INTENT OF THE CONTRACT

Operator is mobilizing a turret moored (5 x 2 cluster) FPSO in the PY-3 Field, in the East coast of India.

Enlisted below, the status of SURF components.

a. Flowline Riser and ancillaries are ready at factory for transportation pending FAT.

b. Control Umbilical & ancillaries are currently in transit to India.

c. Riser Buoyancy modules and Gravity Base block are currently in transit to India.

In line with the requirements for SURF installation, Contract has been awarded for project management
and suitable vessel meeting the requirements for installation shall be deployed.

Expected work window is between mid-April 2024 to mid-June 2024.

There shall be separate Contractors to execute the scope of SURF installation and Mooring Installation
respectively. While SURF contractor shall carry out laying, installation and connecting subsea
umbilical, flowline and riser including decommissioning of existing system connected to PD-3S X-
MAS Tree, another Contractor shall carry out the scope of mooring system installation and FPSO hook
up activities.

The intention of this Contract is to provide a clear way of working on this engineering project which
allows the Operator to stay in complete control of its project while PMC Contractor manages the
complete process and provides end to end support. This means the PMC Contractor takes care of all the
stages of engineering & installation including planning and co-ordinating with all contractors and sub-
contractors on Operator’s behalf and being single point of contact.

This scope of services involves specialist engineering processes which requires to be detailed, planned,
coordinated and executed. This approach shall allow the Operator to have complete transparency and
involvement in engineering options and decisions that requires to be made, associated cost implications,
and provides Operator more control over the process. This is especially important in this kind of
technical speciality projects where the Operator shall get the benefit from the unique expertise,
qualifications and experience of the PMC Contractor to guide Operator on how best to achieve its
desired outcome.

The PMC Contractor requires to provide end to end construction management for the project with
comprehensive planning of the construction elements, costs, logistics and construction team; on-site
management of Contractors, individual operatives, equipment’s, alignment of services and office
facilities, all encompassed to effectively supervise the construction of the Operator’s project through to
completion. All the while, co-ordinating the supply of information provided by the Contractors and by
the project team through to the Operator at all times as per the PMC model of working.

“Management” is at the very core of this service, essentially a full-circle, all-encompassing project
management service which allows the benefits of specialist expertise to achieve engineering excellence
whilst at the same time allowing the Operator complete control over the entire process at all stages.
PMC Contractor shall ensure that Operator communications are exactly as needed and there exists no
potential gap in roles and responsibilities, from their side as well as from the engineering perspective.

APPLICABLE RULES, REGULATIONS & CODES

PMC Contractor shall be responsible to fully comply and strictly adhere to all rules and regulations laid
in place by local government bodies, internationally and as per IMO guidelines. As a minimum the
following regulations are considered applicable to the WORK.

 Petroleum and Natural gas (safety in offshore operations) Rules 2008


 OISD: Oil Industry Safety Directorate applicable standards, guidelines, recommended practice.
 IMO SOLAS: International Convention for the Safety of Life at Sea
 IMO MARPOL: International Convention for the Prevention of Pollution from Ships
 ISM Code: The International Safety Management Code
PMC Contractor shall thoroughly investigate other applicable laws and regulations in relation to the
intended activities prior to the execution phase and plan, perform the WORK within all applicable legal
and regulatory frameworks.

Internationally recognized standards such as API recommended practices, DNV recommended


practices and AWS codes shall be used as guidelines where and if applicable to the WORK. Engineering
and design analyses as well as operation procedures shall clearly state the design standard to which the
deliverables have been developed.
SCOPE OF WORK AND SPECIAL CONDITIONS OF CONTRACT

PMC Contractor shall be responsible for planning and administration of the WORK. Within fifteen (15)
calendar days from receipt of LOI / award of Contract (as the case may be), PMC Contractor shall
submit draft project execution plan including, but not limited to, following deliverables for Operator’s
review and approval.

a) Project execution plan narrative statement;

b) Project organization chart;

c) Project deliverables register;

d) Project baseline schedule;

e) Project administration procedures which shall include document control procedures,


reporting, co-ordination, reporting, co-ordination, progress measurement and monitoring,

Once the project execution plan is approved by the Operator, PMC Contractor shall perform its activities
to the approved project execution plan throughout the phases of WORK.

The above scope can be distinctly divided into two phases:

1. Project Technical comprising:

a. Develop Interface procedures and documents.


b. Review of procedure and documents furnished by Operator and its sub-contractor.
2. Project Monitoring & Delivery

PROJECT TECHNICAL PHASE

DEVELOP INTERFACE PROCEDURES AND DOCUMENTS

Project Management Consultancy (PMC) Scope shall include the following:

1. Project management and administration services for SURF & FPSO packages.
2. Develop plan for loading of flexible flowline riser from Asiaflex, Tanjung Langsat,
Malaysia on Operator provided installation reel complete with offshore cradle and
spreader bar involving scope including but not limited to:
a. Project management
b. Trans spooling to installation reel
c. Mobilisation plan inclusive of deck arrangement and craneage services.
3. Develop procedure & verify well integrity and X-mas tree valves operability for PD-3S
well for safe disconnection of existing flowline umbilical.
4. Develop commissioning and start-up manuals for newly installed SURF to existing
PD3S Christmas tree.
5. Interface Management for all work packages i.e. SURF, Mooring & FPSO.
6. Based on first CP inspection; anode replacement strategy to be developed.

REVIEW OF PROCEDURE AND DOCUMENTS

Document review shall be in accordance to Master Document and Drawing Register (MDDR)
provided by SURF Installation Contractor & SURF OEMs and any Operator agreed revision to this
document. PMC Contractor shall review following and provide its timely suggestions, guidance to
improve the process/documents and to bridge any gaps/delay.

1. SURF installation procedures and engineering calculations.

2. All inputs used and output generated by the sub-contractors through their software analysis/
calculations.

3. SURF Contractor submitted documents & engineering plans for loadout, transportation,
installation and pre-commissioning including punch point liquidation.

4. Review of SIMOPS plan and schedule provided by SURF Contractor.


5. Health Safety and Environmental (HSE) plans, Quality Assurance and Quality Control
plans (QA/QC) of work packages – SURF, Mooring, FPSO and their sub-contractors.

6. Certification of Engineering milestones.

Apart from the above, PMC Contractor shall provide following services:
a. Review and verify the information to identify the gaps, if any, and to conform to
compliance with respect to installation procedures developed by the SURF Contractor.
b. Conduct engineering and safety audits of Contractor’s and sub-contractor’s vessel and
equipment, as required.
c. Support Operator on optimization and planning of various activities during the
Execution phase.
d. Support Operator for co-ordination with TPI & TPCA and active participation in
HAZID & HAZOP workshops including emergency disconnection strategy on FPSO.
e. Deployment of expert and experienced personnel to various locations, as required by
Operator. viz. Operator’s office, warehouse for verification on storage, preservation
techniques and identification of Operator free issued material to SURF Contractor,
installation vessel, FPSO for design review /supervision etc.
f. Facilitating the pre-start up safety audit and other statutory audits.

PROJECT MONITORING & DELIVERY

PMC Contractor shall be responsible for managing and acting as an interface in activities at
all phases of the project. By acting as the Operator's focal point of contact, PMC Contractor
shall be consolidating works of relevant Contractor’s & sub-contractors on various modules
of the project under one execution program to meet the objective of the project.

Project Execution Plan (PEP): PMC Contractor shall prepare PEP (Project Execution Plan) as
detailed below including but not limited to the following:
a. Develop, maintain and implement a detailed specific Project Execution Plan (PEP) for
the entire project. PEP may include key plans, directions and procedures necessary to
execute the work and shall cover all aspects of managing the project within
Contractual obligations, as more described in this document.
b. Due consideration shall be provided to HSE management, safety case, quality
management, project controls, information management, use of best practices in terms
of value and risk management during the project execution phase.
c. Details of personnel, systems, services, functions, equipment and material as
required during the contract phase.

The PEP shall broadly cover the following aspects:


1. Project Control Plan
2. Schedule Management Plan
3. Project organization, roles and responsibilities
4. Interface Management Plan
5. Documentation management Plan
6. Quality Management Plan
7. HSE and Environmental Management Plan
8. Invoicing Schedule Management Plan
9. Cost Management Plan (cost reporting as per agreed terms of payment)
10. Risk Management Plan
11. Procurement & Contract Management Plan (if required)

PROJECT PLANNING, SCHEDULING AND REVIEW

1. PMC Contractor shall prepare the project schedule for continuous monitoring.
2. For documentation management, PMC shall use Operator provided platform for document
management.
3. The project schedule shall include interdependencies at micro level for improved interface
management.
4. With reference to an integrated project schedule, PMC Contractor shall review and validate
as provided by individual Contractor.
5. Analyze Contractors' schedule and advise Operator on the gaps and suggest remedial
measures for achieving the end goal of the project.
6. Identify critical path for the project and review regularly for improvement and risk
mitigation.
7. The presence and installation of the subsea assets may restrict the mooring leg pre-lay or
wet-storage patterns as well as introducing SIMOPS opportunities. In this scenario, PMC
Contractor shall consider such background factors and plan the WORK in such a way that
gives the maximum flexibility in responding to such potential restrictive situations.
8. In case of mismatch between SURF Contractor deliverables and Mooring Contractor
deliverables resulting into de-mob of SURF contractor, PMC contractor shall prepare
contingency plan indicating available/required resources and submit to the Operator for
review and approval.

CONTRACTOR’S DELIVERABLES

Below are the list of deliverables to be performed and provided in relation to the Contract.

1. Preparation of Project Execution Plan within 15 days from the date of LOI / Award of
Contract.
2. Regular progress report including overdue & look ahead plans, catch up plans & critical
path activities.
3. Developing procedure & manuals in native & approved version.
4. Providing interface register on weekly basis.
5. Site specific daily progress reports and updates during deployment of personnel offshore at
SURF Installation vessel and FPSO

OPTIONAL SCOPE

Contractor shall carry out the following activities for well start-up, as optional scope.

1. Develop well shutdown Restart/activation procedure.2.


2. Develop well (PD-3S) re-start procedure including but not limited to:
a. Long term shutdown analysis w.r.t pressure, temperature and liquid loading
b. Hydrate mitigation philosophy and inhibitor injection requirement for restart,
ramp-up and normal steady state production.
c. Liquid surge analysis at FPSO.
d. Complete well restart and operating philosophy.
3. Chemical injection requirement & flow assurance.
4. Identify stimulation requirements, if any.
5. Support in Operational Readiness through review of facilities by means of
assistance / supervision including inspection and testing of completed Modules / FPSO level
tests and review of the topside system completion status. i.e. to carry out PSSR
