Clearing & Forwarding Concept :

Warehousing, Transportation, Clearing & Forwarding provides a basic architect of any business in today’s modern
and scientific systems of a business. It mainly relies on efficient Logistics and Supply Chain management which is a
combined unit that provides/offers the company’s professional capabilities and trust to their valued customers. It
mitigates a customer’s sense of concern when being provided with a full supply chain in moving their cargo,
therefore an addition to the Supply Chain by adding the link of Clearing and Forwarding services presents the
customer with tailored services.

Key Success Factors:

 In-house Customs Clearing
 Target marketing
 Competitive advantage
 Pricing structure
 Sales strategy
 Quality control measures (certification and accreditation)
 Customer and Service provider Liaison
 Private and 3rd Party cargo control and management
 National and International Parter Agents
 Insurance Coverage

Market Analysis:

Over the years it has been noticeably visible that innovative ways and approaches are made by various entities
within the Freight Forwarding sector. No longer are Clearing&Forwarding bound to an agency anymore; shipping line
agent, NVOCC agents, Airline Handling agents are now offering clients with the exact same concept of
Clearing&Forwarding. It is an indication of an everyday shift in the industry, therefore it is imperative to decide what
service is offered to a customer.

Job Workflow:

Below is a short process flow on what the additional component to your current workflow comprises once an order is
placed to export a consignment:
 Liaise with customer and Importer on cargo readiness and transport cargo to Warehouse
 Negotiate freight rates and with various service providers (Air, Sea, Road) prior to submitting booking
request
 Conduct pre-inspection and destination country requirements prior to loading of containers
 Upon firm stack dates plan loading of containers at Warehouse, providing all stock is in storage
 Prior to placing containers in stacks EDI customs entry to SARS
 Submit Shipping instruction and obtain draft bill for review and approval
 Advise destination client or agent once pre-alerts are in place and approved
 Monitor and track shipment to destination port, timeously updating all parties to avoid destination port
delays

It is important to highlight the last point, customers have mindset that once a container is shipped on board the
vessel it no longer concerns them. Take note that while that container is on route to the destination port the shipper
is still liable for any uncleared cargo at the destination port if the container, for whatever reason, remains uncleared
and returns to the Republic of South Africa.
Customs Clearing Interface:

Export clearance at SARS carries medium risk and relation with Import clearance, providing that the information
capture in 100% accurate. SARS introduced the EDI system (Electronic Data Interchange) in 2002/2003 on an online
platform to streamline the submission of the SAD500 with SARS Release being provided within minutes of the
submission. Tashe risk and responsibility now solely lies with the Agent as they are acting as the Customs Authority in
ensuring that what is declared on the SAD500 not only ties up with the cargo but also complies with the Customs
Rules and Regulations. Easy Clear has provided a quotation for these services and will require their assistance with
applying for a Customs Clearing License as the company with not only clear their own cargo but will also clear other
clients’ cargo as well.

Regarding importer clearances, do note that this is an area that requires careful consideration as Vat and Duties are
applicable. I’ve seen cases where customers lean towards under declaring cargo value or opt to make use of a duty-
free tariff code. SARS holds information for years after an import shipment was customs cleared and will fine any
importer or agent for misdeclaration on a tariff code, they will also instruct that the duties be brought to account for
past import orders (note that this could possibly amount to millions worth of rands).
SARS also requires that the Deferred Account be paid in full close the month end, bear in mind that this capital outlay
is a huge figure as it compromises of Duty and Vat for all import shipment within the said month.
