Each Contractor must liaise with the MCC and the on-board Client Representatives with
regards to vessel movements for the following events:
▪ Departure from/arrival at the OCS and Ports
▪ Movements within the OCS
▪ When entering the Changhua Vessel Channel
▪ Damage to equipment, vessels, foundations, WTGs, personnel, and other accidents/near
misses
▪ Dropped objects overboard
Each Contractor must report to the Port Authorities and ensure compliance with port
regulations regarding vessel movements in port.

4.2. Personnel Transfer

To ensure safe transport of personnel to and from the OCS and to ensure that the personnel
are not left behind on any foundation or WTG, it is the responsibility of the the Vessel Master
to notify the MCC of the following activities:
▪ Departure time from site or port.
▪ Arrival time to site or port.
▪ Transfers of personnel from vessel to offshore assets, the names/NOK numbers of
personnel transferred are to be communicated by radio message on each transfer at the
time of the transfer.
▪ Transfers of personnel between vessels, the names of personnel transferred are to be
comunicated by radilo message on each transfer at the time of the transfer.
▪ Any damage to equipment or fixed assets.
▪ Any accidents or near misses are followed up with the appropriate written report. See
Emergency Event Log in HSE Emergency Response Plan Annex 5 (ZNWF-HSE-ZNP-GL-
0017).
▪ Departure from port reports in the form of a vessel crew and pax list for construction

vessels or confirmation that the transfer manifest and pax are correct for CTVs.

4.3. Coordination of Vessels in the Offshore Construction Site

The purpose of coordinating vessels within the OCS is to ensure that all vessels operating
within the project are able to realise their planned and designated activities in a safe
manner.
The MC will constantly monitor vessels both manually and via the marine management
system for any potential vessel conflicts within the OCS.
Any vessel requesting to enter, exit or transit through the OCS is required to follow the
procedures as outlined in Communication Flow of Transfer in Annex 1 - Master’s
Instructions.

4.4. Simultaneous Operations (SIMOPS)

Any SIMOPS is required to be aligned between the contractors, ZN package manager and the
MC.
If SIMOPS are foreseen, then Temporary Access should be requested and agreed with the
Custody Holder, if more than one contractor will be working simultaneously on a location, a
documented Risk Assessment shall be made to identify any mutual hazards (hazards
generated from the parallel activities) and a group Toolbox Talk completed.
In addition to hazard identification, the assessment shall be made by the Custody Holder,
and must ensure that both the Custody Holder’s, and the Contractor with Temporary Access
Emergency Response Procedures are aligned.
Any work taking place within a Vessel’s 500 meter safety zone will be required to be
coordinated with the respective vessel. Any CTV, SOV or other Vessel may only enter the 500
meter safety zone after the explicit acceptance from the Master of the vessel, and
confirmation from the MCC.

4.5. Non-Construction Traffic

If trespassing traffic, such as fishing boats, merchant ships, yachts or vessels not under
command etc. are endangering the operations at the OCS, appropriate action must be taken
by the Guard Vessel and the affected Construction Vessel’s Master, e.g. establishing contact
by VHF, flashing lights or other suitable means. If possible, the trespassing vessel names,
homeport, time of occurrence and other relevant information shall be logged in detail and
distributed to the MCC.
Vessels must not deviate from the COLREGs at any time while trying to contact trespassing
traffic.
Due to the high probability of commercial shipping and fishing activities around the OCS, the
Construction Vessels are to be especially aware of these circumstances.

4.6. Accidents and Emergency Notification

If there is an accident or evacuation from the OCS, the procedures in the Contractor’s ERP
must be adhered to.
The MC is to participate and assist as needed in emergencies. All available data and

information from the Contractor must be documented and shared with the MCC. The MC
should log all activities during the accident event.

4.7. MPB Rules of Navigation Safety

4.7.1. Overview

The Contractors shall at all times adhere to published MPB regulations relating to navigation
safety during the construction and operation of ZN both at the OCS and in transit routes
between the OCS and any Ports. The Client shall publish updates to these regulations from
time to time.
The current measures can be obtained from the MPB website.

4.7.2. AIS and VHF Channels

All work vessels navigating within the Changhua Offshore Wind Vessel Channel or Nearshore
Channel or Vessels with a gross tonnage greater than 300 tons shall be equipped with
Automatic Identification System (AIS) which shall remain turned on whilst the vessel is
underway.
All work vessels shall be equipped with VHF which shall remain turned on when the vessel is
underway.
Taichung VTS CH14 and CH16
Kaohsiung Harbour VTS CH14 for North sector, CH 12 for South Sector, CH 11 for VTS area.
Taipei Port VTS CH14

4.7.3. Transit to the Offshore Construction Site

Vessels shall use the following Navigation Channels:


▪ Offshore Work Vessel Channel - >300GT
▪ Nearshore Channel – Vessels <300GT
A high level overview of the area can be seen in the figure below. Exact site coordinates can
be obtained from MCC and MPB.

4.8. Restricted Visibility

Restricted visibility within the OCS is considered to be 500 meters or less or as per each
packages contract pertaining to the works.
The vessel Master and Contractor must assess the situation to deem whether or not it is safe
to continue with their operation. All movements within the site are for operations only and
at a safe speed with a lookout by all means available and reported to the MCC, so they can
advise of any other moving traffic.
The MCC is to be informed whenever there is restricted visibility. Any restricted visibility
conditions are to be logged within the DPR of the vessels and Contractors.
COLREGS must be adherred to for safe navigation in restricted visibility.

4.9. Hours of Darkness

Any movement of vessels during hours of darkness is allowed/permitted. During hours of


darkness excessive noise pollution is to be minimized due to the proximity to the populated
coastline and sea mammal territory.
COLREGS must be adherred to for safe navigation during hours of darkness.

4.11. CTV and Boat Landing

Each WTG foundation jacket has one (1) access ladder protected by fenders called a boat
landing. The boat landing is designed to allow a suitable vessel to apply pressure against it to
allow an incident free transfer to be completed. The access ladder presents a vertical climb
of approx. 13m from the mean sea level to the intermediate access platform, excluding the
height of the CTV fender. Then there is a second vertical ladder climb towards the Transition
Piece. The Vessel’s Master is to ensure that the most favourable conditions regarding waves,
current and wind conditions before transferring personnel from the vessel to the boat
landing ladder.
Before any transfer of personnel for the first visit of the CTV to site, an air gap measurement
between the CTV fender and the boat landing ladder rungs must be taken and within the
tolerance of 500mm – 650mm. Photographic evidence should be provided to the MCC and
ZN Construction Team to be approved in accordance with Vessel Clearance Procedure
(ZNWF-INS-ZNP-GL-0042).
Even though a personnel access system has been put in place whereby the risks are as low as
practically possible, in all circumstances safety is a personal responsibility. Regardless of the
procedures, all personnel should refrain from doing anything they consider unsafe.
The design of the jacket’s boat landing and air gap tolerance can be seen in Figure 2.

4.12. Induction and Authorization

As part of the offshore management system registration process, all peronnel will be
required to take a ZN online induction before being granted access to the OCS.
All personnel must complete ‘Site Induction’ including the following topics:
▪ Roles and responsibilities
▪ Training and competency requirements
▪ Emergency procedures and reporting
Always contact the MCC for any questions on inductions or personnel registration.

4.13. Control of Access

Access to the WTG and foundations will be controlled and authorised by the MC. Any access
to the WTG and foundations should be carried out by a team of at least two (2) persons.

4.14. Instant Transfers

At all times, while personnel are working on WTG or foundations, the crew transfer vessel
must remain within the OCS to be able to pick-up all personnel at short notice if required,
e.g. in case of emergencies or sudden weather changes.

4.15. Crew Transfer Vessel to Construction Vessel Transfer

All CTV to Construction Vessel transfers are to be fully assessed for their suitability to safely
transfer personnel and equipment by both vessel Masters.

4.16. Personal Protective Equipment (PPE)

The PPE requirements are indicated in the HSE Plan.


All PPE should be checked by the wearer or authorised persons prior to use according to the
manufacturers’ instructions.

4.17. Dropped Object Reporting

All items installed intentionally or dropped on the seabed, however small, must be logged
and reported to the MCC, using Annex 6 - Dropped Object Reporting Form. MCC can then
forward Dropped Object Report to other contractors wishing to access work area to conduct
their own risk assessment of work area taking into consideration dropped object.
Any items dropped overboard, left in the sea or on the seabed may pose a danger to other
vessels, project assets or sea creatures and must be removed at a time mutually agreed
between the Client and the Contractor but no later than the programmed de-mobilization
date of the Contractor unless explicitly agreed with the Client.
If immediate removal is not possible, the Contractor shall consider marking the object
according to MPB Regulations. If a navigation hazard is deemed to exist, then the object
must be marked and reported to the Coast Guard Administration.
The contractor must initiate measures to find and recover the object(s). Documentation for
removal of the item(s) must be forwarded to the Client and the MCC.

5. Guard Vessel Plan


5.1. Guard Vessel Duties

▪ Guard the wind farm area, 24 hours per day.


▪ Guard the wind farm from all non-project vessels that are approaching and may cause
potential hazards.
▪ Record all vessels that enter and depart ZN wind farm.
▪ Undertake other assignments for the Project as directed by the MC but within the
agreed capabilities of the vessel.
▪ Daily report to be issued to MC midnight to midnight covering a 24 hours.

5.2. Action In Respect of Unidentified Approaching Vessels

▪ Ensure all unidentified vessels approaching the 500 meter safety zone are plotted using
ARPA radar and make reference in DPR / LOG.
▪ Contact the approaching vessel using VHF radio, if the approaching vessel does not alter
course or move to avoid the site, the Guard Vessel should attempt to intercept the
approaching vessel, VHF contact should continue to be attempted.
▪ Close quarters incidents should be avoided when intercepting vessels, the safety of all
vessels and crew is paramount at all times

5.3. Action in Respect of Infringement

▪ Continue to use all available means to signal/contact approaching vessel.


▪ Contact the MC to issue a warning to all construction/maintenance vessels of the
infringing vessel.

▪ Before any navigational warning is issued, it must be cleared with the on-duty MC. The
