I. Problem Statement
Currently, the Army lacks a mobile platform tactical operations center (TOC) with C2 capabilities. Due to
their immobility and substantial operational footprint, command nodes will be targeted and destroyed on the
battlefield if the mobility issue is not resolved. The M1087n Family of Medium Tactical Vehicles (FMTV)
expansible vans can be purchased and distributed as mobile TOCs for tactical battalions and brigades.

II. Recommendation
• the addition and distribution of "expando vans" by transferring these platforms from the modified
table of organization and equipment (MTOE) assigned to forward support companies (FSCs) to
brigade and battalion headquarters and headquarters companies (HHCs).
• To configure and secure all necessary equipment for running a TOC, the Army needs to create
prefabricated interior kits.
• Updating MTOEs to allow HHCs to have the expandable van on their property book is necessary
for the reorganization. The quickest way to immediately provide the capability at the battalion and
brigade levels would be to take this action.

Conclusion
The platform's primary key is mobility. It will enable staff to carry out their duties, disband and leave if they
feel threatened, or "jump" the TOC to a more advantageous location so that it can quickly reestablish itself
and carry on the battle. The 2nd Battalion, 325th Airborne Infantry Regiment's staff was able to reduce the
time between emplacement and displacement to 30 minutes through numerous repetitions. With this
capability, the staff could continue to work and continue providing the necessary data for the decision-
making process, giving the commander more time to make decisions on the battlefield.
