He is both academician and practitioner and have been freelancing since 2013. He has been
doing Project Planning & Scheduling training for both government & private organisation,
from JKR Cawangan Projek Kompleks (PROKOM), CIDB, Sime Darby Property to personal
coaching for senior managers. He too has been providing project planning consultation
services (baseline development, delay analysis, recovery plan, EOT application, Retrospective
Delay Analysis for arbitration, etc.) for various projects.

2 ABOUT OUR WORKSHOP AND ITS OBJECTIVES

90% of construction projects either miss their delivery dates or go over budget 1. Construction project
management essentially requires good planning, execution and control of resources and activities. Involving
complex and thousands of activities, monitoring and controlling it is often a headache and end up accidently
overlook crucial event or tasks. This is mainly why we need a sort of tool to sort it out.

Project Planning & Controlling methods have been developed since World War I. From a simple Gantt
chart, activity network diagram and Critical Path Method, it then has developed and evolved into computer
software that combines all the tools and significantly help managers to forecast and make quick decisions.
There are various planning softwares in market and one of them which widely used is Microsoft Project©.
Microsoft Project© is a powerful project management software that analyse and plan resources, budget,
timelines and what-if scenario. It is designed to planned, monitor and control activities through every stage
of the construction Project lifecycle (refer next topic). Sadly, majority of Malaysian construction industry
players are not using it correctly and optimally. Habitually, they use it for the sake of fulfilling the contract
requirement.

Unlike most Project Planning workshops, courses and textbooks, ours are tuned specifically for
Malaysian construction industry. Additionally, our Trainer is a professional whom has been involved in

4 INTRODUCTION

4.1 What is Project?

Project is a temporary work group formed to produce unique product, service or result. It consisting
of chronological activities, groups of skilled people and scarce resources. Project come into existence
when it has specific goals, particular timeframe, use resources and involve interdependent tasks or
activities.

4.2 What is Project Management?

Project Management can be defined as plan and control a project effectively and efficiently through
set of knowledge, skills and techniques. In construction project, these are the essential area to be managed
in a project:

7 PLANNING SOFTWARE

Planning tools and techniques (explained in next chapter) were developed in Management Science since
World War I, making easier for us to manage a project. Before the age of digital, planning task were complex,
tedious and large time consuming to prepare. Now in modern time, those tools were combined into software
which then provide fast, less calculation mistakes and accurate information.
Top 3 challenges in construction industry are productivity, complex team coordination, predictability
and disconnected information. Construction suffers lack of productivity and high rate failure. Oracle’s study
shows 90% of construction projects either miss their deadline or go over budget. Construction also involve
a lot of parties and many players which making harder to coordinate them and they need high agility in order
to response to changing need. The team too need to achieve predictability to anticipate problems. Last but
not least, the lack of information collaboration is making miscommunication occur regularly and causing data
becomes inaccurate and project experiences inefficiency.
Due to that major problems in construction, Planning Software was developed and since ever
evolving to become the well-known integrated solutions in managing project cost, schedule, resource,
changes, risk, document and collaboration.

7.1 Microsoft Project

Microsoft Project is a Planning Software that is widely accepted internationally due to its low price,
simplicity and user friendly interface. Microsoft Project is a Project Management software used to generate
Work Programme Work by combining various planning tools & techniques explained in previous topics. Work
Programme being establish at Planning stage of a Project and then being compare to actual on site progress
to monitor and control project performance.

7.2 Oracle Primavera

Primavera or P6 is a Project Management software by Oracle. It is existed long before Microsoft


Project. With database ecosystem as its programming core, Primavera works effectively and efficiently with
a server. It streamline all the construction data into one center, ensuring data synchronization and accuracy
throughout various trades.

7.1 TILOS (Time Location Chart)

TILOS is a time-location planning software for managing linear construction projects, basically infrastructure projects (i.e. highway, railway, pipeline,
tunnel). TILOS was developed to improve visualisation of repetitive tasks when planning and managing major projects. The time-distance diagram supports
all highway, rail, tunnel, pipeline and bridge projects. The key benefits of TILOS is the flow of visual data in terms of time and place on one plan. CPM schedules
and network diagrams are more analytical, but they fail to provide a visual connection between the project plan and the project itself.

7.2 Asta PowerProject

Asta Powerproject is well known for its user friendly features. It is a comprehensive product suite
with the flexibility to meet the varying needs of all who are involved in running projects. Asta
Powerproject offers excellent presentation capability, particularly for bar charts. It is easy to present plans
in clear and user friendly ways that can be understood by any team member. Its tools are really flexible
and interactive making revising schedule or adjustment easy to be done.

7.3 Autodesk Building Information Modelling (BIM)

BIM is the future of project management. Main attraction of BIM is it able to convert conventional
project management process (i.e. scheduling) into 3D model, giving better insight in making decision by
the project team.
BIM Models and manages not just graphics, but also information – information that allows the
automatic generation of drawings and reports, design analysis, schedule simulation, facilities
management, and more – ultimately enabling the building team to make better-informed decisions.
BIM also supports a distributed team so that people, tools, and tasks can effectively share this
information throughout the building lifecycle, thus eliminating data redundancy, data re-entry, data loss,
miscommunication, and translation errors.

8 ESSENTIAL PLANNING TOOLS AND TECHNIQUES

As mentioned in previous topic, Planning Software is basically a combination of Planning tools and
techniques. Before we use Nik Muhammad’s 6 Steps Formula, we need to understand the fundamentals of
Management Science and what are the concept and tools used behind any Planning Software. Planning
software is just a combination of several management tools and technique. Below are some of the basic
management tools and techniques used in software:
a) Work Breakdown Structure (WBS)
b) Activity Network Diagram
c) Gantt Chart or Bar Chart
d) Critical Path Method
e) Resource Levelling
f) Unit/Time Progress Graph (S-Curve)
g) Others

8.1 Work Breakdown Structure (WBS)

Main function of Work breakdown structure is to divide project into manageable sections. WBS
cascaded project scope into groups of elements. It is able to show quick overview of activities involved,
indicate project milestones and easily assign responsibilities to Project Team. WBS can be in a form of
diagram and or text only:

8.2 Activity Network Diagram

Activity Network Diagram mainly used to see logical link or relationship activities involved. It is
then generated into graphical chart where we can see its work flow and activities interdependencies
(predecessor and successor) in completing a project. Network diagram almost similar to WBS but with
duration and relationship information in the diagram.

Diagram above shows 4 categories of Relationship Types. Method statement essentially explains
sequence of work. Activity Network Diagram translates those explanation into mathematical figures. You
need to know the above types of relationship in order to convert Method Statements, Work Procedures,
Drawings into logical network diagram. The network is a prerequisite in developing Critical Path Method
(refer topic Critical Path Method) or in identifying float (how long a task can be delayed before affecting
the Project Completion Date). In a Work Programme, each activity must has at least one predecessor and
one successor except for the first activity (which only has successors) and the last activity (which only has
predecessors). The reason being is to avoid illogical float result.

8.3 Gantt Chart / Bar Chart

Bar chart or Gantt chart was developed by Henry Gantt during World War I (1910s) for managing
steel factory where he was worked in. It is now commonly seen as a tool for managing factory production,
software development and construction. Gantt chart is a scheduling method showing activities and its
sub-component against duration. It is a chart with horizontal axis (or X axis) as timeline and vertical axis
(or Y axis) as list of tasks. Compared to WBS and Activity Network Diagram, it show better overview and
total duration of chronological activities of a project. Software incorporated relationship into Gantt chart
to show activities’ interdependencies or flow and identify critical activities.

8.4 Critical Path Method (CPM)

Project can involves thousands of activities. With such complex list of activities, CPM is the only
logical method to identify important activities and eventually help Project Manager to prioritize or focus
their effort.
Critical Path Method (CPM) was developed by the U.S. Navy for their submarine construction
project during World War II (1950s). Fundamentally, CPM a combination of Activity Network Diagram and
Gantt chart with addition of mathematical calculation to identify priority activities and measure project
deliverables or performance. Through CPM, the project performance during execution able to be
determined; whether the project is delay or ahead of time.
3 essential data are needed to construct CPM:
a) List of activities (WBS)
b) Duration, start time/date and finish time/date of each activities
c) Relationship or dependencies of each activities (predecessor and successor)

With the above said data, CPM able to calculate project longest path, total float or slack and earliest and
latest start and finish time/date of each activity within Project timeframe. Result of its calculation is called
Critical activities whereby these activities affect the completion date of the project.
An activity is called critical when:
a) the activity falls in the longest path
- Shortest time possible to complete a project. Can be calculate by list down all the
various paths involved to complete a project and then total up duration of each path.
The activities of the path with longest duration are known as critical
b) its total float equal to zero (0)
- Formula for float/slack of each activity is latest finish time/date minus (-) earliest finish
time/date of that activity. If the answer is zero (0), the activity is critical. If the float of
the activity is equal to 5 days for example, that activity able to start or delayed at most
5 days. Beyond 5 days, the activity will become critical and affect the project
completion date.

These data are to be acquired, formed and calculated first (chronologically) before you can
conclude each Activity’s Total Float (TF):

a) List of Activities
b) Each Activity’s Duration
c) Each Activity’s Relationship Type
d) Activity Network Diagram
– Input for Predecessor and Successor are from (a) to (c).
e) Project Planned Start Date
– When the first Activity is planned to be started?
f) Perform Forward Calculation
– To acquire Early Start or ES (the earliest date an Activity can start). Start calculate from
first Activity and go forward by following its network or relationship. For first Activity, ES
= Project Planned Start Date. For subsequence Activity, ES = Predecessor’s EF (and plus
one day for construction project because normally subsequent activity is considered to
be started on the next day). If more than 1 Predecessors, choose the highest value.
– To acquire Early Finish or EF (the earliest date an Activity can finish). EF = ES + Duration.
g) Perform Backward Calculation
– To acquire Late Finish or LF (the latest date an Activity can finish). Start calculate from
last Activity and go backward. For last Activity, LF = EF. For subsequence Activity, LF =
Successor’s LS (and minus one day for construction project because normally subsequent
activity is considered to be started on the next day). If more than 1 Successors, choose
the lowest value.
– To acquire Late Start or LS (the latest date an Activity can start). LS = LF - Duration.
h) Use formula LF-EF to get Total Float. If Total Float is equals to zero (0),that Activity is
Critical. If it starts late, Project Completion Date will affected.

Now let’s calculate Total Float for Figure 9 below; a very simple Project. The Project starts at Day
0 (Project Planned Start Date) and once TF has calculated, Activity A, C, F and H are Critical. Assumed
that each successor starts on the same day.

Referring to Figure 9 again, Longest Path too can be applied to find out Critical Activities. These
are the steps in chronological order:
a) Identify Paths to complete the Project
– A+C+F+H
– A+B+F+H
– A+C+E+G+H
– A+D+G+H
b) Sum up Duration of each Path
– A+C+F+H = 19 days
– A+B+F+H = 16 days
– A+C+E+G+H = 16 days
– A+D+G+H = 10 days
c) Identify Path with the highest Duration

Now we can see that Path A+C+F+H has the highest Duration. Therefore, Activities that falls in this Path
are Critical.
Knowing Critical activities, Project Manager is then will able to improvise project completion
date by performing these techniques:
a) Fast Tracking – perform more activities in parallel
b) Crashing – shortening the duration
c) omitting critical activities if allowable

CPM is the core of any planning software. It is also the basis of calculating Extension of Time (EOT) because
the use of float calculation in CPM allow EOT to be formulated with consideration both concurrent delays
and independent delays.

8.5 Resource Levelling

All methods previously discussed are mainly used to manage time and activities. Another vital area
need to look into is Resource Management, mainly manpower and machineries. One of the method to
effective management is Resource Levelling. Resource levelling identifies manpower and machineries
used or assigned to each activity against time and then resolves resource over-allocation issue. Over
allocation exist when we set a limit or budget to our resource. Resource Levelling delays the task that use
the said resource until it is available to be worked on. In another word, minimize or avoid overlapping
activities that use the same resource. However, to do so without affecting the Proejct Completion Date,
you need to know each activity’s float. Below are illustration showing basis of Resource Levelling
technique:

8.6 Unit/Time Progress Curve (a.k.a. S-Curve)

Unit/Time Progress Curve is a method of arranging and distributing your resources data against
time. The data can be in a form of man hour, material quantity, productivity, duration weightage and cost.
How you arrange the distribution against time is entirely up to you. It can be back loaded, front loaded,
bell shaped (S-curve) and so on (refer diagram below). However, it is commonly being distributed flat or
evenly across time. In Malaysia it is widely known as S-Curve because any typical construction project,
the daily or monthly work pattern is in a shaped of bell (project’s activities at its peak performance or
aggressive at the middle of project duration) and cumulatively would show as an “S”.

S-Curve is part of Earn Value Analysis (EVA) study. The main difference is S-Curve (as a term widely
used in Malaysian Construction Industry) do not show actual expenses as its financial value. Instead it is
commonly shown as Contract Value by the Contractor which then commonly being presented to the
Client during progress report. EVA normally being done internally within and organization to monitor
budgetary performance and profit and loss. In essence, our S-Curve is a another tool to monitor project
performance apart from Work Programme (which mainly comprises of Activity Network Diagram, Gantt
Chart & CPM). Work Programme is used to monitor project performance in term of duration while S-
Curve is for Project Financial Performance.
Creating an S-Curve almost similar to developing Resource Histogram (refer topic Resource
Levelling) except that the total financial value (i.e. contract value or expenses) of an activity is being
divided and distributed against its time.
