The full participation of stakeholders in both project design and implementation of is a key
to – but not a guarantee of – success. Stakeholder participation:

How to Develop and Use Stakeholder
Analysis

There are a number o ways o undertakin a stakeholder analysis.

Workshops, ocus roups and interviews are three common approaches.
Durin the course o the project cycle you may use all three matchin
the technique to the evolvin needs o the project. Whatever approach
is used, there arc three essential steps in stakeholder analysis: I)
Identi yin the key stakeholders and their interests (positive or
ne ative) in the project: 2) Assessin the in luence o . importance o . 07

and level o impact upon each stakeholder; and 3) Identi yin how best
08
to en a e stakeholders. We describe key questions to ask at each o
09
these stens and provide an example o a tool
Assessing the influence and importance of each stakeholder as
well as the potential impact of the project upon each stakeholder
Key questions for this second step in a stakeholder analysis
include:
Who is directly responsible or Who will promote/support the
decisions on issues important to the project, provided that they are
project? involved?
Who holds positions o responsibility Who will obstruct/hinder the
in interested or anizations? project i they are not involved?
Who is in luential in the project area Who has been involved in the area
(both thematic and eo raphic (thematic or eo raphic) in the
areas)? past?
08
Who will be a ected by the project? Who has not been involved up to
now but should have been? 09
10
This analysis can be done using pieces of paper or cards on a
table top or wall with the matrix written up on flipchart, as
follows:

1.Identi y stakeholders and write them on cards (one per card).

2. Or anize and a ree placement o cards on the matrix.
3.Consider relationships (e. . responsibilities, ri hts, levels o
con lict) within and between stakeholders in each area o the
matrix.
4.Consider potential strate ies (approaches, methods) or
en a in di erent stakeholders in each area. The approaches in
09
indicate common (but de initely not exclusive) approaches o
en a ement. 10
