This office would like to request that the promotional appointment of MRS. LENI L. SANTILLAN
FROM TEACHER I TO HEAD TEACHER III be treated as an exception to Item No. 15 of Civil Service
Memorandum Circular No. 3, s. 2001 which restricts the issuance of appointment that carries more than three
(3) salary grades higher than the former position.

Subject position is covered by Item No. OSEC-DECSB-HTEACH3-420039-2001. The following

are the reasons for this request.

1. Teaching positions are considered unique positions in that they are only found in the listing of
position titles in DepEd and not in any other government agency, thus may not be covered by the restrictions
contemplated in CSC Memorandum Circular No. 3, s. 2001.

2. TEACHER I position is anchored on the principle of performance, hence all applicants were
subjected to the process of in depth selection, where the applicant occupying the position of a HEAD
TEACHER III.

3. She was evaluated by the Selection and Promotions Committee as the most deserving and could
truly be an asset to the teaching force, taking merit on the criteria of education, specialized training, relevant
experience and consistent highly commendable performance rating.

4. A number of precedent case have been decided by the CSC where resiliency in interpreting the
applicability of the provisions of the Memorandum Circular may be on a case application considering very
meritorious considerations.

May the forgoing justifications be sufficient for that office to favorably consider this request.
